Marriages Bill.

A Message was brought from the House of Commons, by the Lord Beauchamp, and others:

With a Bill, intituled, "An Act to render valid certain Marriages solemnized in certain Churches and Public Chapels, in which Banns had not usually been published before or at the Time of passing an Act made in the Twenty-sixth Year of King George the Second, intituled, "An Act for the better preventing of clandestine Marriages;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

With a Bill, intituled, "An Act for continuing and amending an Act made in the last Session of Parliament, intituled, "An Act for appointing and enabling Commissioners to examine, take, and state the Public Accounts of the Kingdom, and to report what Balances are in the Hands of Accountants, which may be applied to the Public Service; and what Defects there are in the present Mode of receiving, collecting, issuing, and accounting for Public Money, and in what more expeditious and effectual and less expensive Manner the said Services can in future be regulated and carried on for the Benefit of the Public;" to which they desire the Concurrence of this House.

Bowater's Bill.

A Message was brought from the House of Commons, by Mr. Ord, and others:

With a Bill, intituled, "An Act to enable John Bowater Esquire, to grant Leases in Possession or Reversion of a Dock Yard and Land at Woolwich, in the County of Kent, (being Part of his settled Estate) to the principal Officers and Commissioners of His Majesty's Navy, in Behalf of His Majesty, His Heirs and Successors;" to which they desire the Concurrence of this House.

Hodie 2^a vice lecta est Billa, intituled, "An Act for extending the Provisions of Three Acts made in the Twenty-ninth Year of His late Majesty, and in the Tenth and Nineteenth Years of His present Majesty's Reign, for granting a Bounty on certain Species of British and Irish Linens exported, to British and Irish Linens, British Callicoes and Cottons, or Cotton mixed with Linen, printed, painted, or stained in Great Britain; and to Buckrams and Tilletings exported during the Time therein limited; and for taking off the Duties payable upon the Importation of that Species of Blue called Smalts."

Ordered, That the said Bill be committed to a Committee of the whole House.

Isle of Man Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act to explain and amend an Act of the Fifth Year of the Reign of His present Majesty, intituled, "An Act for carrying into Execution a Contract made pursuant to the Act of Parliament of the Twelfth of His late Majesty King George the First, between the Commissioners of His Majesty's Treasury, and the Duke and Duchess of Atholl, the Proprietors of the Isle of Man, and their Trustees, for the Purchase of the said Island and its Dependencies, under certain Exceptions therein particularly named;" and to ascertain and establish the Jurisdiction of the Manerial Courts of the most Noble John Duke of Atholl in the said Island; and to enable the said Duke and his Heirs to exercise and enjoy certain Rights, Powers, and Remedies therein mentioned."

Ordered, That the said Bill be committed to a Committee of the whole House.

Winchester, &c. Election Bill.

Greenwich Hospital Bill.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act for the more effectually securing to the Royal Hospital for Seamen at Greenwich, all such forfeited and unclaimed Shares of Prize and Bounty Money, as shall arise from or in respect of any Prizes to be condemned and sold in His Majesty's Dominions beyond the Sea, and to compel the more speedy Payment thereof."

Ordered, That the House be put into a Committee upon the said Bill To-morrow.

Coventry Election Bill, Petition against.

Upon reading the Petition of the Mayor, Bailiffs, and Commonalty of the City of Coventry, under their Common Seal, taking Notice of a Bill depending in this House, intituled, "An Act for the better regulating Elections of Citizens to serve in Parliament for the City of Coventry;" and praying their Lordships, That their Petition may be taken into Consideration, and that they may have such Relief against the objectionable Parts of the said Bill, as in the great Goodness and Wisdom of their Lordships shall seem meet:"

Oxford Improvement Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act to amend and enlarge the Powers of an Act passed in the Eleventh Year of His present Majesty's Reign, for performing several Works, and making Improvements within the University and City of Oxford, and the Suburbs thereof, and in the adjoining Parish of Saint Clement."

It was resolved in the Affirmative.

The Lord Sandys reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing certain Commons and Waste Grounds within the Parish of Hanbury, in the County of Worcester," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made one Amendment thereto."

Which Amendment was read by the Clerk, as follows; (videlicet)

Pr. 25. L. 40. After("other") insert ("Provided always, that no Exchange shall be made of all or any Part of the Allotment to be set out by virtue of this Act to the said William Burslem or his Successors, as Rectors of the said Parish, without the Consent and Approbation, under the Hand and Seal of the Bishop of Worcester for the Time being.")

