Foregn Noblity Precedency questioned.

Whereas divers Englishmen have obtained Degrees of Honour, as of Earls, Viscounts, and Barons, within the Kingdoms of Scotland and Ireland, and thereby do pre tend to have Place and Precedency, in all Commissions and Meetings, above the Nobility of this Kingdom; the House was moved this Day, To consider how this Wrong may be redressed; either by an Act of Parliament to be passed by both Houses, or by an humble Petition of their Lordships unto His Majesty, or by a joint Protestation of this House against it:

Whereupon the House was put into a Committee, for the freer Debate hereof; and, being resumed, these Lords undernamed were appointed to meet presently, and set down in Writing what shall be propounded to the House herein videlicet,

The Committee returned, and delivered in this Proposition: videlicet,

"Touching Precedency.

"WE conceive that no Foreign Nobility hath any Right of Precedency within the Realm of England, before any Peer of this Kingdom.

"Yet notwithstanding, of Courtesy, a Precedency hath been allowed to Noblemen of Foreign Kingdoms, according to then Ranks, which it is no ways our Intentions to alter :

"But, in regard that of late many Englishmen, both by Birth, Estate, and Abode, and the more considerable because of their great Number, have had several Honours, in the Kingdoms of Scotland and Ireland, conceived to be very differvicable to His Majesty, and prejudicial to the Peers, that which the Committee do in Humility offer unto the House is, To consider what Way and Course is the fittest to be taken, for addressing ourselves to His Majesty, for the remedying and redressing of that Inconvenience".

This being read, it was put to the Question, and generally Assented unto by all their Lordships, nemine dissentiente.
