Lords take the Oaths.

This Day the Lords following took the Oaths, and made and subscribed the Declaration, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes:

Also, Charles Lord Cornwallis took the Oaths, and made and subscribed the Declaration, and likewise took and subscribed the Oath of Abjuration, pursuant to the Statutes; his Lordship having first delivered a Certificate of his receiving the Sacrament; to the Truth whereof Witnesses were sworn and examined.

Bp. of Bath and Wells, further Time to answer.

The House being moved, "That George Lord Bishop of Bath and Wells may have further Time allowed him, for answering the Appeal of Thomas Dyke Esquire and others depending in this House; he being in the Country, and but lately served with the Order of this House for that Purpose:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Lord Bishop of Bath and Wells hath hereby Time allowed for answering the said Appeal until Monday the Second Day of May next; of which, Notice is forthwith to be given to the Appellants.

Standing Orders, Committee concerning, revived.

Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Committee appointed to consider of the Roll of Standing Orders of this House, and to report what Alterations they shall think proper to be made therein, be revived; and meet on Wednesday next, at Eleven a Clock.

Herriot's Hospital versus Hepburne.

Upon reading the Petition of the Gubernators of the Orphans Hospital, commonly called Herriot's Hospital, near to the City of Edinburgh, and of James Young their Treasurer; setting forth, "That, on the Twenty-second Day of June last, they preferred an Appeal to this House, complaining of an Interlocutor, or Sentence, of the Lords of Council and Session in Scotland, and the Affirmance thereof, whereunto Robert Hepburne was ordered to answer by the Third of August following; which he hath neglected to do;" and praying, "That the said Robert Hepburne may be ordered peremptorily to put in his Answer to the said Appeal, by a short Day, to be limited by this House:"

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Robert Hepburne may have a Copy of the said Appeal; and shall and he is hereby required to put in his Answer thereunto, in Writing, on or before Monday the Ninth Day of May next.

Lord Digby, for a Bill, to debar his Eldest Son from his Honour and Estate.

A Petition of William Lord Digby, in the Kingdom of Ireland, was presented to the House and read; setting forth; "That John Digby, his Eldest Son and Heir Apparent, did, in his Travels Abroad, contract a strange Phrenzy, or Disorder, which disposes him to the most horrid Mischief and Wickedness, and hath continued in this Condition for the Space of Four Years, behaving himself with the utmost Disrespect and Insolence to the Petitioner, frequently threatening his Life, and giving other evident Tokens of wicked Designs against his Person, though the Petitioner had never given him any Provocation, but treated him with all Tenderness and paternal Affection; and hath also made desperate Attempts on the Lives of other Persons, particularly in November last, at Bath, against his own Servant; and was thereupon confined by the Magistrates of that Place, and sent up to London, where he is still kept and confined: That he is next in Course to succeed to the Honour of Lord Digby Baron of Geashill in the said Kingdom, and a considerable Estate, by several Settlements, limited to him and the Heirs Male of his Body, with divers Remainders over: That the Petitioner hath Issue, besides the said John Digby, Three Sons and Six Daughters; and that there is little Likelihood that he will ever be cured or recover;" and praying, "That Leave may be given to bring in a Bill, for confining the Person of the said John Digby, and debarring him from the said Honour and Estate, and making some other reasonable Provision for him, in such Manner as to this House shall seem meet."

Ordered, That the said Petition be referred to the Lords following; who are appointed a Committee, to examine the Allegations thereof, and report their Opinion thereupon to the House; and have Power to send for Persons, Papers, and Records.

Memorandum, It was agreed (upon Motion) that the E. of Sunderland should be of this Committee, though his Lordship was not this Day present.
