Hodie 3^a vice lecta est Billa, intituled, "An Act to continue several Laws relating to the giving further Encouragement for the Importation of Naval Stores from the British Colonies in America; to the landing of Rum or Spirits of the British Sugar Plantations, before Payment of the Duties of Excise; to the discontinuing the Duties payable upon the Importation of Tallow, Hogs Lard and Grease; to the regulating the Fees of Officers of the Customs and Naval Officers in America; to the allowing the Exportation of certain Quantities of Wheat and other Articles to His Majesty's Sugar Colonies in America; and to the allowing a Drawback of the Duties on Rum, shipped as Stores, to be consumed on board Merchant Ships on their Voyages."

Grafton Flyford Enclosure Bill:

With a Bill, intituled, "An Act for dividing, enclosing and improving certain Open Fields, Ings, Meadows and Commons or Waste Lands, within the Parish of Huttoft, in the County of Lincoln;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Stanton under Bardon Enclosure Bill, King's Consent signified.

The Lord Viscount Weymouth acquainted the House, That His Majesty having been informed of the Contents of the Bill, intituled, "An Act for dividing and enclosing the Open Fields, Open Meadows, Common Pastures and Common or Waste Grounds, within the Township of Stanton under Bardon, in the Parish of Thornton, and County of Leicester," was pleased to consent (as far as His Majesty's Interest is concerned) that their Lordships may proceed therein, as they shall think fit."

Bridgewater Roads Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for enlarging the Term, and altering and varying the Powers of so much of an Act, made in the Thirty-second Year of the Reign of His late Majesty King George the Second, for repairing several Roads leading to the Town of Bridgewater, in the County of Somerset, and other Roads therein mentioned, as relates to the Roads leading to the said Town."

Ordered, That the said Bill be committed to the Consideration of the Lords following:

Their Lordships, or any Five of them, to meet Tomorrow, at Ten o'Clock in the Forenoon, in the Prince's Lodgings, near the House of Peers; and to adjourn as they please.

Herberbury Enclosure Bill.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing the Open and Common Fields, and Common or Commonable Meadows, Pastures, Lands and Grounds, and Waste Land, within the Parish of Herberbury otherwise Harbury, in the County of Warwick," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Winchester Road Bill.

The Lord Scarsdale also reported from the Lords Committees, to whom the Bill, intituled, "An Act for enlarging the Term and Powers of Two Acts, made in the Thirty-second Year of the Reign of His late Majesty, King George the Second, and in the Second Year of the Reign of His present Majesty, for repairing and widening the Roads from Oxdown Gate in Popham Lane, to the City of Winchester; and from the said City through Hursley to Chandler's Ford; and from Hursley aforesaid, to the Turnpike Road at Romsey; and from the said Turnpike Road through Ringwood, in the County of Southampton, to Longham Bridge and Winborne Minster, in the County of Dorset; and for amending and widening the Road from Ringwood Gate, in the said County of Southampton, to Woolsbridge, and from a Street called The Hundred at Romsey, through Chilworth, to the River at Swathling, in the said County," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Wells Road and Paving Bill.

The Lord Scarsdale made the like Report from the Lords Committees to whom the Bill, intituled, "An Act for continuing and amending Two Acts, made in the Twenty-sixth Year of His late Majesty, and the Fourth Year of His present Majesty, for repairing the Road from Piper's Inn to Glastonbury, and several other Roads therein mentioned, in the County of Somerset; and for repairing the Road from Piper's Inn aforesaid, to Athelney Bridge; and also for paving, cleansing and lighting the City or Borough of Wells, in the said County, and for removing and preventing Encroachments, Nuisances and Annoyances therein," was committed.

Style's Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act to enable the Guardians of Sir Charles Style Baronet, an Infant, to grant Leases of his Freehold Estates in Middlesex, during his Minority; and to effectuate the other Purposes therein mentioned."

Ordered, That the said Bill be committed to the Consideration of the Lords Committees aforenamed:

Cowes Corn Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for allowing Corn, Grain and Flour imported into the Port of Cowes in the Isle of Wight, to be landed without Payment of the Duties, under the like Restrictions as Corn, Grain and Flour are allowed to be landed at the several Ports mentioned in an Act, made in the Thirteenth Year of His present Majesty's Reign, intituled, "An Act to regulate the Importation and Exportation of Corn."

Ordered, That the said Bill be committed to a Committee of the whole House.

Altcar, &c. Drainage Bill.

Ludlowfach, &c. Road Bill.

With a Bill, intituled, "An Act for amending, widening and keeping in Repair, the Roads leading from Ludlowfach, in the County of Carmarthen, to the Town of Llandovery, and from thence through the Town of Llangadock, to the River Amman, and several other Roads in the said County communicating therewith;" to which they desire the Concurrence of this House.

Kidwelly, &c. Road Bill.

A Message was brought from the House of Commons, by Mr. Rice, and others:

With a Bill, intituled, "An Act for continuing the Term and enlarging the Powers of an Act, made in the Fifth Year of His present Majesty, for repairing, widening and keeping in Repair, several Roads leading from Kidwelly, in the County of Carmarthen; and also several Roads leading from Llandilo, in the said County, so far as relates to the Roads included in the Kidwelly District; and also for repairing, widening and keeping in Repair, several other Roads within the said County;" to which they desire the Concurrence of this House.

The said Two Bills were, severally, read the First Time.

A Message was brought from the House of Commons, by Mr. Ord, and others:

To return the Bill, intituled, "An Act to enable John Raincock, and others therein described, to take and use the Surname and Arms of Fleming, pursuant to the Will of Fletcher Fleming deceased;" and to acquaint this House, That they have agreed to their Lordships Amendment made thereto.

Leatherhead Road Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for continuing the Term, and altering and enlarging the Powers of an Act, made in the Thirty-first Year of the Reign of His late Majesty, for repairing and widening the Road from the Swan Inn at Leatherhead, to the Maypole at the Upper End of Spital or Somerset Street, in the Parish of Stoke near the Town of Guldeford, in the County of Surrey."

Ordered, That the said Bill be committed to the Consideration of the Lords Committees aforenamed:

Sir H. Palliser's Court Martial, Proceedings on, ordered.

It was moved, "That Copies of all Proceedings relative to the intended Court Martial upon Vice Admiral Sir Hugh Palliser, be laid before this House."

Which being objected to,

It was moved, "That that Part of Captain Falkner's Evidence of what passed relating to a Letter of the 27th of July 1778, sent by Admiral Keppel to the Earl of Sandwich, when he gave it his Lordship, might be read."

The same was accordingly read by the Clerk.

Then the Question was put upon the First Motion.

Greenwich Hospital Enquiry proceeded in.

The Order of the Day being read for taking into further Consideration the Enquiry into the Management of Greenwich Hospital, and for the Lords to be summoned; and for the Attendance of several Persons:

The House was adjourned during Pleasure, and put into a Committee thereupon.

After some Time, the House was resumed:

And the Lord Scarsdale reported from the Committee, "That they had made a Progress in the Enquiry into the Management of Greenwich Hospital."

D. Hamilton against Douglas.

After hearing Counsel, in Part, in the Cause wherein Douglas Duke of Hamilton and Brandon is Appellant, and Archibald Douglas of Douglas Esquire, is Respondent:

It is Ordered, That the further Hearing of the said Cause be put off to Monday next; and that the Cause which stands for Monday next, be put off to the first Cause Day after the Recess at Easter; and that the rest of the Causes be removed in Course.

E. Shrewsbury's Estate Bill, Committee shortened.

The House (according to Order) proceeded to take into consideration the Motion made Yesterday, for dispensing with the Standing Order requiring Fourteen Days Notice to be given of the Time of the Meeting of Committees upon Private Bills, so far as that the Committee to whom the Bill, intituled, "An Act for establishing an Exchange between George Earl of Shrewsbury, and Thomas Gilbert Esquire, of divers Lands and Hereditaments in the County of Stafford; and for the other Purposes therein mentioned," stands committed, may meet on an earlier Day than is appointed.

And Consideration being had thereof accordingly:

Ordered, That the said Standing Order be dispensed with in this Case; and that the Committee may meet to consider the said Bill on Monday next.

Foreigners Ships, Importation of Goods in, Bill.

With a Bill, intituled, "An Act to permit, during the present Hostilities with France, certain Goods enumerated in the Act of Navigation, to be imported in British-built Ships sold to Foreigners; and for releasing Ships and Goods which have been seized in pursuance of the said Act;" to which they desire the Concurrence of this House.

Linen Bill.

A Message was brought from the House of Commons, by Lord Frederick Campbell, and others:

With a Bill, intituled, "An Act for further continuing and extending the Provisions of Two Acts, made in the Twenty-ninth Year of the Reign of His late Majesty King George the Second, and in the Tenth Year of the Reign of His present Majesty, for granting a Bounty on certain Species of British and Irish Linens exported, and taking off the Duties on the Importation of Foreign Raw Linen Yarns made of Flax; and for granting a Bounty on the Exportation of British chequed and striped Linens, and upon British and Irish Diapers, Huckabacks, Sheeting and other Linen of above a certain Breadth;" to which they desire the Concurrence of this House.

