Importation of Cochineal, &c. Bill.

Hodie 2a vice lecta est Billa, intituled, An Act to continue so much of an Act, made in the Thirty-third Year of the Reign of His late Majesty, as relates to the free Importation of Cochineal and Indict; and for allowing the Bounties granted by any Acts of Parliament now in Being, upon the Exportation of Corn and Malt declared or made for Exportation, and Barley steeped and entered at the Excise Office to be made into Malt for Exportation, before a limited Time.

Ordered, That the said Bill be committed to a Committee of the whole House.

Ordered, That the House be put into a Committee upon the said Bill, To-morrow.

Dowdings Bill.

The Earl of Oxford reported from the Lords Committees to whom the Bill, intituled, An Act for vesting the settled Estates of Susannah Dowding Widow, in the Counties of Kent and Sussex, in Trustees, to be sold; and for securing the Monies to be paid for the same upon the Trusts, and for the Purposes, in the Act mentioned, was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment,

Ordered, That the said Bill be engrossed.

Wickers Bill.

The Earl of Oxford also made the like Report from the Lords Committees to whom the Bill, intituled, An Act for vesting divers Lands and Hereditaments, in the Counties of Sussex, Surrey, and Kent, Part of the settled Estate of John Wicker Esquire, in him, his Heirs, Executors, and Administrators; and for settling the Manor of Knepp alias Knapp, and divers Lands and Hereditaments, in the County of Sussex, being the Estate of the said John Wicker, of greater Value, in Lieu thereof, was committed.

Ordered, That the said Bill be engrossed.

Kensington, Chelsea, &c. Roads, Bill.

A Message was brought from the House of Commons, by Sir William Beauchamp Proctor and others:

With a Bill, intituled, An Act to continue and render more effectual several Acts of Parliament, for repairing the Roads in the Parishes of Kensington, Chelsea, and Fulham, and other Parishes therein mentioned, in the County of Middlesex, and for lighting and watering the said Roads; and for paving the Street and Highway and Footways in Kensington, and for lighting and watching the same, and the Courts and Alleys adjoining thereto: to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Oxendon Enclosure, Bill.

The Earl of Oxford reported from the Lords Committees to whom the Bill, intituled, An Act for dividing and enclosing the several Open and Common Fields, Common Meadows, Pastures, and Commons, within the Manor and Lordship or Parish of Great Oxendon, in the County of Northampton, was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents, to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment.

Dowdings Bill:

The Lord Botetourt reported from the Lords Committees to whom the Bill, intituled, An Act for erecting a proper and convenient Pier at the Port of Saint Ives, in the County of Cornwall, for the better Protection of Ships and Vessels resorting to the said Port, was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment.

Shernborn Common, Bill.

The Lord Botetourt reported from the Lords Committees to whom the Bill, intituled, An Act for dividing, allotting, and enclosing, the Whole-year Lands and Pasture Grounds, Half-year Enclosures, Common Fields, and Common or Heath Ground, in the Parish of Shernborn, in the County of Norfolk, was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents, to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment.

East India Dividends Bill.

With a Bill, intituled, An Act. for regulating certain Proceedings of the General Courts of The United Company of Merchants of England trading to the East Indies; to which they desire the Concurrence of this House.

The said Bill was read the First Time.

General Turnpike Bill.

The Order of the Day being read, for the Second Reading of the Bill, intituled, An Act to explain, amend, and reduce into One Act of Parliament, the General Laws now in Being, for regulating the Turnpike Roads of this Kingdom; and for other Purposes therein mentioned.

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the whole House.

Ordered, That the House be put into a Committee upon the said Bill, on Wednesday next.

East India Company Papers to be laid before the House.

Ordered, That the East India Company do lay before this House,

Copy of the Bye-Laws of the said Company.

Also, Copy of the Minutes of the General Court, in relation to the Declaration of Dividends, in June 1743, and in June 1756.

Also, Copy of the Minutes of the General Court, of the 24th of September 1766, and of the 6th May 1767.

Also, Copy of the Annual Accompt of the said Companys Affairs, made up at Midsummer last.

Also, Copy of the State of the Companys Affairs, which was prepared by the Directors, and offered to be laid before the General Court at the Time the Dividend of 10 per cent, was dedared.

