An Act for the Naturalizing of John Steward, Esquire, Brother and Heir Apparent to Pattrick Earl of Orkney.

An Act for Confirmation of some Part of a Charter, granted by King Henry the Sixth, to the Mayor, Bailiffs, and Burgesses, of the Town of Southampton, and for Relief of the said Town. Returned, with their Allowance of the Proviso added by the Lords.

A Petition of the Inhabitants of Guernsey and Jersey, praying Relief against the Act lately passed concerning the Town of Southampton.

Whereas this Day a Petition hath been presented to the Lords Spiritual and Temporal, in the Higher House of Parliament, in the Behalf of the Inhabitants of the Isles of Jerzey and Guernsey, by Occasion of the Bill passed for the Town of Southampton; by which Bill the Petitioners thought the said Inhabitants to be prejudiced in the Liberties and Privileges that heretofore they have had in the said Town of Southampton: The Tenor of which Petition followeth, in these Words:

"Whereas, in Her late Majesty's Time, Complaint was made to the Lords of the most Honourable Privy Council, by the Inhabitants of the said Isles, that, contrary to their ancient Privileges, the Mayor and Burgesses of Southampton offered to constrain the Merchants of the said Isles to sell their Wares and Merchandizes only to the said Mayor and Burgesses; the Examination of which Cause being referred to the Right Honourable the late Lord Treasurer of England and others, a final Agreement and Order therein was by them set down, expressing, That the said Inhabitants might, for Two prefixed Days in the Week, in certain Places there expressed, utter and sell their said Merchandizes unto any Man that should resort thither; because there is, at this present, an Act of Parliament to be confirmed by His Majesty unto the said Mayor and Burgesses, which might be prejudicial unto the said Agreement and Order, to the great Damage of the said Inhabitants, which in all ancient Times, have made their chiefest Resort and Trade of Merchandize into the foresaid Town, to the general Benefit of the same; it is most humbly desired, that, notwithstanding the said Act, it be provided, That the foresaid Agreement and Order, for their former Liberties and Privileges, may stand still in Force, and be continued; and to that Purpose, before His Majesty's final Allowance of the foresaid Bill, the Mayor and Burgesses of the said Town, which are now present in the City, may promise and take upon them the full Performance of the same."

Guernsey and Jersey Men to enjoy their Privileges in Southampton, notwithstanding the Act lately passed.

This Petition having been read in the House, it was Ordered, That the Lords Committees upon the said Bill for Southampton should forthwith retire into the Outward Chamber, where as well the Parties that presented the Petition, as also the Mayor and divers of the Burgesses of the Town of Southampton, did then attend, and should deal with the said Mayor and Burgesses (according to the Effect of the Petition) to promise and undertake, for themselves, and for the rest of the Burgesses of the said Town, that any former Liberties and Privileges (which may be thought to be impeached by this Act) granted heretofore, and agreed to the Inhabitants of the said Isles, shall be continued, and made good unto them, notwithstanding the said Act, or any Thing therein contained; whereunto the Mayor and Burgesses did willingly assent, and have undertaken the Performance thereof, by their Promise given to the Lords Committees, to be by them signified and reported to the House; which being done accordingly by the Lords Committees, Order was thereupon given for this Remembrance to be made thereof in the Journal Book of Parliament.
