The Answer of Messieurs Cunningham, Dougal and Company, Merchants in Glasgow, to the Appeal of William Marshal of Glasgow, Merchant, was this Day brought in.

Dun against McClure:

After hearing Counsel this Day upon the Petition and Appeal of George Dun Farmer in Carnderry; complaining of Seven Interlocutors of the Lord Ordinary in Scotland, of the 23d of January and 3d of February 1776, the 21st of July 1778, the 22d of January, 23d of June, and 2d and 16th of July 1779; and also of Five Interlocutors of the Lords of Session there, of the 14th of November 1777, the 3d, 18th and 28th of February 1778, and 26th of November 1779; and praying, "That the same might be reversed, varied or altered, or that the Appellant might have such other Relief in the Premises, as to this House, in their Lordships great Wisdom should seem meet;" as also upon the Answer of Hugh McClure of Brownhill put in to the said Appeal; and due Consideration had of what was offered on either Side in this Cause:

Interlocutors affirmed with Costs.

It is Ordered and Adjudged by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition and Appeal be, and is hereby dismissed this House; and that the said several Interlocutors therein complained of be, and the same are hereby Affirmed: And it is further Ordered, That the Appellant do pay, or cause to be paid to the said Respondent, the Sum of One hundred Pounds for his Costs, in respect of the said Appeal.

American Trade Bill.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act to allow the Exportation of Provisions, Goods, Wares and Merchandize from Great Britain, and all other Parts of His Majesty's Dominions, to such Towns, Ports or Places in North America, which are or may be under the Protection of His Majesty's Government, Fleet or Armies, and from such Towns, Ports or Places to Great Britain, or any other Parts of His Majesty's Dominions, in the same Manner as before the passing of an Act, made in the Sixteenth Year of His present Majesty's Reign, intituled, "An Act to prohibit all Trade and Intercourse with the Colonies of New Hampshire, Massachusets Bay, Rhode Island, Connecticut, New York, New Jersey, Pensylvania, the Three lower Counties on Delaware, Maryland, Virginia, North Carolina, South Carolina and Georgia, during the Continuance of the present Rebellion within the said Colonies respectively; for repealing an Act, made in the Fourteenth Year of the Reign of His present Majesty, to discontinue the landing and discharging, lading or shipping of Goods, Wares and Merchandize at the Town and within the Harbour of Boston, in the Province of Massachusets Bay; and also Two Acts made in the last Session of Parliament, for restraining the Trade and Commerce of the Colonies in the said Acts respectively mentioned; and to enable any Person or Persons appointed and authorized by His Majesty, to grant Pardons, to issue Proclamations in the Cases, and for the Purposes therein mentioned;"

Ordered, That the House be put into a Committee upon the said Bill on Monday next.

Kirkcudbright Statute Labour Bill.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for converting into Money the Statute Labour in the Stewartry of Kirkcudbright, for the Purpose of repairing the Highways, Bridges and Ferries, within the said Stewartry," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Northill and Sandy Enclosure Bill.

The Lord Scarsdale also reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing several Open and Common Fields, Meadows, Commonable Lands and Commons, in the Parishes of Northill and Sandy, in the County of Bedford," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Abp. Canterbury Leave for a Bill:

After reading and considering the Report of the Judges, to whom was referred the Petition of Frederick Archbishop of Canterbury, praying Leave to bring in a private Bill for the Purposes therein mentioned:

Gee's Petition for a Name Bill.

Upon reading the Petition of Richard Gee the Younger, Esquire, praying "That Leave may be given to bring in a Bill to enable the Petitioner and his Issue Male to take and use the Surname and bear the Arms of Carew, pursuant to the Will of Sir Nicholas Hackett Carew:"

It is Ordered, That Leave be given to bring in a Bill, according to the Prayer of the said Petition.

Accordingly, the Lord Scarsdale presented to the House a Bill, intituled, "An Act to enable Richard Gee the Younger, Esquire, and his Issue Male, to take and use the Surname, and bear the Arms of Carew, pursuant to the Will of Sir Nicholas Hackett Carew Baronet, deceased."

The said Bill was read the First Time.