The said Elizabeth Clarke was then called in, and being sworn and examined, acquainted the House, That she went to live with Lady Elizabeth Sewell as her Maid, on the 27th of April 1777; that her Ladyship then lived at Stanmore, and continued there till September following when Mr. Sewell was obliged to go Abroad on account of his Debts; that Lady Elizabeth Sewell then took ready-furnished Lodgings in Saint James's Place, where she continued Three Months; that she then took an House there; that she, the Witness, knows Lord Tyrconnel; that he often visited her Lady in Saint James's Place, sometimes in the Morning and sometimes in the Evening, and staid with her often till One o'Clock in the Morning, and they were mostly alone together; that she has seen Lord Tyrconnel kiss Lady Elizabeth's Hand and Neck, and be very fond of her; that she has seen his Lordship Twice in Lady Elizabeth's Bed Chamber in a Morning at Breakfast, she dressed in an Under Petticoat and a short Morning Gown; that whenever Lady Elizabeth expected his Lordship, she went without Stays, which she did not use to do before he visited her, giving as a Reason for it, that his Lordship said he thought she looked best without her Stays; that one Night his Lordship came and went away at Ten o'Clock; that about a Quarter of an Hour afterwards Lady Elizabeth followed, without a Servant, and staid out till Three o'Clock in the Morning; that another Time she went out after his Lordship and staid out till One o'Clock in the Morning; that on Sunday the 4th of July last, Mr. Mrs. and Miss Hickey drank Tea with her Ladyship and Lord Tyrconnel; that there was a great Tempest that Afternoon; that his Lordship staid with Lady Elizabeth after they were gone; that there was a Person placed unknown to them in a Closet between the Bed Chamber and the Drawing Room, to watch them:" Being asked, "Who that Person was?" said, "His Name was John Clarke, and that it was known by the Servants in general that he watched them; that about a Month before this, Lord Tyrconnel came to see her Ladyship about Twelve o'Clock at Night; that she had fainted a little before he came, and was very sick, notwithstanding which she knew his Lordship's knock, and desired to see him and speak to him; that she was in her Bed Gown; that his Lordship staid till Two o'Clock in the Morning; that she, the Witness, went out of the Room upon his Lordship's first coming in, at his Desire."

She was directed to withdraw.

With a Bill, intituled, "An Act for dividing and enclosing the Open and Common Fields and Commonable Lands, within the Parish or Liberties of Bucknell, in the County of Oxford;" to which they desire the Concurrence of this House.

Jameson against Skip with et al.

Upon reading the Petition and Appeal of Charles Jameson of Conduit Street, Gentleman; complaining of an Order of the Court of Chancery of the 8th of February 1779, dismissing the Petitioner's Bill without decreeing the Satisfaction and other Relief prayed thereby; and praying, "That the same may be reversed, or that the Appellant may have such further and other Relief in the Premises, as to their Lordships in their great Wisdom and Justice shall seem meet; and that Thomas George Skipwith (now Sir Thomas George Skipwith Baronet Edward Gibbon Esquire, Samuel Pole Esquire, Jarvis Cross, Sarah Clarke, Clement Kinnersley Esquire, and Wenman Samwel Esquire, may be required to answer the said Appeal:"

It is Ordered, That the said Sir Thomas George Skipwith Baronet, and the said several other Persons last named, may have a Copy of the said Appeal, and do put in their Answer or respective Answers thereunto in Writing, on or before Wednesday the 14th Day of April next; and Service of this Order upon the said Respondents, or any of their Counsel or Agents, or Clerk or Clerks in Court in the said Court of Chancery, shall be deemed good Service.

Sewers Bill:

The Order of the Day being read for receiving the Report of the Amendments made by the Committee of the whole House, to the Bill, intituled, "An Act to explain and amend the Laws now in being relating to Sewers," and for the Lords to be summoned;

It was moved, "That the said Bill be re-committed."

It was resolved in the Affirmative.

Then the House was adjourned during Pleasure, and put into a Committee upon the said Bill.

Sir Hugh Palliser's Trial, Jackson examined.

The House being informed, "That Mr. Jackson the Judge Advocate attended as ordered:"

He was called in, and examined in relation to the Papers he delivered at the Bar Yesterday, relative to the Trial of Vice Admiral Sir Hugh Palliser; and delivered a List of Witnesses summoned on the said Trial.
