Reform of Parliament, Petitions against proposed Measure: Counties of Peebles; (2 Petitions;)

Upon reading the Petition of the Freeholders of the County of Peebles, whose Names are thereunto subscribed; praying their Lordships "not to permit that Portion of the Bill for amending the Representation of the People in the Commons House of Parliament to pass into a Law, which will virtually disfranchise the Petitioners, and deprive them of their ancient and longpreserved Immunities:"

Slavery, Petition of Planters, &c. Dublin, against Abolition of, without Compensation.

Upon reading the Petition of the Planters, Merchants and others of the City of Dublin, interested in the British West India Colonies and the Trade thereto, whose Names are thereunto subscribed; praying, "That their Lordships will refuse their Sanction to any Measure affecting the Rights of the Petitioners and their Fellow Colonists in their Slaves, until the Amount of that full and complete Indemnity and Compensation to which the Petitioners and Fellow Colonists are entitled has been ascertained, nor until an adequate Fund has been provided and set apart, in order that the Payment of the Compensation and Indemnity may be made contemporaneously with the Adoption of any such Measure;" and further praying, "That, for the Satisfaction of the Country, their Lordships will be pleased to institute an Inquiry into the Condition of the Negroes and into the State of Slavery as it now exists in the West India Colonies, which Inquiry the Petitioners feel assured will relieve both their Fellow Colonists and themselves from the Obloquy under which they now labour:"

East India Trade, Petition of Chamber of Commerce of Edinburgh for opening.

Upon reading the Petition of the Chamber of Commerce and Manufactures of the City of Edinburgh, under their Common Seal; praying their Lordships "for the entire Removal of all Restrictions on the Trade to India and to the Countries East of the Cape of Good Hope, from all the Ports of Great Britain and Ireland; which would most effectually promote the Trade and give vent to the Manufactures of these Kingdoms:"

General Registry of Deeds Office, Petition from Staindrop & Cockfield against Establishment of.

Upon reading the Petition of the Freeholders and others, Owners of Real Property, resident within the United Parishes of Staindrop and Cockfield, in the County of Durham, and in the Neighbourhood thereof, whose Names are thereunto subscribed; praying their Lordships, "That the Bill for the Registration in the Metropolis of all Deeds relating to Transfers of and Charges on Real Property may not pass into a Law:"

Poor Laws, Petition from Olney for Revision of.

Upon reading the Petition of the Vicar, Churchwardens, Overseers and other principal Inhabitants of the Parish of Olney, in the County of Bucks, whose Names are thereunto subscribed; praying their Lordships, "That the Poor Laws (especially with reference to Settlement and compulsory Labour) may be taken into the early Consideration of this House, with a view to the Mitigation of the Evils connected with them, and to their gradual Abolition, as soon as it can be effected with Safety; as the Petitioners apprehend their Continuance will not only occasion the farther Deterioration of Land, but rapidly augment the Misery of the Poor and the Distress of all Ranks and Orders of the Community:"

Freedom of the City of Dublin, Petition of R. Fitzpatrick respecting.

Upon reading the Petition of Richard Fitzpatrick, Tallow Chandler and Soap Manufacturer, 31, Gardiner Street, in the City of Dublin; praying, "That their Lordships will be pleased to take into Consideration the Expediency of investing the Court of King's Bench with such Control over the Acts of the Corporation and Guilds of Dublin as will provide against their continuing vexatiously, frivolously, intolerantly and arbitrarily to reject the Applications for Freedom of Persons claiming their Freedom by Birth, Service or Marriage Right, by extending the Writ of Mandamus, or such other Relief, to such Claimants, with such Costs, as may be deemed expedient to guard against disinheriting any of His Majesty's good and loyal Subjects of their Franchises or other Benefits conferred or conferrable upon Freemen of the City of Dublin:"

Slavery, Petition from Church Withington for Abolition of.

Upon reading the Petition of the Baptist Congregation and other Inhabitants of Church Withington, in the County of Hereford, whose Names are thereunto subscribed; praying their Lordships "for the Adoption of effectual Measures for the immediate and total Abolition of Slavery throughout the British Colonies:"

Barony of Stafford, R. S. Cooke's Petition respecting.

Upon reading the Petition of Richard Stafford Cooke, claiming the ancient Barony of Stafford by Act of Parliament of Edward the Sixth, as the lineal Heir of the Bodies of Edward Stafford Duke of Buckingham and Henry Stafford Lord Stafford, in Blood, Baron Stafford his only Son and next Cousin, and Heir to Mary Stafford, the last Baroness of Stafford, who died in the Year 1693 without Heritable Issue; setting forth, "That the Petitioner Richard Stafford Cooke has, at a ruinous Expence to himself, been more than Twenty Years collecting the Proofs of his Claim in Blood to his vested Rights by the Act of Parliament of the First Year of the Reign of King Edward the Sixth, intituled, "An Acte for the Restituc'on in Bloude of The Lorde Stafforde," to the said Petition annexed, to the Barony, of Stafford, descending to him from his Ancestors, and has them now all ready and complete, and is quite ready to come before their Lordships House or His Majesty's Attorney General with all the Proofs, but has now no Means left to pay the Fees or Counsel, whereby the Petitioner is deprived of his just Right to a Seat in their Lordships House; and therefore humbly begs of their Lordships to appoint him a Counsellor, there being no Opposition to the Claimant, and the Crown being in Reversion to the Estates: The Petitioner having exhausted all his Funds, and being now reduced in Circumstances, and also in an ill State of Health, in consequence of repeated Disappointments in his Claims, now humbly throws himself on the Mercy of their Lordships, respectfully soliciting their Favor, Support, Protection and Commands for the immediate Proof of his Claims:"

Beccles Navigation Bill.