Militia Bill:

Ordered, That the Committee of the whole House, to whom was referred the Consideration of the Bill, intituled, "An Act to explain an Act of the last Session of Parliament, intituled " An Act for augmenting the Militia," be revived; and that the House be put into a Committee upon the said Bill on Tuesday next.

Humberston's Petition referred to Judges.

Upon reading the Petition of Thomas Frederick Mackenzie Humberston Esquire; setting forth, "That the Petitioner having agreed with the Right Honourable Kenneth Earl of Seaforth, for the Purchase of his Lordship's Estate, finds it necessary, to enable him to pay the Price, to fell his own Estate of Humberston, in the County of Lincoln; but as the same is by the Will of his Uncle Thomas Humberston devised in strict Settlement, this cannot be accomplished without the Aid of Parliament; that the Petitioner having had his Petition settled by Counsel, it was transmitted by Express for the Subscription of the Petitioner and his Brother, and having returned by Express, it was intended to present the same to their Lordships on Thursday the 23d of March last, but their Lordships having adjourned over that Day, the Petitioner was advised to lodge his Petition at the Parliament Office, which he did on the Forenoon of Thursday the 23d of March; that one Reason of the Delay in preparing the Petition was the Arrival of the Petitioner's Mother, Mrs. Mackenzie, from Tholouse in France, where she was resident, and who had come over to give her Consent to the Bill; that if the Bill prayed for by the Petition is not allowed to be brought in, in the present Session, great Detriment and Inconveniencies will arise to the Petitioner, whose Stay in Britain is uncertain, from his Military Command, and who is bound to pay the Price of the Seaforth Estate on the 11th Day of November next;" and therefore praying their Lordships, "To receive his said Petition, to refer the same to Two Judges to report thereon, and to receive the Report when the same shall be brought in, in the present Session:"

It is Ordered, That the Petitioner be at Liberty to present his said Petition for a Private Bill as desired, and that this House will receive the Report from the Judges on the said Petition, when the same shall be brought in.

Accordingly, Upon reading the Petition of Thomas Frederick Mackenzie Humberston, of Humberston, in the County of Lincoln, Esquire, and Francis Mackenzie, of the fame Place, Esquire; praying Leave to bring in a Bill for the Purposes in the said Petition mentioned:

It is Ordered, That the Consideration of the said Petition be, and is hereby referred to the Lord Chief Baron of the Court of Exchequer, and Mr. Baron Hotham, who are forthwith to summon all Parties concerned in the Bill; and after hearing them, are to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties who may be concerned in the Consequences of the Bill, have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

Ancaster's Petition to receive Judges Report.

Upon reading the Petition of the Most Noble Mary Duchess Dowager of Ancaster and Kesteven, Executrix of the Most Noble Robert late Duke of Ancaster and Kesteven deceased ; and also of the Most Noble Brownlow Duke of Ancaster and Kesteven, and John Spranger Esquire, Executors of the said Robert late Duke of Ancaster and Kesteven; setting forth, "That the Petitioners preferred their Petition to their Lordships, for Leave to bring in a Private Bill, and the same was referred to Two Judges to consider and report; that the Judges did proceed on the Bill, but by reason of One of the Witnesses, who was to prove some of the Allegations stated therein, not being able to attend to be sworn at their Lordships Bar, on account of the great Distance of his Residence in the Country, before the Adjournment for the Easter Recess, and of another Witness of whom no certain Intelligence could possibly be had before the Time aforesaid, the said Judges have not been able to perfect their Report within the Time limited by their Lordships Order; that the said Report only waits for the Testification of the said Witnesses to be perfected, and in regard, the said Witnesses are now present to be sworn;" the Petitioners therefore, humbly pray their Lordships, for the above Reasons, "That the Time for receiving the Report from the said Judges upon the said Petition, may be enlarged to such Time as to their Lordships shall seem meet, and that Leave may be given for bringing in the said Bill, notwithstanding the Time limited is expired:"

It is Ordered, That this House will receive the said Report from the Judges on the said Petition, when the same shall be brought in.

