THE Lords being in their Robes, and the Commons with their Speaker at the Bar; His Majesty came, and, sitting in His Royal Throne, said,

"My Lords,

"I have given Commandment to My Lord Keeper to speak somewhat unto you in My Name, trusting better to his Voice than My own."

Then the Lord Keeper, having conferred first with His Majesty, said:

Lord Keeper's Speech.

"My Lords, and you the Knights, Citizens, and Burgesses of the House of Commons, ye cannot but remember the great and important Affairs concerning the Safety both of State and Religion, declared at first from His Majesty's own Mouth to be the Causes of assembling this Parliament. The Sense whereof, as it doth daily increase with His Majesty, so it ought to do, and His Majesty doubts not but it doth, with you; since the Danger increaseth every Day, both by Effluxion of Time and Preparation of the Enemy.

"Yet His Majesty doth well weigh that this Expence of Time hath been occasioned by the Debate which hath arised in both Houses, touching the Liberty of the Subject, in which, as His Majesty takes in good Part the Purpose and Intent of the Houses, so clearly and frequently professed, that they would not diminish or blemish his Regal and just Prerogative; so He presumes you will all confess it a Point of extraordinary Grace and Justice in Him to suffer it to rest in Dispute, without Interruption.

"But now His Majesty, considering the Length of Time which it hath already taken, and fearing nothing so much as any future Loss of that whereof every Hour and Minute is so precious; and foreseeing that the ordinary Way of Debate, though never so carefully husbanded, must, in regard of the Forms of both Houses, necessarily take up more Time than the Affairs of Christendom can well permit; His Majesty, out of great and Princely Care, hath thought of this Expedient to shorten the Business, by declaring the Clearness of His own Heart and Intention. And therefore He hath commanded me to let you know, that He holds the Statute of Magna Charta, and the other Six Statutes insisted on for the Subjects Liberty, to be all in Force; and assures you that He will maintain all His Subjects in the just Freedom of their Persons, and Safety of their Estates; and that He will govern according to the Laws and Statutes of the Realm; and that you shall find as much Security in His Majesty's Royal Word and Promise as in the Strength of any Law you can make; so that hereafter you shall never have Cause to complain.

"The Conclusion is, That His Majesty prayeth that God, who hath heretofore blessed this Kingdom, and hath put in His Heart to come this Day to you, will make the Success hereof happy, both to King and People; and therefore He desires that no Doubt or Distrust may possess any Man, but that you all will proceed speedily and unanimously in the Business."

Copy of this Speech sent to the Commons.

This being spoken, His Majesty departed; and a Copy of this was sent to the Commons, by the Gentleman Usher from the Lord Keeper.

Earl of Cleveland's Privilege.

Bigott's Arrest.

Ordered, His Majesty's Writ of Habeas Corpus cum Causa to be awarded to the Sheriff of Midd. ret. immediate, to bring Jeremy Bygott, Servant to the Earl of Cleveland, and arrested contrary to the Privilege of Parliament, before their Lordships; the which Jeremy Bygott is in Execution upon a Statute Staple, and all his Goods extended, at the Suit of Thomas Moore, Esquire.

Lord Morley's Privilege.

Mayne discharged.

The Lord Morleye's Letter was read; whereupon it was Ordered, John Mayne, Servant to the Lord Morley, to be freed out of the Serjeant's Custody, paying the due Fees. Memorandum, The said John Mayne was first apprehended upon Suggestion that he had counterfeited the Lord Mountague's Protection, and resisted the Serjeant's Man, prout antea 3 et 9 Aprilis; and now the Lord Morley justified the said John Mayne to be his Servant.

Lord Delawar's Privilege.

Willoughby's Arrest.

Thomas Willoughby was this Day again brought before the Lords, and affirmed, that he had discharged all Executions against him, save only One by Roberte Reynder; and informed their Lordships that the Bond was taken by one Roberte Tennent, in the Name of the said Reynder; and that Tennent was satisfied, the which Tennent lay now Prisoner in The Fleet in Execution.

Ordered, A Habeas Corpus, etc. to bring Tennent hither, ad satisfaciendum, etc. ret. immediate. And Roberte Reynder to appear here then also.

Lord Keeper to discharge Privileged Persons arrested in Time of Privilege, during the Recess.

A Bill is to be drawn, by Mr. Serjeant Crewe and Mr. Attorney General, to enable the Lord Keeper, etc. to set at Liberty any Privileged Person, arrested within the Times of Privilege of Parliament, after the Prorogation or Dissolution of the Parliament.

Ld. Gerrard's Bill.

Hodie 3a vice lecta est Billa, concerning Dutton Lord Gerrard.

Put to the Question, and generally Assented unto.

This Bill was presently sent down to the Commons, by Sir Charles Cæsar and Sir Roberte Rich.

Adjourn.