Also, An Accompt of all Transfers of East India Stock made since the 1st Day of February last; with the Places of Abode of the Persons to whom the said Transfers were made.

And also, State of the Debts of the East India Company in England, and the Amount of their several Credits, consisting of Cash, and Goods for Sale now in England; with the Value of the said Goods, on a Medium of the Price for which the like Goods have been sold for Three Years last past, estimated to the 11th of May 1767.

East India Company Dividend, Bill.

Ordered, That the Bill, intituled, An Act for regulating certain Proceedings of the General Courts of The United Company of Merchants of England trading to the East Indies, be read a Second Time on Wednesday next; and the Lords summoned.

Kirkby in Kendal Enclosure, Bill.

Kirkby in Kendal Enclosure, Bill; the Kings Consent to it.

The Duke of Grafton acquainted the House, That His Majesty, having been informed of the Contents of the Bill, intituled, An Act for enclosing a Piece of Waste Ground, in the Borough and Township of Kirkby in Kendal, for the Benefit of the Poor; and for cleansing and enlightening the Streets of the said Town; and for confirming a Rule or Order of Assize, and Order of the High Court of Chancery, relating to the Rates and Assessments to be raised, for Relief of the Poor, by the Inhabitants of the said Township and the Owners of Lands called The Park and Castle Lands, was pleased to consent(as far as His Majestys Interest is concerned) that their Lordships may proceed therein as they shall think fit.

River Lee, Navigation, Bill.

A Message was brought from the House of Commons, by Mr. Byde and others:

With a Bill, intituled, An Act for improving the Navigation of the River Lee, from the Town of Hertford to the River Thames; and for extending the said Navigation to the Elood Gates belonging to the Town Mill in the said Town of Hertford; to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Quebec Papers, Consideration of:

The Order of the Day being read, for reading the several Papers relating to the State of Quebec, which were laid before the House on Wednesday last:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, An Act to amend and render more effectual an Act made in the Eighth Year of the Reign of King George the Second, for Encouragement of the Arts of Designing, Engraving, and Etching Historical and other Prints; and for vesting in, and, securing to, Jane Hogarth Widow the Property in certain Prints.

After some Time, the House was resumed.

And the Lord Botetourt reported from the Committee, That they had gone through the Bill, and directed him to report the same to the House, without any Amendment.

Sir H. Hartstonge to enter into Recognisance on the Appeal ot Roberts & al.

The House being moved, That Sir Henry Hartstonge of Trowarn in the County of Radnor Baronet may be permitted to enter into a Recognizance for Reuben Roberts and others, on account of their Appeal depending in this House they living in Ireland.

It is Ordered, That the said Sir Henry Hartstonge may enter into a Recognizance for the said Appellants, as desired.

Persons who have neglected to quality for Offices, Indemnity, Bill:

Hodie 3a vice lecta est Billa, intituled, An Act to indemnify such Persons as have omitted to qualify themselves, for Offices and Employments; and to indemnify Justices of the Peace, Deputy Lieutenants, and Officers of the Militia, or others, who have omitted to register or deliver in their Qualifications within the Time limited by Law, and for giving further Time for those Purposes; and to indemnify Members and Officers, in Cities, Corporations, and Borough Towns, whose Admissions have been omitted to be stamped according to Law, or, having been stamped, have been lost or mislaid and for allowing them Time to provide Admissions duly stamped; and to give further Time to such Persons as have omitted to make and file Affidavits of the Execution of Indentures of Clerks to Attornies and Solicitors.

The Lord Botetourt reported from the Lords Committees to whom the Bill, intituled, An Act for dividing a certain Fen, called The Haute Huntre, Eight Hundred, or Holland Fen, and certain other commonable Places adjoining thereto, in the Parts of Holland, in the County of Lincoln, was committed That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents, to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made several Amendments thereto.

House of Commons, and which is now depending before this House, intituled, An Act for regulating certain Proceedings of the General Courts of the United Company of Merchants of England trading to The East Indies humbly apprehend that such Part of the said Bill, as tends to rescind an Act done on the 6th Day of May last, by a General Court of Proprietors of the said Company will, if passed into a Law, be extremely prejudicial to the Rights and Properties of the Petitioners, and will also materially affect Publick Credit, as well as the particular Interests. of the said Company; and therefore praying, That they may be heard, by themselves or their Counsel, against such Part of the said Bill as affects their Rights and Interests:
