The King, by the Lord Chancellor, signifies His Displeasure to the House, for the negligent Attendance of the Members. Ld. Chancellor exhorts the House to a strict Attendance.
THE Lord Chancellor (fn. 1) declared from the King, That His Majesty hath taken Notice of the slender Appearance here in the House Yesterday; and that He taketh it in ill Part that His Service in that Behalf is so much neglected.
Then his Lordship took Occasion, out of the Words of the Writ directed to every Earl and Baron, to shew the great Charge and Commandment of Attendance contained therein; and gravely pointed at the Greatness of the Contempt, which, by infringing thereof, is committed: Lastly, he touched the heavy Punishment, which, for such Contempts, hath been heretofore, and by Justice may be, inflicted upon Offenders in this Kind. He concluded with a grave Exhortation to the Lords, that, except in Case of Sickness, or other Necessity, they would not be absent from the House; affirming withall, that, in such Cases as aforesaid, the Excuse of any Peer, a Member of this House, is to be admitted.
Absent Lords excused.
The Absence of divers Earls, Bishops, and Barons, excused particularly by several Lords, for Sickness, and necessary Business; and for some it was alledged, they had Leave of Absence from His Majesty.
Assurance of Wentworth's Lands for certain Uses.
Hodie 2a vice lecta est Billa, An Act for the enabling of the Assurance of certain Lands, conveyed for the Portions of Three of the Daughters of John Wentwoorth, Esquire, and for the Confirmation of certain other Estates for Life, in other Lands, and to enable Sir Jo. Wentwoorth, Knight, to sell, etc. for the Payment of his Debts.
And was referred to Committees: videlicet,
Appointed to meet on Thursday, the 26th of this Instant April, at Eight of the Clock in the Morning, in the Little Chamber, near the Parliament Presence.
Tenures and Wardships.
The Lord Chancellor did put the Lords in Mind, That, by their Promise, before the Recess before Easter, they stand engaged to give Meeting to the Lower House, who (concerning the Matter of Tenures, and the Dependents thereon) required of them Consilium et Auxilium: And that this House, first understanding by such Committees whom they used to the King, what His Answer and Pleasure is in that Behalf, his Lordship thought it fit, if it so stand with the Liking of the House, that thereupon some Course be considered on, and Time appointed, with convenient Speed, to meet by Committees with the Committees of the Lower House.
Hereupon the Lord Treasurer delivered the Effect of His Majesty's Answer; and then it was Agreed, That To-morrow Morning the House will further consider and resolve in what Course to impart the same to the Lower House.
Message to the H. C. for Conference.
Message sent to the House of Commons, by Mr. Justice Foster, Dr. Hone, and Dr. Amy: That the Lords have had Consideration of that which by them was moved before Easter, and will, concerning the same, conser by Committees, with the Committees of that House, To-morrow in the Afternoon, at Two of the Clock, in the Painted Chamber, if it may stand with the Opportunity of that House.
Answer.
Answer, That they are willing accordingly to give their Lordships Meeting, at the Time and Place appointed.
Adjourn.
