Tithe System, Petition from Great Shelford for Alteration of.

Upon reading the Petition of the Inhabitants of the Parish of Great Shelford, in the County of Cambridge, whose Names are thereunto subscribed; praying, "That their Lordships will afford them Relief, by abolishing Tithe in Kind, and by appropriating a Part of the Church Property for the Maintenance of the Poor, as formerly:"

E. of Sefton's Claim to vote for Peers for Ireland, referred to Com ee for Privileges.

Upon reading the Petition of William Philip Earl of Sefton, in that Part of the United Kingdom called Ireland; setting forth, "That the Petitioner's late Father Charles William Earl of Sefton was advanced to the Dignity of Earl of Sefton by virtue of Letters Patent, bearing Date the 30th Day of November in the Twelfth Year of His late Majesty King George the Third, under the Great Seal of Ireland: That the Petitioner's said late Father died on the 25th Day of December 1794, leaving the Petitioner his only Son, who thereupon succeeded to the said Earldom of Sefton, in virtue whereof he claims the Right to vote at the Election of Temporal Peers of Ireland to sit in the Parliament of the United Kingdom;" and therefore praying, "That his said Right may be admitted by their Lordships:"

It is Ordered, That the said Petition be referred to the Lords Committees for Privileges, to consider and report.

M. of Headfort's Claim, Com ee put off.

Ordered, That the Sitting of the Committee for Privileges, to whom the Petition of Thomas Marquess of Headfort, Earl of Bective, Viscount and Baron Headfort, of that Part of the United Kingdom of Great Britain and Ireland called Ireland; praying, "That his Right to vote at the Election of Peers of Ireland to sit in the Parliament of the United Kingdom may be admitted by their Lordships," stands referred, which stands appointed for To-morrow, be put off to the 17th Day of this instant August.

Birmingham Poor Bill, Report of the Judges read.

The Report of the Judges to whom the Bill, intituled, "An Act for better regulating the Poor within the Parish of Birmingham, in the County of Warwick; and for empowering the Guardians of the Poor to grant Building Leases of certain Lands vested in them, or otherwise to sell and dispose of the same, and to apply the Monies to arise therefrom in the Enlargement or rebuilding of the present Workhouse; and for other Purposes," was referred, was read.

Declaration against Transubstantiation, Petition of Lieut. Gen. Thornton respecting.

Upon reading the Petition of Lieutenant General William Thornton of Grosvenor Gate, Park Lane, in the County of Middlesex; praying their Lordships "to adopt such Measures as shall, in future, release every King and Queen of this Realm, on coming to and succeeding in the Imperial Crown of this Kingdom, or at His or Her Coronation, from the Obligation of making, subscribing and audibly repeating the Declaration against Transubstantiation, and asserting the Worship of the Church of Rome to be superstitious and idolatrous, any Law, Statute or Usage to the contrary in any wise notwithstanding:"

It is Ordered, That the said Petition do lie on the Table.

Poor Relief Bill presented.

The Duke of Richmond presented to the House a Bill, intituled, "An Act to amend the Laws for the Relief of the Poor."

The said Bill was read the First Time.

Ordered, That the said Bill be printed.

Belgium, Motion for Papers respecting, withdrawn.

The Order of the Day being read for the Lords to be summoned;

It was moved, "That an humble Address be presented to His Majesty, to request that His Majesty will be graciously pleased to order that there be laid before this House Copies or Extracts of all such Papers relative to the Negotiations on the Subject of the Settlement of Belgium, in as far as the same can now be produced without Injury to the Public Service."

Manchester, Bolton, &c. Railway Bill, The King's Consent signified:

The Earl of Shaftesbury acquainted the House, "That His Majesty having been informed of the Contents of the Bill, intituled, "An Act to enable the Company of Proprietors of the Canal Navigation from Manchester to Bolton and to Bury, to make and maintain a Railway from Manchester to Bolton and to Bury, in the County Palatine of Lancaster, upon or near the Line of the said Canal Navigation, and to make and maintain a Collateral Branch to communicate therewith," was pleased to consent (as far as His Majesty's Interest is concerned) that their Lordships may proceed therein as they shall think fit."

Bill Specially reported.

Then The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the last-mentioned Bill, "That the Committee had met, and considered the said Bill, and, in the first place, proceeded to enquire how far the Standing Orders of the House relative to Railway Bills had been complied with; and found that all the said Orders had been complied with, and in particular, with respect to the Standing Order No. 213, that a Draft of the Bill was submitted to a Meeting of the Proprietors of the said Canal Navigation at a Meeting held specially for that Purpose on the 13th of June last, which Meeting it was proved to the Committee was called by Advertizement inserted for Four consecutive Weeks, vizt. on the 7th, 14th, 21st and 28th of May last, in the Newspaper, intituled, Wheeler's Manchester Chronicle, and on the same Dates in the Newspaper, intituled, The Manchester Guardian, the said Newspapers being published in the County Palatine of Lancaster, to which County alone the Bill relates; and that it appears that such Meeting was held on a Period not earlier than Seven Days after the last Insertion of the said Advertizement; and that at the said Meeting the Draft of the Bill so submitted to the Proprietors then present was approved of by Proprietors of Three hundred and seven Shares, Seven only dissenting; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, with some Amendments."

Which Report being read by the Clerk;

Ordered, That the said Report do lie on the Table.

Then the Amendments made by the Committee to the said Bill were read by the Clerk as follow; (vizt.)

The Lord Melbourne presented to the House a Bill, intituled, "An Act to amend an Act passed in the First Year of His present Majesty's Reign, intituled, "An Act to permit the general Sale of Beer and Cyder by Retail in England."

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act to prevent Debtors from defrauding their Creditors by lying in Prison or absconding from England;" and for the Lords to be summoned;

Hodie 3a vice lecta est Billa, intituled, "An Act for repairing and improving the several Roads within the Kidwelly District of Roads in the County of Carmarthen, and for making new Lines of Road within the said District, and building a Bridge across the River Lloughor at Spitty Bank, and a Bridge or Embankment across the River Gwendraith Fawr at the Ford."

The Question was put, "Whether this Bill, with the Amendments, shall pass?"

It was resolved in the Affirmative.

Llanelly Tithes Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for extinguishing Tithes, and Customary Payments in lieu of Tithes, within the Parish of Llanelly, in the County of Carmarthen, and for making Compensation in lieu thereof."
