HODIE 2^a vice lecta est Billa, An Act to repeal One Branch of a Statute, intituled, An Act touching certain Politick Constitutions, made for Maintenance of the Navy, made in the Parliament holden at Westminster, the 12th Day of January, in the Fifth Year of our late Sovereign Lady Queen Elizabeth, Cap. Quinto.

And was referred to Committees: videlicet,

Appointed to meet on Wednesday, the 18th of July, by Eight of the Clock in the Morning, in the Little Chamber, near the Parliament Presence.

For Establishment of a School, Hospital, &c. by Mr. Sutton.

The Amendments and Proviso made and added by the Lower House to the Bill, intituled, An Act for the Explanation of a Proviso, or Branch of a Statute, contained in An Act of Parliament, made in the Years of the Reign of our Sovereign Lord King James, of Englande, France, and Irelande the Fourth, and of Scotland the Fortieth, intituled, An Act for the Establishment and Assurance of divers of the Possessions and Hereditaments of Ferdinando late Earl of Derbie, were the Third Time read, and allowed; and so the Bill Expedited.

To punish Sir Stephen Proctor.

Hodie 2^a vice lecta est Billa, An Act for the Punishment of Sir Stephen Procter, Knight, for divers Misdemeanors and Offences by him practised and committed.

Hereupon was opened to the House, a Petition exhibited by the said Sir Stephen Procter to this House, in bac verba: videlicet,

"To the Right Honourable the Lords Spiritual and Temporal of the Higher House of Parliament.

"The Humble Petition of Sir Stephen Procter, Knight, Prisoner in The Tower.

"Most humbly sheweth,

"Where there is a Bill preferred unto their Honourable Lordships, from the Lower House of Parliament, for very many heinous Offences supposed to be committed by the Petitioner, and thereby to lay very grievous Disgraces and perpetual Infamies upon him and his Posterity; and whereas also, upon his humble Petition to the said Lower House, to be heard by his Counsel, at the Committee there, it would not please them to admit him thereunto to speak any Thing in Answer or Defence of any Misdemeanor supposed to be by him committed, as by a special Order of the 22d of June last may appear; now forasmuch as, by the Justice of the Realm, which belongeth to every Subject, as Part of his Birth-right (God be blessed for it), few or none have been condemned and punished, in so high a Nature, upon naked Relations, without Oath, legal Trial, or Hearing of the Defendant to plead and prove for himself in lawful and just Defence what he may:

"Therefore, that it would please their Honourable Lordships to have Commiseration of the Petitioner's long and chargeable Imprisonment, and the grievous Disgraces, Damage, and Afflictions herein already sustained, tending to the utter Subversion of his Estate and Credit, without the great and wonted Clemency of their Honourable Lordships be herein towards the Petitioner extended i that he may be, by their Honourable Lordships, admitted to be heard, by himself and his Counsel, to speak unto the Points of the said Bill wherewith he is charged, before he be thereby utterly concluded; which he most humbly beggeth, in such Sort as to their grave Wisdom, and the Justice of that most Honourable House, shall be thought meet.

"And he shall daily pray. etc."

Sir Stephen Proctor to be heard in Person, and by his Counsel.

Hereupon it is generally Agreed, That the said Sir Stephen Proctor, the Petitioner, shall, on Tuesday, the 17th of July, be heard here in open House, as well in Person as by his Counsel, in the Afternoon; and, in the mean Time, the Prosecutors against him to have thereof Knowledge.

Bp. of Derry, Fullarton, and Montgomery's Naturalization.

Hodie 2^a vice lecta est Billa, An Act for Naturalizing the Reverend Father in God George Mountgomery, Lord Bishop of Derry, in Irelande, Sir James Fullarton, and Sir Hugh Montgomery, Knights, and Hugh and James Montgomery, Children of the said Sir Hugh Montgomery.

Message from the H.C. touching the Matters of Support and Purveyance.

Message from the Lower House, by Mr. Chancellor of the Exchequer and others: videlicet,

That the Knights, Citizens, and Burgesses of the House of Commons, do let their Lordships understand, That they are now ready to confer with their Lordships, touching the Matter of Support, and especially concerning the Matter of Purveyance, at such Time and Place as their Lordships shall appoint.

Answer.

Answer:

That their Lordships are well pleased to give them Meeting, and to have Conference as is moved, on Monday, the 16th of this Instant July, at Two of the Clock in the Afternoon, in the Painted Chamber, if it may stand with their Conveniency.
