A Message was brought from the House of Commons, by Sir Gilbert Dolben and others:

With a Bill, intituled, "An Act to enable Artbur Earl of Anglesey and Henry Hyde Esquire, commonly called Henry Viscount Hyde, to take in England the Oath of Office, as Vice Treasurer and Receiver General, and Paymaster General, of all Her Majesty's Revenues in Her Kingdom of Ireland; and to qualify themselves in England for the legal Enjoyment of their said Office;" to which they desire the Concurrence of this House.

Also, a Message was brought from the House of Commons, by Sir Thomas Hanmer and others:

To return the Bill, intituled, "An Act for the establishing a Purchase of certain Fee-farms, Lands, and Hereditaments, in the Kingdom of Ireland, made by Sir Alexander Cairnes Baronet, of his Grace James Duke of Ormonde, in Pursuance of a Power given him by an Act of Parliament passed in this Kingdom in the Twelfth Year of His late Majesty's Reign, notwithstanding an Act passed in Ireland in the Ninth Year of the Reign of Her present Majesty, or a Deed, dated the Five and Twentieth of April One Thousand Seven Hundred and Ten, therein mentioned;" and to acquaint this House, that they have agreed to the same, with some Amendments, whereunto they desire their Lordships Concurrence.

Then the said Amendments, being read Thrice, were agreed to; and Ordered, That the Commons have Notice thereof.

E. Anglesey and V. Hyde, to qualify as Vice Treasurers of Ireland, Bill:

Hodie 1^a, 2^a, & 3^a vice lecta est Billa, intituled, "An Act to enable Arthur Earl of Anglesey and Henry Hyde Esquire, commonly called Henry Viscount Hyde, to take in England the Oath of Office, as Vice Treasurer and Receiver General, and Paymaster General, of all Her Majesty's Revenues in Her Kingdom of Ireland; and to qualify themselves in England for the legal Enjoyment of their said Office."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

L. V. Cullen's Bill.

After reading, and considering, the Report of Mr. Baron Price and Mr. Justice Dormer, to whom was referred the Bill, intituled, "An Act for enabling Charles Lord Viscount Cullen to sell the Manor and Advowson of the Church of Elmesthorp, in the County of Leicester, for the Payment of his Debts:"

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the said Bill be read a Second Time.

Hodie 2^a vice lecta est Billa, intituled, "An Act for enabling Charles Lord Viscount Cullen to sell the Manor and Advowson of the Church of Elmesthorp, in the County of Leicester, for the Payment of his Debts."

Her Majesty, being seated on Her Royal Throne, adorned with Her Crown and Regal Ornaments, attended with Her Officers of State (the Lords being in their Robes), commanded the Deputy Gentleman Usher of the Black Rod, to let the House of Commons know, "That it is Her Majesty's Pleasure, they attend Her presently, in the House of Peers."

Who being come, with their Speaker; he, after a short Speech to Her Majesty, in relation to the Money Bills to be passed, delivered them to the Clerk of the Parliaments, who brought them to the Table; where the Clerk of the Crown read the Titles of them, as also the Titles of the other Bills to be passed, severally, as follow; (videlicet,)

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That this House shall be put into a Committee on the said Bill, on Tuesday next, the First Business.

Williams, a Negroe, Bill.

Whereas this Day was appointed for the House to be in a Committee, on the Bill, intituled, "An Act for enabling John Williams (a Free Negroe of the Island of Jamaica), his Wife and Children (bred up in the Religion of the Church of England, and naturalized), to be Witnesses in Civil Cases; and that no Slaves may be Evidences against them; and that they, on all Occasions, in the said Island, and in other Her Majesty's Plantations, may be tried by a Jury, as other Her Majesty's Subjects are to be tried:"
