Message from the Lower House, by Sir Henry Poole and others:

Informers Bill.

That the Bill against Informers, which was sent up unto this House from the Commons, is returned unto them, with many Amendments. They have considered of the same, and allow thereof; but, for that the Amendments are so many that they cannot be inserted as the Bill is written, they humbly desire a Conference with their Lordships upon the Bill newly written, according to the same Amendments; the Time and Place, and Number of Committees, they humbly leave to their Lordships.

That the Lords are content to yield to a Conference about this Bill, as is desired, with a Committee of Twenty-four of this House, on Monday next, at Eight, in the Painted Chamber.

Memorandum, That the Names of the former Committee were read, before this Answer was given; unto which were added the Lord Treasurer and the Lord Bishop of Sarum that now is. And the said Committee are appointed to meet at the Conference with the Commons, at the Time and Place aforesaid.

The Lord Archbishop of Cant. reported, That the Lords Committees on the Bill concerning Monopolies have met often; and the major Part of the said Committee are of Opinion, that the same may receive a Third Reading.

Monopolies.

Hodie 3a vice lecta est Billa, An Act concerning Monopolies, and Dispensation with Penal Laws, and the Forfeitures thereof.

This Bill being read, it was much debated, Whether the same (as it is now penned) be fit to be presented unto His Majesty; for that it seems to restrain His Royal Prerogative (from Grants or Dispensations in the future); or that it be rejected, and a new Bill drawn, or whether this Bill shall be re-committed.

No Bill to be committed after the Third Reading.

Their Lordships being resolved, That, by the Orders of this House, a Bill cannot be re-committed after the Third Reading;

The Bill was put to the Question, and, by most Voices, rejected.

A new Bill for Monopolies, &c.

A Committee was also named, to set down the Heads for drawing of a new Bill touching Monopolies, and Dispensations of Penal Laws, and Forfeitures thereof: videlicet,
