Sir Alex. Rigby's Bill.

The Earl of Stamford reported from the Lords Committees, to whom the Bill, intituled, "An Act to discharge Sir Alexander Rigby Knight from his Imprisonment; and vest his Estate and Effects in Trustees, for the Benefit of his Creditors," was committed: That they had considered the said Bill, and heard Counsel and Witnesses for the same, as also Counsel against some Part thereof; and that the Committee had gone through the said Bill, and directed him to report the same to the House, without any Amendment."

Pensioners for a Term of Years, not to sit in H. C. Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to disable any Person from being chose a Member of, or from sitting and voting in, the House of Commons, who has any Pension for any Number of Years from the Crown."

And, after some Time spent therein, the House was resumed.

And the Earl of Clarendon reported from the said Committee, "That they had gone through the Bill; and directed him to report the same to the House, without any Amendment."

Hackney Coaches, &c. Bill.

Whereas this Day was appointed, for the House to be in a Committee, to consider further of the Bill, intituled, "An Act for the better regulating Hackney Coaches, Carts, Drays, Cars, and Waggons, within the Cities of London and Westminster, and the Weekly Bills of Mortality; and for preventing Mischiefs occasioned by the Drivers riding upon such Carts, Drays, Cars, and Waggons:"

It is Ordered, That this House shall be put into a Committee, to consider further of the said Bill, Tomorrow.

Peace of The Highlands, to secure, Bill.

The Earl of Clarendon (according to Order) reported from the Committee of the whole House, to whom the Bill, intituled, "An Act for the more effectual securing the Peace of The Highlands in Scotland," [ (fn. 1) was committed;] the Amendments made by the Committee to the said Bill, as follows; (videlicet),

"Press 3. Line 26. after ["Time"], insert ["or oftener"].

"Pr. 4. L. 25. after ["nor"], insert ["of any Officers or their Assistants employed in the Execution of Justice; nor shall this Act be construed to"].

"L. 40. after ["Boroughs Royal"], insert ["be kept".]

"Pr. 5. L. 8. leave out the Words ["and sensible Men"].

"L. 9. after ["to"], insert ["keep or"].

"Pr. 9. L. 30. leave out ["Lord Justice General"].

Then the said Amendments, being read a Second Time by the Clerk, were severally agreed to by the House; except the Amendment in Press 5. L. 8. which was disagreed to.

Ordered, That the said Bill be read the Third Time To-morrow.

Forster and Mackintosh, Attainder, Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for the Attainder of Thomas Forster Junior Esquire and William Mackintosh Esquire (commonly called Brigadier Mackintosh) of High Treason."

Then the House being informed, "That some Persons were attending, in order to prove the Allegations of the Bill:"

They were called in.

And Robert Patten Clerk and William Calderwood were, upon Oath, at the Bar, severally examined; and gave the House an Account, "That the said Thomas Forster and William Mackintosh were not only in Arms, on the Part of the Rebels, during the late Rebellion; but also were the Commanders in Chief."

Then Bodenham Rouse was also examined, upon Oath, touching the Escape of the said Forster and Mackintosh out of Newgate.

And a Copy of the Indictment against them for High Treason, attested upon Oath to be true, being delivered in at the Bar:

The several Witnesses withdrew.

And the said Copy of the Indictment being read:

Ordered, That the said Bill be committed to a Committee of the whole House, To-morrow.

Clause in the Act of Sucession, concerning the Sovereign not going out of the Kingdom, to repeal, Bill.

Hodie 1a vice lecta est Billa, intituled, "An Act for repealing so much of the Act of the 12th and 13th Years of the Reign of King William the 3d, intituled, "An Act for the further Limitation of the Crown, and better securing the Rights and Liberties of the Subject," as enacts, "That no Person who should come to the Possession of the Crown shall go out of the Dominions of England, Scotland, or Ireland, without Consent of Parliament."

E. Macclesfield Attainder, to reverse, Bill.

After reading, and considering, the Report of the Judges, to whom the Petition of Elizabeth Lady Dowager Mohun Window, for Leave to bring in a Bill, was referred:

It is Ordered, That Leave be given to bring in a Bill, pursuant to the said Report.

Hodie 1a vice lecta est Billa, intituled, "An Act for the reversing and making void the Attainder of Charles Earl of Macclesfield, deceased."

Adjourn.
