Upon reading the Petition of the Persons whose Names are thereunto subscribed, being Bankers, Merchants and Traders residing in Manchester, in the County of Lancaster; taking notice of a Bill depending in this House, intituled, "An Act for making a Railway from the Town of Leeds to the River Ouse, within the Parish of Selby, in the West Riding of the County of York," and praying their Lordships, "That the same may pass this House:"

It is Ordered, That the said Petition be referred to the Committee to whom the said Bill stands committed.

East India, &c. Trade, Petition from Lancaster for opening, referred to East India Comee.

Upon reading the Petition of The Mayor, Bailiffs and Commonalty of the Borough and Town of Lancaster, in the County Palatine of Lancaster, under their Common Seal; praying, "That their Lordships will, on the Expiration of The East India Company's Charter, provide for the Freedom of Commercial Intercourse, and the unrestricted Settlement of His Majesty's Subjects in India; and that they may no longer be excluded from trading with China, and from freely importing Tea, which has become a Necessary of Life, and also the other Productions of that Empire:"

Insolvent Debtors Acts, Petition of J. Mason for Amendment of.

Upon reading the Petition of Jesse Mason of Richmond, in the County of Surrey, Spinster; praying their Lordships "to alter and amend the Acts of Parliament of the 32nd Year of the Reign of King George the Second, 33d and 37th Years of King George the Third, respecting Insolvent Debtors, and the Weekly Sums to be paid to Prisoners in Execution for Debt, or one of them, so as that the Ends of Justice may not be defeated, as in the Case of the Petitioner in the said Petition set forth; or that their Lordships will be pleased to take such other Measures, in regard to the Law arising out of the said Acts of Parliament, as to their Lordships, in their great Wisdom, may seem meet:"

With a Bill, intituled, "An Act for erecting and maintaining a Bridge over Stonehouse Mill Pool, at or near Stonehouse Mills, in the County of Devon;" to which they desire the Concurrence of this House.

Ashbourne & Sudbury Roads Bill.

A Message was brought from the House of Commons, by Mr. Mundy and others;

With a Bill, intituled, "An Act for repairing, altering and improving the Roads from Ashbourne to Sudbury, and from Sudbury to Yoxall Bridge, and from Hatton Moor to Tutbury, and from Uttoxeter to or near the Village of Draycott-in-the-Clay, and from Hadley Plain, on the late Forest or Chase of Needwood, to Callingwood Plain, on the same late Forest or Chase;" to which they desire the Concurrence of this House.

Foston Bridge Road Bill.

Heigham Bridge Bill.

With a Bill, intituled, "An Act for building a Bridge over the River Wensum, in the Hamlet of Heigham and the Parish of Saint Clement, in the County of the City of Norwich;" to which they desire the Concurrence of this House.

Dovor Harbour.

The House being informed, "That Mr. Shipdem, from the Commissioners of Dovor Harbour, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of an Act of Parliament,

"An Account of the Receipt and Application of the Monies received by the Warden and Assistants of the Harbour of Dovor, in the County of Kent, from the 10th Day of October 1828 to the 10th Day of October 1829."

And then he withdrew.

Machinery for making Paper, Petitions from Journeymen Paper Makers of Kent & Surreyagainst Use of.

Upon reading the Petition of the Journeymen Paper Makers of the County of Kent, whose Names are thereunto subscribed; praying, "That their Lordships will be pleased to take their Condition into immediate Consideration, and apply effectual Remedies for their Relief, either by laying on an additional Impost upon every Description of Paper produced by Machinery, or by passing a Law to abolish the Use of it where it has the greatest Tendency to cause a Diminution of Manual Labour, or by rating the Capital of the Proprietors of Machinery to the Maintenance of the Poor in a Ratio with the Parochial Burthens it is known to produce, or by such other Means as in the Wisdom of their Lordships shall seem fit:"

It is Ordered, That the said Petition do lie on the Table.

A Petition of the Gentry, Clergy, Yeomanry and others of the County of Norfolk, was presented and read; praying, "That their Lordships will be pleased to repeal entirely the existing Duties upon Malt."

Slavery, Petition of Baptists of Farsley for Abolition of.

Upon reading the Petition of the Minister and Members of the Congregation of Protestant Dissenters of the Baptist Denomination at Farsley, Yorkshire, whose Names are thereunto subscribed; praying their Lordships "to take the Subject of Slavery into their serious Consideration at the earliest possible Period, with a view to the immediate and total Extinction of it in all Parts of His Majesty's Dominions, and to the Introduction of a much-injured Race to the Enjoyment of Constitutional Freedom:"

Greenwich Hospital, Petition of Trustees of Merchant Seamen, Newcastle upon Tyne, against Contribution to.

Upon reading the Petition of the Trustees, in the Name and on behalf of the Merchant Seamen of the Port of Newcastle upon Tyne and its Dependencies, whose Names are thereunto subscribed; praying their Lordships "to grant them Redress, by a Repeal of such Part of the Act of 1741 as subjects them to the Contribution of Sixpence per Month to Greenwich Hospital, and from which they receive no Benefit; and that their Lordships will be pleased to alter or amend their own (Merchant Seamen's). Act, so as that the same may be applied to their own Fund, from whence they will derive the full Advantage of their own Industry:"

Climbing Boys in sweeping Chimnies, Petition from Alton against Employment of.

Upon reading the Petition of the Inhabitants of the Parish of Alton, in the County of Stafford, whose Names are thereunto subscribed; praying their Lordships "to interpose their Authority to prevent the further Sacrifice of Human Life arising from the Employment of Climbing Boys in the unhealthy and dangerous Work of sweeping Chimnies, and that in order thereto the Employment of Climbing Boys may be prohibited by Law:"

Poor Laws, Petition from Tullamore for Extension of, to Ireland.

Upon reading the Petition of the Inhabitants of the Parish of Tullamore, King's County, Ireland, whose Names are thereunto subscribed; praying their Lordships "to extend to Ireland the Laws which provide for the Maintenance and Employment of the Poor, and particularly the Statute 43d Elizabeth; and that their Lordships will not suffer Ireland to remain the only Country in the civilized World without a legalized Provision for the destitute Poor:"

Warrington & Newton Railway Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act to enable the Company of Proprietors of the Warrington and Newton Railway to extend the Line of the said Railway; and for repealing, explaining, altering, amending and enlarging some of the Powers and Provisions of the Act relating thereto."

East India Comee, Witnesses to attend.

Ordered, That Sir Thomas Strange, George Harris Esquire, Robert Davidson Esquire, Enoch Durant Esquire, Colonel Briggs and Doctor Kelly, do attend this House on Monday next, to be sworn, in order to their being examined as Witnesses before the Select Committee appointed to enquire into the present State of the Affairs of The East India Company, and into the Trade between Great Britain, the East Indies and China.

Union of Foxford, Petition of Protestant Parishioners of, to compel Residence of the Vicar, rejected.

A Petition of the Protestant Parishioners of the Union of Foxford, in the County of Mayo, whose Names are thereunto subscribed, was presented and read; praying, "That their Lordships will pass a Law compelling either the Residence of the Vicar of the said Union, or mulcting him of such Part of his enormous Revenues as will provide for the Spiritual Wants of the Memorialists in a becoming Manner."

It was moved, "That the said Petition do lie on the Table."

The Question was put thereupon?

It was resolved in the Negative.

Ecclesiastical Law, (Ireland,) Petition of C.A. Walker for Alteration in.

Upon reading the Petition of Charles Arthur Walker of Belmont, in the County of Wexford and Diocese of Ferns, in Ireland; praying, "That their Lordships will make such Alterations or Enactments in the Ecclesiastical Law of Ireland as may prevent a Recurrence of those Grievances of which he submits he has just Reason to complain:"

Ecclesiastical Law, Petition of Rev. T. Smith for Revision of.

Upon reading the Petition of The Reverend Thomas Smith of the City of London, praying, "That their Lordships will cause an Enquiry to be made into the present State of the Church Establishment; and, in their Wisdom, pass a Bill that will prevent the Sale of Church Property under any Pretence whatever; and that no Clergyman shall ever hold more than one Living at the same Time; and that it may be lawful to build Churches without Consent of either Bishop, Patron or Incumbent, and have Licences for such Churches, upon the Production of proper Testimonials; and that all arbitrary Power shall be taken from Bishops; and that a Nobleman's Son shall never receive Holy Orders; and that illegitimate Persons, and Persons who are deformed or have Impediments, be prevented from Holy Orders; and that no Person shall receive Holy Orders before he is Thirty Years old, and is married:"

It is Ordered, That the said Petition do lie on the Table.

