Santa Margaretta Head Bill.

A Message was brought from the House of Commons, by Mr. Grenville and others:

With a Bill, intituled, "An Act for authorizing the Treasurer of the Navy, to pay to the Officers and Men, belonging to His Majesty's Ships Santa Margaretta, the like Bounty for taking the French Frigate, called L'Amazone, as is allowed to the Officers and Men on Board any of His Majesty's Ships of War, taking or destroying Ships of War belonging to the Enemy;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Barlow's Bill.

A Message was brought from the House of Commons, by Mr. Sinclair and others:

To return the Bill, intituled, "An Act for investing the Estates late of Thomas Barlow Esquire, deceased, in the County of Lancaster in Trustees, to be sold to raise Money, to be applied under the Direction of the Court of Chancery, in Payment of the Debts, Annuities, Incumbrances, and Legacies charged upon and affecting the same Estates; and for other Purposes therein mentioned;" and to acquaint this House, That they have agreed to the same, without any Amendment.

East India Regulation Bill:

The Order of the Day being read, for the Second Reading of the Bill, intituled, "An Act for the better Regulation, and Management of the Affairs of the East-India Company, and of the British Possessions in India, and for establishing a Court of Judicature, for the more speedy and effectual Trial of Persons, accused of Offences committed in the East Indies;" and for the Lords to be summoned:

The said Bill was accordingly read a Second Time.

Moved, " To commit the Bill."

The same was agreed to, and ordered accordingly.

Moved, "That the House do resolve itself into a Committee upon the said Bill, on Wednesday next."

Portsmouth and Plymouth Docks Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act for vesting certain Lands, Tenements, and Hereditaments, in Trustees, for better securing His Majesty's Docks, Ships, and Stores at Portsmouth and Plymouth; and also for re-vesting certain Messuages, Lands, Tenements, and Hereditaments in the Counties of Southampton, Cornwall, and Devon, in the former Proprietors thereof; and for other Purposes therein mentioned."

The Question was put, " Whether this Bill shall pass?"

It was resolved in the Affirmative.

Tugby Enclosure Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act for dividing, allotting, and enclosing the Open Fields, Meadows, Pastures, Commons, and Commonable Places in Tugby, in the County of Leicester."

The Question was put, " Whether this Bill shall pass?"

It was resolved in the Affirmative.

Frampton Enclosure Bill.

The Lord Bishop of Bangor reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing the several Open Fields, Parcels of Common Fen, and other Commonable Lands and Waste Grounds within the Parish of Frampton, in the Parts of Holland, in the County of Lincoln, and also certain Plots of Land, called the Reaches, Marsh, and Holmes's, in and near to the said Parish of Frampton," was committed: " That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents, to the Satisfaction of the Committee, and that the Committee had gone through the Bill, and made some Amendments thereto."

Ordered, That the said Bill be committed to the Consideration of the Lords following:

Their Lordships, or any Five them, to meet Tomorrow, at Ten o'Clock in the Forenoon, in the Prince's Lodgings, near the House of Peers; and to adjourn as they please.

Bricks and Tiles Duty Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for granting to His Majesty certain Rates and Duties upon Bricks and Tiles made in Great Britain, and for laying additional Duties on Bricks and Tiles imported into the same."

The Lord Walsingham reported from the Lords Committees for Privileges, to whom it was referred to consider of the Petition of Sir John Griffin Griffin Baronet, to His Majesty, relating to the Barony of Howard of Walden, together with His Majesty's Reference thereof to this House, "That the Committee had met and considered the Matter to them referred, and had heard Counsel, and examined Witnesses upon Oath, and inspected Records produced before them, as well on Behalf of the Petitioner, as on Behalf of the Crown, and had come to the following Resolution; (videlicet)

"Resolved, That it appears to this Committee, That the Barony of Howard of Walden is in Abeyance; and that the Petitioner is one of the Co-heirs of James the last Lord Howard of Walden."

Which Report was read by the Clerk;

And the said Resolution, being read a Second Time, was agreed to by the House.