Salthouse Enclosure, &c.Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for extinguishing all Rights of Sheepwalk, Common and Shackage, in and over the Common Fields and Half Year Lands, lying within the Parishes of Salthouse and Kelling, in the County of Norfolk; and for dividing and allotting certain Warrens, Heaths, Commons, Waste Lands and Commonable Grounds, within the said Parishes ; and for other Purposes therein mentioned."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H. C. that the Lords have agreed to it.

A Message was ordered to be sent to the House of Commons, by Mr. Anguish and Mr. Pepys:

To acquaint them, That the Lords have agreed to the said Bill, without any Amendment.

Ringwood Gate, &c. Road Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act to enlarge the Term and Powers of Two Acts, one made in the Thirty-second Year of the Reign of His late Majesty, for repairing and widening several Roads therein mentioned, in the Counties of Southampton and Dorset, and the other made in the Second Year of the Reign of His present Majesty, to amend the said former Act, and for amending and widening the Road between Ringwood Gate, in the County of of Southampton, to Woolsbridge, and from thence to the Great Western Road, between a Place called Thickthorn and Cashmore Inn, so far as the said Two Acts relate to the Fifth Division of Road directed to be repaired and widened by the said last-mentioned Act."

Ordered, That the said Bill be committed to the Consideration of the Lords Committees aforenamed:

Their Lordships, or any Five of them, to meet on Monday next, at the usual Time and Place; and to adjourn as they please.

Navy Manning Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act to amend an Act made in the last Session of Parliament, intituled, "An Act for the Encouragement of Seamen, and the more speedy and effectual manning His Majesty's Navy;" and for making further Provisions for those Purposes."

Corn Exportation Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for allowing a Bounty on the Exportation of British Corn and Grain, in Ships, the Property of Persons of any Kingdom or State in Amity with His Majesty."

Stewart against Gardner et al.

Upon reading the Petition of Margaret Stewart and her Husband, Appellants in a Cause depending in this House, to which Ann Gardner and others, are Respondents; setting forth, " That this Appeal was only presented to their Lordships the 8th of February last; that since presenting the same, there has been a Treaty between the Parties for an Accommodation; that though the same has not, as far as the Petitioners Agent is informed, taken place, it has occasioned their Preparation for the Hearing not being so forward; that the Extracts of the Proceedings and Exhibits are not arrived from Scotland, so that the Petitioners will be unable to get their Case prepared and delivered to their Lordships, within the Time required by their Order;" and therefore praying their Lord ships, "To put off the Hearing of this Cause to Monday the 24th of this Instant April, or to such other Day in the present Session, as to their Lordships shall seem proper, the Agent for the said Respondents having signed the said Petition, as consenting thereto:"

With a Bill, intituled, "An Act for enlarging the Term and Powers of an Act made in the Tenth Year of the Reign of His present Majesty, intituled, "An Act for repairing and widening several Roads leading from the Town of Louth, in the County of Lincoln;" to which they desire the Concurrence of this House.

Smith's Charity Bill,

A Message was brought from the House of Commons, by Mr.Vyner, and others:

To return the Bill, intituled, "An Act for vesting absolutely One Third Part of Three Crofts of Land, and the Erections and Buildings thereon, with the Appurtenances in the Parish of Layton otherwise Low Layton, in the County of Essex (devised by the Will of John Smith deceased, for the Benefit of the Poor of the Parishes of Saint Swithin and Saint Peter, in Eastgate, in the City of Lincoln) in Trustees to be sold to Samuel Bosanquet Esquire, and for laying out the Money thereby arising in the Purchase of other Estates, to be settled and assured for the Benefit of the Poor aforesaid, pursuant to the Directions of the said Will," and to acquaint this House, That they have agreed to the same, without any Amendment.

Pearl Ashes, &c. Bill.

A Message was brought from the House of Commons, by Mr. Popham and others:

With a Bill, intituled, " An Act for repealing the Duties payable upon Pot and Pearl Ashes, Wood and Weed Ashes, imported into Great Britain, and for granting other Duties in lieu thereof, for a limited Time;" to which they desire the Concurrence of this House.

Melton Mowbray Road Bill,

A Message was brought from the House of Commons, by Mr. Hungerford and others:

With a Bill, intituled, " An Act for making and maintaining a Road from Sage Cross in the Town of Melton Mowbray in the County of Leicester, to the Town of Grantham, in the County of Lincoln;" to which they desire the Concurrence of this House.