Almanack Duty Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for granting to His Majesty an additional Duty upon Almanacks printed on one Side of any one Sheet or Piece of Paper, and for allowing a certain annual Sum out of the said Duty to each of the Universities of Oxford and Cambridge, in lieu of the Money heretofore paid to the said Universities by the Company of Stationers of the City of London for the Privilege of printing Almanacks."

Ordered, That the said Bill be committed to a Committee of the whole House.

Ordered, That the Second Reading of the Bill, intituled, "An Act to dissolve the Marriage of Edward Downes Esquire, with Caroline Hervey his now Wife, and to enable him to marry again, and for other Purposes therein mentioned," which stands appointed for Tuesday next, be put off to Friday the 22d of this Instant June, and the Lords summoned; and that the several Witnesses who were ordered to attend on that Day do then attend.

That Her late Majesty Queen Anne was pleased by Letters Patent under the Great Seal of Great Britain, bearing Date the Tenth Day of September, in the Tenth Year of Her Reign, to create your Petitioner's Great Grandfather James then Duke of Hamilton, Baron of Dutton, in the County Palatine of Chester, and Duke of Brandon, in the County of Suffolk, with a Limitation to the Heirs Male of his Body, and with a further Limitation to the Heirs Male of the Bodies of William and Ann, late Duke and Duchess of Hamilton.

That the said James Duke of Hamilton and Brandon is long since dead; and your Petitioner is the Heir Male of his Body, and as such entitled to the Honours of Baron Dutton and Duke of Brandon:

May it therefore please Your Majesty, graciously to give Directions, that a Writ be issued to summon your Petitioner to Parliament by the Title of Duke of Brandon:

American Prisoners, Petition from.

Upon reading the most humble Representation and Petition of upwards of Two Hundred American Prisoners at present confined in Mill Prison, at Plymouth, in Behalf of themselves and others their Countrymen and fellow Captives, whose Names are thereunto subscribed; setting forth, "That under the peculiar Nature and Circumstances of their Commitment to Prison, they are debarred of the many Benefits, Favours, and Indulgences, which are usually and generally shewn to all other Prisoners and Captives, particularly in the following Instances: In their being at present and during the inclement Season of Winter, almost naked and barefooted, by the Government's having ceased supplying them with Cloathing, as they had been heretofore accustomed to do at the Period of every Three Months: In their being allowed and supplied with only Two Thirds the Quantity of Bread usually and daily allowed to the Prisoners and Captives of France, Spain, and Holland, the Whole of which Allowance as is issued to, and received by them, being no more than One sufficient and satisfactory Repast for Men, who have no other present Enjoyment than that of perfect Health; the Prisoners and Captives of France, Spain, and Holland, being enabled to supply themselves with such Deficiencies of Provision or Food from the Open Market at the Gates of the Prison, by the Annuities which they receive monthly, together with a full Supply of Cloathing at the Period of every Three Months, from the Agents for their several and respective States, a Privilege whereof they are debarred, by the Non-existence of an Agent in Great Britain for the Purpose of supplying them with such necessary Articles, and which Deficiencies of Food or Provision hath heretofore, for certain Periods of Time, been made up to them in Part, by the humane and benevolent People in the several Parts of Great Britain having raised several Sums of Money for their Relief, all which being now quite or nearly expended for their Use, they are therefore again reduced to their former miserable and calamitous half starved Condition, a few of their Number only excepted, who are gratefully indebted to the Bounty of their Friends for some small Supplies of Money, towards alleviating the immediate and most consequent Wants of Nature, in this their deplorable and unhappy Situation of Captivity and Distress;" and therefore praying their Lordships, "That in Commiseration of their unhappy Situation, Sufferings, and Distress, they will be graciously pleased to hear and grant the Prayer of their Petition, by their being supplied with Cloathing at the Period of every Three Months as had been heretofore customary, and which on Account of the inferior Quality of the Cloathing is not too frequent; by their being allowed and being supplied with the same Quantity of Bread daily allowed to the Prisoners and Captives of France, Spain, and Holland, whereby they may, for the Support of Nature, have more than One Repast during the present long Course of the Day, it not being in their Power to supply themselves, for the Want of those customary Annuities which all other Prisoners and Captives receive monthly from their respective Agents; wherefore they most servently pray their speedy Relief, and the Petitioners as in Duty bound will ever pray."
