Petition of Merchants trading to Scotland, relating to the Bill for regulating the Currency of the Scotch Bank Notes.

Upon reading the Petition of the several Persons whose Names are thereunto subscribed, being the principal Merchants and Traders to Scotland; taking Notice of Bill depending in this House, for the better Regulation of the Paper Currency in that Part of Great Britain called Scotland; setting forth, That the many Difficulties and Delays, added to the Expense, of getting Scotch Bank Notes exchanged for Specie, is not only inconvenient and troublesome, but attended with great Hazard to the Credit of all Merchants dealing to that Part of the Kingdom; and, unless a speedy and effectual Remedy be provided thereto, so as to make their Bank Notes payable on Demand, in the fame Manner as those in England, and summary Execution to proceed thereon, in the fame Manner as when Protest is taken on Foreign Bills, without any Sift or Demurr, it will be impossible for them to carry on their different Branches of Trade any longer, with Safety to themselves, or Advantage to their Correspondents, being obliged to be at a very considerable Expense to pay for those Delays, which enhances the Price of Wares and Merchandizes, and consequently diminishes the Consumption; the Nature of these Bank Notes being such, that they cannot have reasonable Returns if a sudden Demand should come upon them, being not only liable to be distressed by the Advantage taken of the optional Clause, but the Exchange is often so great, that no Trade or Manufacture can endure it; and therefore praying their Lordships, to provide a Remedy for there great Evils, by which their Commodities are grievously taxed, and they greatly distressed:

My Lords, and Gentlemen,
The tender Concern which I feel for My faithful Subjects makes Me anxious to provide for every possible Event, which may affect their future Happiness or Security.

My late Indisposition, though not attended with Danger, has led Me to consider the Situation in which My Kingdoms and My Family might be left, if it should please God to put a Period to My Life, whilst My Successor is of tender Years.

The high Importance of this Subject, to the publick Safety, good Order, and Tranquillity; the Paternal Affection which I bear to My Children, and to all My People; and My earnest Desire that every Precaution should be taken, which may tend to preserve the Constitution of Great Britain undisturbed, and the Dignity and Lustre of its Crown unimpaired; have determined Me to lay this weighty Business before My Parliament: And, as My Health, by the Blessing of God, is now restored, I take the earliest Opportunity of meeting you here, and of recommending to your most serious Deliberation the making such Provision as would be necessary, in case any of My Children should succeed to the Throne before they shall respectively attain the Age of Eighteen Years.

To this End, I propose to your Consideration, whether, under the present Circumstances, it will not be expedient to vest in Me the Power of appointing, from Time to Time, by Instrument in Writing, under My Sign Manual, either the Queen, or any other Person or My Royal Family usually residing in Great Britain, to be the Guardian of the Person of such Successor, and the Regent of these Kingdoms, until such Successor shall attain the Age of Eighteen Years; subject to the like Restrictions and Regulations as are specified and contained in an Act passed upon a similar Occasion, in the Twenty-fourth Year of the Reign of the late King My Royal Grandfather: The Regent so appointed to be assisted by a Council, composed of the several Persons, who, by reason of their Dignities and Offices, are constituted Members of the Council established by that Act, together with those whom you may think proper to leave to My Nomination.

To assure His Majesty, that, feeling, as we do, the infinite Importance of perpetuating in all Events our happy Constitution, we will not fail to apply ourselves to the immediate Consideration of the momentous Object which He has been pleased to recommend to us; that our Deliberations concerning it will be animated by the most zealous Regard to the great Object of His Majestys salutary Designs, will be influenced by a just Confidence in His princely Wisdom and paternal Concern for His People, and shall be concluded with all the Dispatch compatible with the singular Importance of the Subject; most earnestly praying, that, by His Majestys living to form a worthy Successor to the Throne by His own Precepts (fn. 4) and Example, a Precaution so expedient in Prospect may become useless in the Event.

Then it was moved, That an humble Address be presented to His Majesty; humbly to acknowledge His Majestys great Goodness, in proposing to provide for the future Quiet and Peace of these Kingdoms, by making a proper Provision for that Purpose, in case (which God prevent) these Kingdoms should be deprived of His Majestys most invaluable Life before His Royal Issue shall attain the Age of Eighteen Years: And humbly to beseech His Majesty, out of His tender Regard for His People, to name the Person or Persons whom His Majesty would propose to the Consideration of His Parliament to be, in that Case, Guardians of His Royal Children, and Regents, of these Kingdoms; this House apprehending, that it is contrary to Precedent and the Usage of Parliament, to confer Regal Authority upon any Person not particularly named in the Bill.
