PRAYERS.

Palmer's Petition referred to Judges.

Upon reading the Petition of Josbua Palmer Esquire; praying Leave to bring in a Bill, for enabling him to make long Leases for Sixty-one Years, upon advanced Rents, and without Fines, to such Persons as will engage in, and undertake building upon, the Lands and Grounds of the Petitioner:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition be referred to the Consideration of Mr. Justice Blencowe and Mr. Justice Tracy; who are forthwith to summon all Parties concerned in the Bill; and, after hearing them, are to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties that may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

French, further Time to answer Kirwan's Appeal.

Upon reading the Petition of Christopher French, Respondent to the Appeal of Sir John Kirwan and Simon Kirwan; praying, "That a Month's Time longer may be allowed, for putting in his Answer; he living One Hundred Miles from Dublin, and, by reason thereof, cannot have his Material Papers ready, to enable him to put in his Answer by the Time already appointed:"

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, that the Petitioner hath hereby Time allowed to put in his Answer to the said Appeal, till Friday the Sixteenth Day of March next.

Rebels speedy Trial, Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for the more easy and speedy Trial of such Persons as have levied, or shall levy War, against His Majesty."

The Question was put, "Whether this Bill, with the Amendments, shall pass?"

It was Resolved in the Affirmative.

Message to H.C. with Amendments to it.

A Message was sent to the House of Commons, by Mr. Hiccocks and Mr. Fellowes:

To acquaint them, that the Lords have agreed to the said Bill, with some Amendments, whereunto they desire their Concurrence.

D. Atholl's Estate and Honour, to vest in the Second Son, Bill.

Whereas Yesterday was appointed, for the House to be put into a Committee upon the Bill, intituled, "An Act for vesting the Honour and Estate of John Duke of Atholl in James Murray Esquire, commonly called Lord James Murray, after the Death of the said Duke."

Ordered, That the House be now put into a Committee thereupon.

Then the House accordingly was adjourned during Pleasure, and put into a Committee upon the said Bill.

And, after some Time spent therein, the House was resumed.

And the Earl of Clarendon reported from the said Committee, "That they had gone through the said Bill; and directed him to report the same to the House, without any Amendment."

Ordered, That the Bill be engrossed.

King's Answer to Address.

The Lord Chamberlain reported, "That the Lords with White Staves had (according to Order) presented to His Majesty the Address of this House of Yesterday; and that His Majesty was pleased to return this Answer; (videlicet,)

"I will, on this and all other Occasions, do what I think is most for the Honour of My Government and Safety of the Kingdom."

Guliker's Nat. Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for the Naturalization of Frederick Guliker."

Ordered, That the said Bill be committed to the Lords following:
