Pearson et al. v. Stephen et al.

As was also, The Answer of James Stephen the younger and Zachary Macaulay, and Henry John Pearson, Frederick Thorpe Pearson, Alfred Pearson and Mary Arabella Pearson, Infants, by George Gisborne Babington their Guardian, to the Petition and Appeal of Henry Robert Pearson, Frederick Burnet Pearson, Edwin Pearson, Arthur Hugh Pearson and William Wilberforce Pearson.

Deare v. The Attorney General.

After hearing Counsel fully in the Cause wherein Charles Deare is Appellant, and His Majesty's Attorney General is Respondent:

Glamorganshire Canal Co. v. Blakemore, Writ of Error delivered.

The Lord Chief Baron of the Court of Exchequer (first propounding it to the House) did rise from his Place, and brought in a Writ of Error, wherein,

The Glamorganshire Canal Company are Plaintiffs,

and

Richard Blakemore is Defendant;

And made Three Obeisances before he came to the Bar, and then, after Three Obeisances more, he laid it on the Table.

Upon reading the Petition and Appeal of The Right Honorable Thomas Bowes Earl of Strathmore and Kinghorn, complaining of an Interlocutor of the Lord Ordinary in Scotland, of the 11th of July 1829; and also of an Interlocutor of the Lords of Session there, of the First Division, of the 16th (signed the 17th) of February 1830; and praying, "That the same may be reversed, varied, altered or amended, or that the Appellant may have such Relief in the Premises, as to this House, in their Lordships great Wisdom, shall seem meet; and that James Dundas, Clerk to the Signet, Sir John Dean Paul Baronet, and The Right Honorable Thomas Lord Glammis, may be required to answer the said Appeal:"

It is Ordered, That the said James Dundas, and the several other Persons last named, may have a Copy of the said Appeal, and do put in their Answer or respective Answers thereunto, in Writing, on or before Friday the 26th Day of March next; and Service of this Order upon any of the known Counsel or Agents of the said Respondents in the Court of Session in Scotland shall be deemed good Service.

Cuninghame to enter into a Recog ce on it.

East India, &c. Trade, Petitions from Saddleworth & from Merchants of Edinburgh for opening, referred to East India Com ee.

Ordered, That the Petition of the Merchants, Manufacturers and others connected with the Commercial Interests of the Parish of Saddleworth, in the West Riding of Yorkshire, whose Names are thereunto subscribed, and also the Petition of the Company of Merchants of the City of Edinburgh incorporated by Royal Charter and Act of Parliament, under their Common Seal, presented to the House Yesterday, severally praying their Lordships "to throw open the Trade with India and China," be referred to the Select Committee appointed to enquire into the present State of the Affairs of The East India Company, and into the Trade between Great Britain, the East Indies and China.

Oak Timber, Account respecting Ordered.

Ordered, That there be laid before this House, "A Return of the Number of Loads of British Oak Timber purchased for the Use of His Majesty's Navy in each Year since the Year 1809; specifying the Price and the Duration of each Contract for British Oak Timber which has been entered into by the Commissioners of His Majesty's Navy."

Distress of the Country, Petition from Frome Selwood respecting.

Upon reading the Petition of the Inhabitants of the Town and Neighbourhood of Frome Selwood, in Somersetshire, whose Names are thereunto subscribed; praying, "That their Lordships, together with the other Branches of the Legislature, will enact such Measures as they, in their Wisdom, shall deem efficient to relieve the industrious Poor who suffer for Want of Employment, to lessen the Distress at this Moment experienced by many Counties burthened with the Support of a numerous Population for whom no useful Occupation has been found, and to check the Deterioration of Property:"

It is Ordered, That the said Petition do lie on the Table.

Corn Laws, Petition of J. Wright for Alteration of.

Upon reading the Petition of John Wright of Lenton House, in the County of Nottingham, Coal and Iron Master; praying their Lordships, "to direct their Attention to the full Consideration of the Corn Law, with a View to the Establishment of such a Protection as may secure to the Agriculturist a fair Remuneration for his Capital and Labour, restore to the Manufacturer a Market for his Productions, furnish to the Artizan and Labourer a Source of Employment, return to Trade its former Customers, and give to the Community at large that Prosperity it once possessed, but has now lost; almost all of which, the Petitioner firmly believes, would be accomplished by fixing the Import Price of Foreign Wheat at 72s. per Quarter; by a Tax of 24s. per Quarter on Foreign Wheat imported into this Country, and on other Grain in proportion; and lastly, by permitting such Foreign Corn only to enter the Market as shall then be actually warehoused in this Country, such Permission to be renewable every Six Weeks, when the Price of Wheat reaches 72s. per Quarter:"

It is Ordered, That the said Petition do lie on the Table.

Corn & Flour, Accounts respecting, Ordered.

Ordered, That there be laid before this House, "An Account of the Quantities of Corn, distinguishing each Sort, and of Flour and Meal, imported into the United Kingdom in each Year since July 15th, 1828; distinguishing each Year, and the Quantities entered for Home Consumption, and the Quantities re-exported, and the Quantities remaining in Warehouses on the 1st of January last:"

And also, "An Account of the Weekly Average Prices of Corn (during the same Period) which govern Importation."

Upon reading the Petition of the Bankers, Merchants and Manufacturers resident at and in the Neighbourhood of Huddersfield, in the County of York, whose Names are thereunto subscribed; praying their Lordships, "That a free Trade may be permitted between Great Britain, the East Indies, China and all Countries East of the Cape of Good Hope; and that Permission may be given to trade and settle in the Interior of India, on the approaching Termination of the Charter of The East India Company:"

Ordered, That the said Petition be referred to the Select Committee appointed to enquire into the present State of the Affairs of The East India Company, and into the Trade between Great Britain, the East Indies and China.

Manchester:

Upon reading the Petition of the Merchants, Manufacturers and others interested in the Trade and Commerce of Manchester, whose Names are thereunto subscribed; praying their Lordships, "That full Enquiry may immediately take place into the Trade with India and China; and that by means of a free Competition among all Classes of His Majesty's Subjects, and such other Measures as to their Wisdom shall seem best, the lasting Prosperity and Welfare of all Parts of the British Dominions may be most effectually secured:"

Kingston-upon-Hull.

Upon reading the Petition of the Merchants, Bankers, Ship Owners and others of the Town and Neighbourhood of Kingston-upon-Hull, whose Names are thereunto subscribed; praying, "That their Lordships will cause an impartial and efficient Enquiry to be made into the Trade of Great Britain with China and the East Indies, with a View to the Termination of the Monopoly of The East India Company, and the Repeal of such existing Restrictions as fetter and impede the Commercial Intercourse of the Nation with those Countries, at the earliest possible Period; and that their Lordships will be pleased to direct that the necessary Notice be given for the Termination of the Charter of The East India Company in the Year 1834:"

Upon reading the Petition of the Chamber of Commerce for the Staffordshire Potteries, and of other Manufacturers resident therein, whose Names are thereunto subscribed; praying, "That their Lordships will take into their Consideration the severe Depression which their Manufactures have of late Years suffered, in common with other Manufacturing Interests, and which have been visited, in addition, with a grievous Suffering, arising from many Masters paying the Workmen part or all their Wages in Truck; and in their Wisdom adopt such Measures as shall give effectual Relief in the Premises:"

It is Ordered, That the said Petition be received as the Petition of the Persons only who have signed it.

Corn Laws, Petition from St. Paul's District, Manchester, against; & for Reduction of Taxation.

Upon reading the Petition of the Shop Keepers and Retail Dealers in the St. Paul's District in the Town of Manchester, whose Names are thereunto subscribed; praying their Lordships, "for an immediate Relaxation of "the Monopolies which prevent the Manufactures of the District in which they live from being freely exchanged for the Corn and other surplus Produce of other Lands; and for an instant and great Reduction of Taxes, especially of those which press most heavily on the industrious Classes; and that Commerce be not disturbed by again altering the Value of the Currency:"

"A Statement of the Amount of the Civil Charges of the Presidencies of Bengal, Madras and Bombay, from 1819-20 to 1826-27, and, per Estimate, for 1827-28, and 1828-29."

And then he withdrew.
