The Lords, being put in Mind of their Message to the Commons on Friday last, touching the Duke of Buckingham, thought good to explain themselves by another Message, touching the Resolution of this House to give His Majesty full Satisfaction; that the Duke of Buck. is, by their general Vote, cleared and acquitted of that which the Spanish Ambassador complained of; wherefore this Message was sent to the House of Commons, by Mr. Serjeant Crew and Mr. Attorney General: videlicet,

Message to the House of Commons, concerning clearing the Duke of Buckingham to the King of the Charge against him, by the Spanish Ambassador.

Whereas their Lordships sent a Message unto them on Friday last, That they had cleared the Duke of Buck. in the Matter complained of against his Grace by the Spanish Ambassador, touching his Narration to both Houses;

Their Lordships do doubt, that their Meaning was not fully understood in this, that their Lordships intend, by a Committee of their whole House, to satisfy His Majesty herein; and, therefore, their Lordships do now signify the same again unto them, for that they do think it most proper, as the Narration was made unto both Houses, so both do join (if they so please) in their Justification thereof unto His Majesty.

That they have taken this into their Consideration, and render their Lordships all due Thanks for their good Correspondency, and will return their Answer by Messengers of their own.

The Duke of Buckingham put their Lordships in Mind of the Weight of this great Business, and that a speedy Resolution thereof is necessarily required; for that Time is precious, which the Enemy will not pretermit; and, if we should lose the Benefit of this Spring, it would be irrecoverable.

Committee for View of the Munitions, &c.

His Grace also moved the House, That a Committee might be appointed, to take a View of the Stores of Munition, and to appoint such Provision to be made for Supply thereof as they shall think fit; whereupon these Lords undernamed were appointed Committees;

To take a View of the Magazines and Stores of Arms and Munition;

To consider of the Transportation of Ordnance;

To consider of the Forts of the Land, and of the Weakness thereof, and of Ireland, and of all other Things incident unto these; and to present their Opinions to the House, and such Defects as they find, and the Redress thereof: videlicet,

Their Lordships also sent this Message to the Commons, by the Master of the Rolls and the Lord Chief Baron: videlicet,

Message to the House of Commons, for a Conference.

The Lords, taking into their Consideration the great Business whereof His Majesty demands their Advice, do find the weighty and urgent Necessity thereof to be such, that they desire to expedite the same with all convenient Speed; and, therefore, they do pray a Conference about the same, by a Committee of both Houses, in the Hall at Whitehall, To-morrow, at Two in the Afternoon, if it may so stand with the Occasions of that House.

Answered: They have taken into deep Consideration the Weightiness of this Cause, and are very willing to confer with their Lordships at the Time and Place required, if it may so stand with their Conveniency; if they shall find it cannot, they will send Word to their Lordships, by Messengers of their own, To-morrow Morning.

It was also Agreed, That the Lord Keeper, Lord Archbishop of Cant. the Duke of Buck. the Earl of South'ton, shall open this Business to the Commons at this Conference; and the Lord Keeper to make Report thereof afterwards to the House.

Message from the House of Commons, by Sir Robert Phillipps and others:

Message from the House of Commons, concerning the Spanish Ambassador's Charge against the Duke of Buckingham.

The Knights, Citizens, and Burgesses of the House of Commons, received a Message from your Lordships, touching the Complaint made by the Spanish Ambassador against the Duke of Buck. and the Course which your Lordships intend to take for the clearing of his Grace unto His Majesty.

They are very willing to confer with your Lordships herein; the Time and Place, and Number of Committees, they humbly leave unto your Lordships.

The Messengers being retired, and, after the Lords had agreed of their Answer, called in again;

The Lord Keeper, sitting in his Place, said: The Lords do take this Message and Correspondency of the House of Commons in good Part, and have appointed a Committee of Twelve to meet with a Committee of theirs, in the Painted Chamber, presently, if they please.

Mr. Attorney General to attend the Lords.

To meet with a Committee of the House of Commons, at a Conference touching the clearing of the Duke of Buck. unto the King, in the Painted Chamber, presently.

Report from the Conference.

The Lord Archbishop of Cant. reported to the House (at the Return of this Committee), That, at this Conference, they related to the Commons, that the Duke of Buck. for performing his Duty in his late Narration to both Houses, is complained of to His Majesty, by the Spanish Ambassador, with such an Aspersion on his Grace, that he required his Head to satisfy the Honour of the King of Spaine (his Master); of which Aspersion this House, by a general Vote, hath not only quitted his Grace, but justified his Action herein, and intend to signify the same unto His Majesty by a Committee of their whole House, to the End that his Grace may be encouraged to proceed in his faithful Service to the State.

Unto which they of the Commons answered, That (as if the Two Houses were Twins) what the one hath thought, said, and done, the other hath thought, said, and done the same; and they have approved, That the Duke of Buckingham delivered nothing, in his said Narration, but what he was led unto by the Matter itself; wherein his Grace was so far from Transgression, that he deserves Thanks and Honour; and they are desirous to join with your Lordships, with a Committee of their whole House, to signify all this unto His Majesty; and they added, how sensible they are, that any ungodly Person should relate their Secrets abroad, which they desire may be discovered, if it be possible.

This Report ended, the Lord Archbishop of Cant. acquainted the House, That the Lord Morley is desirous to take the Oath of Allegiance, according to the Order of the House; and Agreed, To be given him after the Adjournment this Day.

Earl of Holderness's Privilege. Scott arrested.

Upon Complaint made, That one John Scott, a Servant in ordinary to the Earl of Holdernesse, is arrested by Robert Playle, an Under-Bailiff of Westm. contrary to the Privileges of the House; it is Ordered, That the Serjeant shall bring the said Robert Playle, to answer his Contempt, To-morrow Morning, at Ten.