Union of Foxford, Petition of Inhabitants of, complaining of the Vicar, withdrawn.

A Petition of the Inhabitants of the Parishes of Toomore, Killaser, Bohola, Killeden and Templemore, composing the Union of Foxford, in the Barony of Gallen and County of Mayo, whose Names are thereunto subscribed, complaining of the Conduct of The Reverend John O'Roorke, Vicar of the said Union, being offered to be presented to the House, and not having any Prayer, the said Petition was (by Leave of the House) withdrawn.

Union of Foxford, Petition from Killaser to compel the Vicar to enter into Compositions for Tithes, not received.

A Petition of the Persons whose Names are thereunto subscribed, in behalf of themselves and other Inhabitants of the Parish of Killaser, One of the Five Parishes in the Union of Foxford, in the County of Mayo, of which The Reverend John O'Roorke is Vicar, was presented and read; praying, "That their Lordships will be pleased to pass a Law compelling either The Bishop of Killala to confirm the Agreement made between the said John O'Roorke and the Petitioners, that the said John O'Roorke should receive a fixed Sum of Three hundred and fourteen Pounds Thirteen Shillings and Four-pence in lieu of the whole Tithes payable out of the Parishes of the Union, or compelling the said John O'Roorke to adopt the Provisions of the Act of the 4th George the 4th, C. 99, in the usual Way; and not allow the Petitioners to be deprived of the Benefit of Composition by the Objections of The Bishop of Killala to confirm said Agreement, or by the Cupidity of the said Vicar refusing to adopt the Provisions of said Act."

It was moved, "That the said Petition do lie on the Table".

It was resolved in the Negative.

Beale's Estate Bill, S. Comber to attend Comee.

Ordered, That Sal Comber do attend To-morrow at Twelve o'Clock, in order to her being examined as a Witness before the Committee to whom the Bill, intituled, "An Act for the Re-settlement of certain Interests in the Trust Estate of William Browne deceased; and for other Purposes," stands committed.

Sunderland Harbour Bill, Consideration of Amendments put off for 3 Months.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act to amend and enlarge the Powers and Provisions of several Acts relating to the Improvement and Preservation of the River Wear, and the Port and Haven of Sunderland, in the County Palatine of Durham," was committed; That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made several Amendments thereto."

Foleshill Poor Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for better assessing and collecting the Poor and other Rates in the Parish of Foleshill, in the County of the City of Coventry," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

London Bridge Approaches Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act to make further Provision for defraying the Expences of making the Approaches to London Bridge, and the Removal of Fleet Market," was committed.

Weston Zoyland, &c. Inclosure Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and allotting Lands within the Parishes of Weston Zoyland and Middlezoy, in the County of Somerset," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Othery, &c. Drainage Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for draining, flooding and improving certain Low Lands and Grounds within the several Parishes of Othery, Middlezoy and Weston Zoyland, in the County of Somerset," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Whaddon Inclosure Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for inclosing and exonerating from Tithes Lands in the Parish of Whaddon, including the Hamlet of Nash, in the County of Buckingham," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Deddithorpe Inclosure Bill, The King's Consent signified:

The Earl of Shaftesbury acquainted the House, "That His Majesty having been informed of the Contents of the Bill, intituled, "An Act for dividing, allotting and inclosing, and for exonerating from Tithes, Lands within the Township or Hamlet of Deddithorpe otherwise Derrythorpe, in the Parish of Althorpe, in the Isle of Axholme, in the County of Lincoln," was pleased to consent (as far as His Majesty's Interest is concerned) that their Lordships may proceed therein as they shall think fit."

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for making and maintaining a Railway or Tramroad from the River Soar near the West Bridge in or near the Borough of Leicester to Swannington, in the County of Leicester, and Four Branches therefrom," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Hockliffe Road Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing and maintaining the Road between Hockliffe, in the County of Bedford, and Stony Stratford, in the County of Buckingham," was committed.

Rotherham Road Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for altering, improving, diverting and maintaining the Road from Rotherham to the Four Lane Ends near Wortley, in the West Riding of the County of York," was committed.

Blackburn Road Bill.

The Earl of Shaftesbury also made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing the Road from Blackburn to Walton Cop, within Walton in le Dale, in the County of Lancaster," was committed.
