Earl of Manchester was appointed by the House to be Speaker this Day.

Boothouse, E. of Bolingbrooke's Servant, Privilege.

Delinquents sent for.

Ordered, That Samuell Boothouse, a Servant of the Earl of Bollingbrooke, being arrested, contrary to the Privilege of Parliament, notwithstanding he shewed his Protection, shall be presently released; and Edward Worley and Ric'd Mash, Bailiffs of Windsor, shall be sent for as Delinquents, to answer their Contempt and Breach of the Privilege of Parliament, in arresting the said Sam. Boothouse.

Wine for the King's Use.

Ordered, That shall have a Pass, to go to the Lord General, to procure his Pass to carry some Wine to Oxford, for the King's own Table.

Ward and Billings, a Pass.

Ordered, That Rob't Warde and Henry Billings shall have a Pass, to go to Oxford, and from thence to go for Ireland.

Mathew, Agent to the Ambassador to Spain, a Protection.

Ordered, That David Mathew, Agent for Sir Arthur Hopton, His Majesty's Ambassador now resident in Spaine, shall have a Protection of this House, to keep his House and Goods from being plundered; and that he shall have a Pass, to go quietly into the Counties of Warwicke, Norff, and Suffolke, with his Wife and a Servant, about the Rents of the said Ambassador in those Counties, and to return safely to London.

Orders for Concurrence.

An Order to pay Forty-two Pounds Fifteen Shillings to Captain Ric'd Dowse, was read, and approved of. (Here enter it.)

Message from the H. C. with Orders for Concurrence.

A Message was brought from the House of Commons, by Sir Thomas Dacres, who brought up divers Orders, wherein they desire their Lordships Concurrence:

1. An Order for raising of a Regiment of Voluntiers, in the County of Hertford, which was read, and agreed.

The Answer returned was:

Answers.

That this House agrees with the House of Commons in the Order concerning the raising of the Regiment of Voluntiers in the County of Hertford; and will send an Answer, by Messengers of their own, concerning the Orders of Sequestration.

An Order of Sequestration of the Profits of the Rectory of the Parish of Watton, in the County of Hertford, from Wm. Ingoldsby, was read.

Conference to be had with the H. C. about the Orders for Sequestration, to preserve the Privileges of this House.

This House conceiving that these Orders of Sequestrations are an Invasion of the Privileges of this House in the Point of Judicature, Resolved, To have a Conference with the House of Commons, to desire that Things of this Nature may proceed in the same Manner as in ancient Time; and that the Informations and Witnesses may be brought up together, that so their Lordships may see the Grounds upon which they are to ground their Judgement: And this House Ordered, That a Day be appointed, to hear the Witnesses concerning those Sequestrations as are already brought up, and not passed.

Deputy Lieutenant of Kent.

Ordered, That John Boyse, of Trappam, Esquire, be recommended to be a Deputy Lieutenant for the County of Kente.

Capt. Player to attend, for not obeying the Order of this House, in restoring Mr. Cary's Horses.

The House being informed, "That Captain Player hath not restored the Horses of Mr. Cary, according to the Order of this House, and that he was served with the Order of this House before he received the Order of [ (fn. 1) the Committee of] Examinations of the House of Commons; and that he procured an Order of the House of Commons for restoring of the Horses, after the Order of this House was made for the restoring the Horses:" It is Ordered, That the said Captain Player shall have Notice to attend this House To morrow Morning, at which the Witnesses to prove these Particulars are to attend, and then this House will make further Examination of this Business.

Committee of Safety, to dispatch the Persons from Sir William Waller.

Ordered, That the Earl of Manchester is appointed to desire the Committee for the Safety, from this House, to give the Persons that came from Sir Wm. Waller about Business a present and speedy Dispatch.

Order for 42 l. 15s. to Mr. Dowse.

"It is this Day Ordered, by the Lords and Commons assembled in Parliament, That Captain Richard Dowse shall have Forty-two Pounds and Fifteen Shillings paid unto him, by Mr. Wheeler, a Member of the House of Commons, out of such Monies as are in his Custody, being the Arrears due unto him for his Personal Entertainment in the late Northern Expedition, as appears by Sir William Uvedall's Certificate; and that an Acquittance under the Hand of the said Captain, or his Assigns, together with a Copy of this Order, shall be a sufficient Discharge to the said Mr. Wheeler for so much Money as he shall pay by virtue of this Order."

Order for 41 l. 5s. to Capt. Hippesley.

"It is this Day Ordered, by the Lords and Commons in Parliament assembled, That Captain Edmond Hippisly shall have Forty-one Pounds and Five Shillings paid unto him, by Mr. Wheeler, a Member of the House of Commons, out of such Monies as are in his Custody, being the Arrears due unto him for his Personal Entertainment in the late Northern Expedition, as appears by Sir William Uvedall's Certificate; and that an Acquittance under the Hand of the said Captain, or his Assigns, together with a Copy of this Order, shall be a sufficient Discharge to the said Mr. Wheeler for so much as he shall pay by virtue of this Order."

Order for raising a Regiment of Voluntiers, in the County of Hertford.

"Whereas a Regiment of Voluntiers, raised in the County of Hertford, for the Association of the said County with other adjacent Shires, is now ready to march out of the Limits of their Association, for the Public Service of the King and Parliament, and to such Places as shall be appointed them, either by the Lord Grey of Warke Serjeant Major General of that Association, or by his Excellency the Earl of Essex: For the better Provision and Pay of the said Regiment, it is this Day Ordered, by the Lords and Commons in Parliament, That the Deputy Lieutenants of the said County, or any Two of them, shall, by their Warrant to the Treasurers of the said County, cause to be delivered to Sir John Wittewrong Knight, Colonel of the said Regiment, out of the Monies and Plate subscribed, or to be subscribed, in that County, for the Propositions, either already collected or to be collected, such Sums of Money, upon Accompt to be made by the said Sir John Wittewronge, as shall be due and payable to the said Regiment, or any Part of them, during the Time that the said Regiment, or any Part of them, shall be employed in the Public Service, for Defence of the Kingdom, out of the Limits of their Association."
