These Functions of councilling the Crown, of partaking in giving Laws to the Realm, of deciding sole and supreme in the last Resort, without Appeal to any Human Authority, in all Causes Civil as well as Criminal,- these high Functions, these great Duties, these large Powers, are enjoyed by the House for the sake of the whole Country of England; and in order that they may be able to exercise those Duties, in order that the Country may continue to enjoy the Benefits which through them, from their Exercise of these Duties, are derived to it, it is absolutely necessary that its undoubted Privileges should remain unquestioned and unbroken.

"No Man who reads the scandalous Paragraph which you admit you have published as well as printed can maintain any Doubt for one Moment that it deserves the Appellations which the unanimous Judgment of the House has bestowed upon it: It is therefore their Duty, as well to the Country as to themselves, that their Lordships should proceed to deal with you as the acknowledged Culprit in this respect as so grave an Offence justly merits, to the end that you may be deterred by the Experience of Punishment from the Repetition thereof, and to the end also, the sound end, of all Punishment, that others may, by your Example, be deterred from offending in the like Behalf.

"But the House mingles Mercy with its Justice, and is anxious to take into its Consideration the mitigating Circumstances of the Situation in which you are placed. You have freely and at once confessed that you were guilty of the Offence; guilty in point of Fact, as the Printer and Publisher, and guilty in point of Law or Substance, because you have expressed your Contrition for having so offended. You have amply at that Bar, and by a subsequent Petition, made your Apology and Submission to the House, and tendered also your Apology to the Noble Earl against whom the Slander was vented in the Publication; moreover you have already suffered, though not a long, yet a close Imprisonment under the Authority of the House, and in the Custody of its Officer; and for these Reasons, and thus tempering with Mercy the Judgment which Justice demands of them, their Lordships have thought fit to command me to execute that painful Duty which I have now performed by reprimanding you, and you are hereby accordingly reprimanded, and by directing you to be forthwith discharged out of Custody, upon the Payment of your Fees."
