L. Coventry's Person and Estate to be protected.

The Earl of Northumb. signified to this House, "That the Lord Coventry hath paid One Thousand Pounds in Money, and Four Hundred Pounds in Plate; and that he will pay the Residue of the Two Thousand Pounds, which is Six Hundred Pounds, within Two or Three Days; and he desires the Benefit of their Lordships Order, for the Protection of him and his Estate;" which this House Ordered (fn. 1) according to the former Order, which is now to be in Force.

Message from H. C. for the Lords to concur in the following Order.

A Message was brought from the House of Commons, by Sir Christopher Yelverton, Knight and Baronet:

To desire their Lordships Concurrence in an Order, which was read, as followeth:

Committee for the Militia to put the City of London into a Posture of Defence, and fortify the same.

"Whereas divers Rebels, Traitors, and other illaffected People, in Pursuit of a wicked Design, to alter Religion, and subvert the Laws and Liberty of the Kingdom, are marching against the Parliament, and for Destruction of the same, and of the City of London, having plundered, spoiled, and destroyed divers of His Majesty's good Subjects in their Passage, to the great Terror of the People, and Danger of the Parliament, City, and of the whole Kingdom: For Prevention whereof, it is Ordered, by the Lords and Commons in Parliament, That the Committee for the Militia of the City of London be authorized and required to take a speedy Course, to put the City in a Posture of Defence, to resist and oppose all such Forces; to fortify all the Passages into the same, Suburbs and Places adjoining, whether the same be within or without the said City and Liberty, likewise all the Streets, of the same; and that they have Power, and be hereby authorized, to levy the Trained Bands and other Forces of the City, as well Horse as Foot, and to place the same under sit Captains, and other Officers, for Defence of the Parliament, City, Suburbs, and other His Majesty's Subjects; and to lead and conduct the said Forces as well in the Places without the said City and Liberty as within, and to give Battle and fight with the said Rebels and Traitors, their Adherents, and all other that shall approach with any Force towards or against the City, or raise any Insurrection within the same; and them to invade, resist, repress, subdue, pursue, kill, and slay, and put to Execution of Death, and by all Means to destroy, as Enemies of the Kingdom; and to perform all Things else, needful for the Preservation of the Parliament and City, either by Water or Land; observing from Time to Time such other Directions or Commands as they shall receive from both Houses of Parliament, the Committee for the Safety of the Kingdom, or the Earl of Warwick, Lord General; and for their so doing, this shall be a sufficient Warrant.

"The said Lords and Commons do further Ordain and Declare, That the said Committee for the Militia, and every of them, and all the Commanders and Officers employed in this Service, and all others His Majesty's Officers and Subjects whatsoever, in the Execution of the Premises, shall be saved harmless, and defended, by the Power and Authority of both Houses of Parliament."

Ordered, That this House agrees with the House of Commons in this Ordinance.

A Message was brought from the House of Commons, by Sir Rob't Pye, Knight:

To desire their Lordships Concurrence in these Orders following; videlicet,

1. A Declaration to dispense with divers Persons that shall not observe the next Fast in London, &c. (Here enter it.)

2. An Order concerning Allowance to be given to the Maintenance of the King's youngest Children, &c. (Here enter it.)

The Answer returned as abovesaid.

L. Visc. Say & Seal desires Payment of Money he engaged himself for, for the King's Children.

The Lord Viscount Say & Seale acquainted this House, "That when, he being One of the Commissioners of the Treasury, he disbursed and engaged himself for Seven Hundred Eighty and odd Pounds, for the Occasions and supplying of the Wants of the King's Children; therefore desired that the same may be taken into Consideration, and some Course thought of how the same may be re-paid, either out of the Mint, or some other Way."

Therefore this House thought it fit to send a Message to the House of Commons, to desire them, that whereas they have taken Care to provide Allowance, out of the Mint, for the Maintenance of the King's Children; and the Lord Viscount Say & Seale, the last Month that he was One of the Commissioners of the Treasury, engaged himself for Seven Hundred Eighty and odd Pounds, for the Supply of the great Wants of the King's Children, that the House of Commons would consider of some Course, either out of the Mint, or some other Way, how the Lord Viscount Say & Seale may be disengaged.

Message to the H. C. about it.

To this Purpose, a Message was sent to the House of Commons, by Sir Rob't Rich and Mr. Page.

Order for an Allowance for Support of the King's younger Children.

"Whereas it is lately Ordered, by the Lords and Commons in Parliament, That all His Majesty's Revenues shall be brought into the several Courts and Places into which (fn. 2) they used formerly to be paid, and not issued or paid out thence but by Order of both Houses of Parliament: The said Lords and Commons, taking into Consideration the present Wants of Money for the Houshold Expences of His Majesty's Two youngest Children, videlicet, the Duke of Glocuester and Princess Elizabeth, now residing at St. James, have thought fit, and do hereby Ordain, That Cornelius Holland, Esquire, late Pay-master for the Houshold of the Prince his Highness, and the rest of His Majesty's Royal Children, shall from henceforth receive and issue forth all such Money as shall from Time to Time be appointed or assigned, for and towards the Expences of the said Children and their Household; and shall thereof give Accompt, in such Manner and Form as he shall from Time to Time be required by the said Lords and Commons: And for and towards the present and future Monthly Supply of His Majesty's said Children's Houshold Expences, it is further hereby Ordained, That Sir Ralph Freeman, or such other the Officer or Officers of His Majesty's Mint, in whose Custody and Charge those Monies growing due unto His Majesty for Coinage are and shall be remaining, shall forthwith pay unto the aforesaid Cornelius Holland the Sum of Eight Hundred Pounds for this present Month of October, and so for each ensuing Month the like Sum of Eight Hundred Pounds, until they shall receive Order to the contrary from the said Lords and Commons: And this, together with the Acquittance or Acquittances under the Hand of the said Cornelius Holland, shall be Warrant, as well unto the said Sir Ralph Freeman and other the said Officers of His Majesty's Mint whom it may concern, for Payment of the said Eight Hundred Pounds Monthly, as also unto the said Cornelius Holland for issuing the same forth for the Occasions aforesaid."

Declaration, in Answer to One of the King's against the Parliament.

Next, a large Declaration was read, being an Answer to a former Declaration of the King, which lays a Scandal upon the Parliament.

Ordered, That this House approves of this Declaration; and that the same be forthwith printed and published.

To dispense with divers Persons that shall not observe the next Fast.

"Notwithstanding the present Calamities do as much (if not more) call for the Duty of Humiliation, by Fasting and Prayer, than at the Time when the said Duty was first appointed; yet, considering the imminent Danger now threatening the Parliament, City, and Parts adjacent, by the present War, which requires a speedy and more than ordinary Vigilancy and Pains in providing for a timely Defence; and knowing that God requires Mercy rather than Sacrifice: The Lords and Commons have thought fit to Declare, That they do not expect that such Persons, within the Cities of London and Westm. and Parts adjacent, who are able in Body, and now are, or shall be, thought fit to be employed in the Service aforesaid, should apply themselves to that Duty of Fasting and Prayer for that Day: Howbeit, the said Lords and Commons do not intend that, under Pretence of this their Declaration, that any Person should neglect the Duties of that Day, but such as are, or shall be, employed in the Public Service of Defence."