Ordered, That the Lords be summoned to attend the Service of the House on Friday next.

Lord Onslow's Estate Bill.

The Lord King reported from the Lords Committees, to whom the Bill, intituled, "An Act to enable John Ord Esquire and John Tyton Esquire, Trustees, named in the Settlement made previous to the Marriage of the Honourable Thomas Onslow with Arabella his now Wife, to sell the Rents, Services, Duties, Reliefs, Herriots, and other Dues and Payments payable or to be performed or rendered by the Tenants of the several Manors or Lordships comprized in the said Settlement, and to enfranchise the Copyhold Tenements held of such Manors or Lordships; and for laying out the Money which shall arise by such Sale and Entranchisement, in the Purchase of other Lands, to be settled to the Uses to which the said Manors or Lordships do now stand settled," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That the said Bill be engrossed.

The Lord King also reported from the Lords Committees to whom the Bill, intituled, "An Act to enlarge the Term and Powers of Two Acts, One made in the Thirty-second Year of the Reign of His late Majesty, for repairing and widening several Roads therein mentioned in the Counties of Southampton and Dorset, and the other made in the Second Year of the Reign of His present Majesty, to amend the said former Act; and for amending and widening the Road between Ringwood Gate, in the County of Southampton, to Woolsbridge, and from thence to the Great Western Road between a Place called Thickthorn and Cashmore Inn, so far as the said Two Acts relate to the Fifth Division of the Road directed to be repaired and widened by the said last-mentioned Act," was committed: "That they had considered the said Bill, and examined the Allegations thereof which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Findern Enclosure Bill.

The Lord King also reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing, allotting, and enclosing the Commons, Open Fields, and Common Pastures, in the Liberty of Findern in the Parish of Mickleover, and County of Derby," was committed: "That they had considered the said Bill, and examined the Allegations thereof which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made some Amendments thereto."

American Trade Bill,

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act to allow the Exportation of Provisions, Goods, Wares, and Merchandize from Great Britain, and all other Parts of His Majesty's Dominions, to such Towns, Ports, or Places in North America, which are or may be under the Protection of His Majesty's Government, Fleet or Armies, and from such Towns, Ports, or Places to Great Britain or any other Parts of His Majesty's Dominions, in the same Manner as before the passing of an Act, made in the Sixteenth Year of His present Majesty's Reign, intituled, "An Act to prohibit all Trade and Intercourse with the Colonies of New Hampshire, Massachusets Bay, Rhode Island, Connecticut, New York, New Jersey, Pensylvania, the Three Lower Counties on Delaware, Maryland, Virginia, North Carolina, South Carolina, and Georgia, during the Continuance of the present Rebellion within the said Colonies respectively; for repealing an Act made in the Fourteenth Year of the Reign of His present Majesty, to discontinue the landing and discharging, lading or shipping of Goods, Wares, and Merchandize, at the Town and within the Harbour of Boston in the Province of Massachuset's Bay; and also Two Acts made in the last Session of Parliament, for restraining the Trade and Commerce of the Colonies in the said Acts respectively mentioned; and to enable any Person or Persons appointed and authorized by His Majesty, to grant Pardons, to issue Proclamations, in the Cases, and for the Purposes therein mentioned;"

Abp. Canterbury's Estate Bill, King's Consent signified.

The Lord Chancellor acquainted the House, " That His Majesty having been informed of the Contents of the Bill, intituled, "An Act for vesting in Trustees the Capital Messuage with the Appurtenances at Croydon in the County of Surrey, known by the Name of The Palace of the Archbishop of Canterbury, and Two Closes near thereto adjoining, in Trust, to sell the same; and for disposing of and applying the Money to arise thereby and received on Account of the Dilapidations thereof, and other Money, in the Manner and for the Purposes therein mentioned," was pleased to consent (as far as His Majesty's Interest is concerned) That their Lordships may proceed therein, as they shall think fit."

Corn Exportation Bill.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act for allowing a Bounty on the Exportation of British Corn and Grain in Ships the Property of Persons of any Kingdom or State in Amity with His Majesty."