A Message was brought from the House of Commons, by Mr. Tyrrell and others;

With a Bill, intituled, "An Act for making the River Waveney navigable for Ships and other Sea-borne Vessels from Rose-hall Fleet to the Mouth of Oulton Dyke; and for making and maintaining a Navigable Cut from the said River at Carlton Shares Mill into the said Dyke leading to Oulton Broad, in the County of Suffolk;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Indigent Blind Institution Bill.

A Message was brought from the House of Commons, by Mr. Tyrrell and others;

To return the Bill, intituled, "An Act to enlarge the Powers of an Act passed in the Seventh Year of the Reign of His late Majesty King George the Fourth, for establishing and well-governing the Institution called "The School for the Indigent Blind," and for incorporating the Subscribers thereto, and the better enabling them to carry on their charitable and useful Designs;" and to acquaint this House, That they have agreed to their Lordships Amendment made thereto.

Cheadle Roads Bill.

A Message was brought from the House of Commons, by Mr. Tyrrell and others;

With a Bill, intituled, "An Act for consolidating the Trusts of the several Turnpike Roads in the Neighbourhood of Cheadle, in the County of Stafford, and for making Deviations and new Branches to and from the same;" to which they desire the Concurrence of this House.

Draycot Road Bill.

A Message was brought from the House of Commons, by Mr. Tyrrell and others;

With a Bill, intituled, "An Act for repairing the Turnpike Road from the Salutation Inn to Christian Malford Bridge, in the County of Wilts, called The Draycot or Upper District; and for disuniting the said Road from a certain other Road called The Pucklechurch Lower District, in the County of Gloucester;" to which they desire the Concurrence of this House.

Pucklechurch Roads Bill.

A Message was brought from the House of Commons, by Mr. Tyrrell and others;

With a Bill, intituled, "An Act for more effectually repairing and improving the Roads called "The Pucklechurch or Lower District of Roads," in the Counties of Gloucester and Wilts;" to which they desire the Concurrence of this House.

The said Three Bills were, severally, read the First Time.

Orphans Fund, &c. Accounts delivered.

The House being informed, "That Mr. Scott, from the Chamber of London, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of several Acts of Parliament,

An Account of Monies received and paid by the Chamberlain of London from the 4th August 1829 to the 27th July 1830, being the Produce of the several Duties appropriated to the Orphans Fund, for the Year ending 5th July 1830, together with the Expenditure of the same:"

Also, "A Statement of the Surplus arising from the Orphans Fund, together with the Application of the same, in the Year ending the 27th July 1830, towards the Extinction of the Debt:"

Also, "A Statement of the several Sums which have been charged upon the Orphans Fund, by various Acts of Parliament, for effecting sundry Public Works, remaining due on the 27th July 1830:"

Also, "An Account of Monies received and paid by the Chamberlain of London, in pursuance of the several Acts for rebuilding London Bridge, and for improving and making suitable Approaches thereto, from the 31st December 1829, exclusive, to the 31st December 1830, inclusive:"

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for improving and maintaining several Roads leading to and from the Town of Walsall, in the County of Stafford," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

St. Leonard's, Hastings, Chapel Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for erecting a Chapel in the Parish of Saint Leonard's, within the Liberty of the Town and Port of Hastings, in the County of Sussex, for the Accommodation of the Inhabitants of the said Parish, and of the Parish of Saint Mary Magdalen, within the said Liberty and County," was committed.

Perry Barr Road Bill Specially reported.

The Earl of Shaftesbury reported from the Lords Committees, appointed to consider of the Bill, intituled, "An Act for making a Turnpike Road from the North Side of the Quarry House, in the Township of Perry Barr, in the County of Stafford, to the Brook which divides the Parishes of Aston juxta Birmingham and Birmingham, in the County of Warwick;" "That the Committee had met, and considered the said Bill, and, in the first place, proceeded to enquire how far the Standing Orders of the House relative to Road Bills had been complied with, and found that all the said Orders had been complied with, except in the following Particular; vizt. That no Estimate of the Expence of the Work had been lodged with the Map or Plan and Papers required under the Standing Order to be deposited with the Clerk of the Parliaments, which Omission appeared to the Committee to have arisen from Inadvertence; but that an Estimate of the Expence of the said Work, brought from the House of Commons by the proper Officer, and which Estimate, it was stated, was deposited there under the Standing Order of that House, had been produced to this Committee and duly proved, a Copy of which Estimate has been now deposited, with the said Map or Plan and other Papers with the Clerk of the Parliaments; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, without any Amendment."