Resolution thereupon.

Accordingly, Resolved by the Lords Spiritual and Temporal, in Parliament assembled, That the Barony of Howard of Walden is in Abeyance; and that the Petitioner is one of the Co-heirs of James the last Lord Howard of Walden.

Lockton Enclosure Bill.

A Message was brought from the House of Commons, by Mr. Gilbert and others;

With a Bill, intituled, "An Act for dividing, enclosing and improving the Common Arable Fields, Common Pastures, and Commons or Waste Grounds within the Township of Lockton, in the Parish of Middleton, in the North Riding of the County of York;" to which they desire the Concurrence of this House.

Forth and Clyde Navigation Bill.

A Message was brought from the House of Commons, by Mr. Gilbert and others:

With a Bill, intituled, "An Act for extending, amending, and altering the Powers of an Act, made in the Eighth Year of the Reign of His present Majesty, intituled, "An Act for making and maintaining a navigable Cut or Canal from the Firth or River of Forth, at or near the Mouth of the River of Carron, in the County of Stirling, to the Firth or River of Clyde, at or near a Place called Dalmuir Burnfoot, in the County of Dumbarton; and also a collateral Cut from the same to the City of Glasgow; and for making a navigable Cut or Canal of Communication from the Port and Harbour of Borrowstounness to join the said Canal, at or near the Place where it will fall into the Firth of Forth;" to which they desire the Concurreuce of this House.

The said Three Bills were, severally, read the First Time.

D. Chandos takes the Oaths.

This Day James Duke of Chandos took the Oaths, and made and subscribed the Declaration, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes; his Lordship having first at the Table delivered in a Certificate of his receiving the Sacrament, to the Truth whereof Witnesses were sworn and examined.

African Company, Accounts delivered.

The House being informed, "That Sir Henry Parker, from the Admiralty, attended;"

He was called in, and delivered at the Bar, pursuant to the Direction of an Act of the Twenty-third Year of His late Majesty,

"Copies of Reports made by Captain Edward Thompson, of His Majesty's Ship the Grampus, to the Commissioners for executing the Office of Lord High Admiral of Great Britain, of the States and Conditions of the Forts and Settlements on the Coast of Africa, in Possession of the Company of Merchants trading thither;" together with a Schedule thereof, which was read by the Clerk as follows; (videlicet)

The said Bill was read the First Time.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, " An Act for granting to His Majesty an additional Duty upon Licences for retailing Beer, Ale, and other exciseable Liquors."

Frampton Enclosure Bill.

The House proceeded to take into Consideration the Amendments made by the Commons to the Bill, intituled, " An Act for dividing and enclosing the several Open Fields, Parcels of Common, Fen, and other Commonable Lands and Waste Grounds, within the Parish of Frampton, in the Parts of Holland, in the County of Lincoln; and also certain Plots of Land, called the Reaches, Marsh, and Holmes's, in and near to the said Parish of Frampton."

And the same, being read three Times by the Clerk, were agreed to by the House.

And a Message was sent to the House of Commons, by the former Messengers, to acquaint them therewith.

Forth and Clyde Navigation Bill.

Ordered, That the Committee, to whom the Bill, intituled, " An Act for extending, amending, and altering the Powers of an Act, made in the Eighth Year of the Reign of His present Majesty, intituled, " An Act for making and maintaining a navigable Cut or Canal from the Firth or River of Forth, at or near the Mouth of the River of Carron, in the County of Stirling, to the Firth or River of Clyde, at or near a Place called Dalmuir Burnfoot, in the County of Dunbarton; and also a collateral Cut from the same to the City of Glasgow; and for making a navigable Cut or Canal of Communication from the Port and Harbour of Borrowstounness to join the said Canal at or near the Place where it will fall into the Firth of Forth;" stands committed, be revived, and meet Tomorrow.

Horse Duty Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for granting to His Majesty certain Duties on Horses kept for the Purpose of riding, and on Horses used in drawing certain Carriages, in respect whereof any Duty of Excise is made payable."
