E. Rivers takes the Oaths.

This Day Richard Earl Rivers took the Oaths, and made and subscribed the Declaration, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes; having first delivered a Certificate of his receiving the Sacrament, and his Witnesses sworn and examined to the Truth thereof.

Lottery Bill:

Hodie 3^a vice lecta est Billa, intituled, "An Act for reviving, continuing, and appropriating, certain Duties upon several Commodities to be exported, and certain Duties upon Coals to be Water-born and carried Coast-wise; and for granting further Duties upon Candles for Thirty-two Years, to raise Fifteen Hundred Thousand Pounds, by Way of a Lottery, for the Service of the Year One Thousand Seven Hundred and Eleven; and for suppressing such unlawful Lotteries, and such Insurance Offices, as are therein mentioned."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

Message to H. C. that the Lords agree to it.

A Message was sent to the House of Commons, by Mr. Rogers and Mr. Orlebar:

To let them know, that the Lords have agreed to the said Bill, without any Amendment.

Message from thence, with a Bill.

A Message was brought from the House of Commons, by Mr. Moncton and others:

With a Bill, intituled, "An Act for the Preservation of White and other Pine Trees, growing in Her Majesty's Colonies of New Hampshire, The Massachusets Bay, and Province of Main, Rhode Island, Providence Plantation, The Narraganset Country or King's Province, and Connecticut, in New England; and New York, and New Jersey, in America, for the masting Her Majesty's Navy;" to which they desire the Concurrence of this House.

Records in Offices, Committee to consider of the Method of keeping.

The House being moved, "To appoint a Committee, to consider the Method of keeping Records and Public Papers in Offices:"

Lords Committees were appointed, to consider of the Method of keeping Records and Public Papers in Offices, and what may be proper to remedy what shall be found to be amiss; whose Lordships, having considered thereof, and heard such Persons concerning the same as they shall think fit, are afterwards to report their Opinion, from Time to Time, to the House: And the said Committee have hereby Power to appoint a Sub-committee, to consider thereof, and inspect such Offices and Records as they shall think fit; and report to the Grand Committee.

Their Lordships, or any Five of them; to meet To-morrow, at Ten a Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and afterwards to meet when, where, and as often as, they please.

The House was adjourned during Pleasure, to robe.

The House was resumed.

Queen presents:

Her Majesty, being seated on Her Royal Throne, adorned with Her Crown and Regal Ornaments, attended with Her Officers of State (the Peers being in their Robes), commanded the Gentleman Usher of the Black Rod to let the House of Commons know, "That it is Her Majesty's Pleasure, they attend Her presently, in the House of Peers."

Who being come, with their Speaker; he, after a short Speech to Her Majesty, delivered the Lottery Bill to the Clerk of the Parliaments, who brought it to the Table; where the Clerk of the Crown read the Title of that and the other Bill to be passed, as follows; (videlicet,)

Bills passed.

"1. An Act for reviving, continuing, and appropriating, certain Duties upon several Commodities to be exported, and certain Duties upon Coals to be Water-born and carried Coast-wise; and for granting further Duties upon Candles for Thirty-two Years, to raise Fifteen Hundred Thousand Pounds, by Way of a Lottery, for the Service of the Year One Thousand Seven Hundred and Eleven; and for suppressing such unlawful Lotteries, and such Insurance Offices, as are therein mentioned."

To this Bill the Clerk of the Parliaments pronounced the Royal Assent, in these Words; (videlicet,)

"2. An Act for the Sale of the Barton and Farm of Pollesloe, in the County of Devon, late the Estate of Sebastian Isaack Esquire, deceased, for discharging Incumbrances thereupon; and for Distribution of the Surplus Money."

To this Bill the Clerk of the Parliaments pronounced the Royal Assent, in these Words; (videlicet,)

"Soit fait come il est desiré."

Then Her Majesty was pleased to withdraw; and the Commons returned to their House.

The House was adjourned during Pleasure, to unrobe.

The House was resumed.

Book called, "Political State, &c." Printers examined:

Then John How and Thomas Wilmore attending (according to Order), they were called in; and being examined, in relation to the Pamphlet, intituled, "The Political State of Great Britain; containing an impartial Account of the most important and remarkable Transactions, Changes in the Ministry, and Proceedings in Parliament and Convocation, &c." they withdrew.

Boyer examined:

Then Abell Boyer was also called in, and examined touching the said Pamphlet.

And, being withdrawn, the following Order was made:

"Whereas Abell Boyer, having, at the Bar, owned himself to be the Compiler of the Pamphlet, intituled, "The Political State of Great Britain; containing an impartial Account of the most important and remarkable Transactions, Changes in the Ministry, and Proceedings in Parliament and Convocation, &c." in which an Account is pretended to be given of the Debates and Proceedings of this House: It is therefore Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Gentleman Usher of the Black Rod attending this House, his Deputy or Deputies, do forthwith attach the Body of the said Abell Boyer, and keep him in safe Custody until further Order of this House; and this shall be a sufficient Warrant on that Behalf.

"To Sir William Oldes, Gentleman Usher of the Black Rod attending this House, his Deputy or Deputies, and every of them."

Yard's Petition referred to Judges.

Upon reading the Petition of Joan Yard Widow, Mother and Guardian of Gilbert Yard, Henry Yard, and Joan Yard, Infant Children of her the said Joan, by Gilbert Yard, late of Bradley, in the County of Devon, Esquire, deceased, and of John Harris Gentleman, on Behalf of the said Infant Children; praying Leave to bring in a Bill, to enable Trustees to cut and sell a convenient Number of Timber Trees, and to apply the Money in Ease and Discharge of the Lands called The Market-Place; and to sell the Residue of the Lands and Premises in the Petition mentioned, for Payment of Debts and Portions; and settling the Overplus for the Benefit of the Heir at Law:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Consideration of the said Petition shall be, and is hereby, referred to the Lord Chief Justice of the Court of Queen's Bench and Mr. Justice Tracy; who are forthwith to summon all Parties concerned in the Bill; and, after hearing them, to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties that may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

Brideoak's Petition referred to Judges.

Upon reading the Petition of Richard Brideoak Esquire and Elizabeth his Wife, Dorothy Webb Widow, Robert Cony Doctor in Physic, William Baker, the Right Reverend Father in God William Lord Bishop of Oxford, Francis Corbet Gentleman, James Beale, and divers others, Freeholders, Landholders, and Commoners, within the Manor of Hook-Norton, in the County of Oxford; praying Leave to bring in a Bill, for Sale of some Part of the Estate in the Petition mentioned, to answer the Purposes therein set forth; and to confirm an Agreement for dividing Hook-Norton Warren, and enclosing their Common there, in such Manner as this House shall think fit:

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Consideration of the said Petition shall be, and is hereby, referred to the Lord Chief Justice of the Court of Common Pleas and Mr. Justice Tracy; who are forthwith to summon all Parties concerned in the Bill; and, after hearing them, to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties that may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.
