Prayers.

The Lords Commissioners, being seated on a Form placed between the Throne and the Woolsack; the Lord Keeper of the Great Seal of England in the Middle; the Lord Archbishop of Canterbury, the Lord Great Chamberlain, and the Earl of Cholmondeley, on his Right Hand; and the Lord Chamberlain and the Earl of Bradford on his Left Hand; commanded the Deputy Gentleman Usher of the Black Rod to go to the House of Commons, and let them know, "That the Lords desire them to come, and hear Her Majesty's Commission read."

Who being come, with their Speaker; the Lord Keeper acquainted them to the Effect following; (videlicet,)

"My Lords, and Gentlemen,

"Her Majesty having been pleased to issue Her Royal Proclamation, containing Her Majesty's Declaration, "That it is expedient, that the Lords of Parliament of England, and Commons of the present Parliament of England, should be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England:" I am to acquaint you, that Her Majesty has thought fit, by Virtue of a Commission under the Great Seal of England, to authorize us, among other Lords in the Commission named, to cause the said Proclamation, being likewise under the Great Seal of England, to be read to you in this Place, as the most proper Use that can be made of this Meeting."

Then the Lord Keeper commanded the said Commission to be read.

Then the Queen's Proclamation, containing Her Majesty's Declaration, was also read, as followeth; (videlicet,)

Proclamation, containing a Declaration, that the present Parliament shall constitute the First Parliament of Great Britain, on the Part of England.

"By the QUEEN.

"A Proclamation, containing Her Majesty's Declaration,

"That it is expedient that the Lords of Parliament of England, and Commons of the present Parliament of England, should be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England.

"ANNE R.

"Whereas, by the Two and Twentieth Article of the Treaty of Union of the Two Kingdoms of England and Scotland, as the same have been ratified and confirmed by Two Acts of Parliament, the one passed in the Parliament of England, the other in the Parliament of Scotland; it is agreed, that if We, on or before the First Day of May next, on which Day the Union is to take Place, should declare, under the Great Seal of England, that it is expedient, that the Lords of Parliament of England, and Commons of the present Parliament of England, should be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England; then the said Lords of Parliament of England, and Commons of the present Parliament of England, should be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England; and that, the Time and Place of the Meeting of the First Parliament of Great Britain being appointed by Us, by Our Royal Proclamation under the Great Seal of Great Britain, the Lords of Parliament of England, and the Sixteen Peers of Scotland, who are, by Virtue of the Articles of Union, to sit and vote in the House of Lords, and the Members of the House of Commons of the said Parliament of England, and the Five and Forty Representatives of Scotland, in the House of Commons of the Parliament of Great Britain, should assemble and meet respectively, in the respective Houses of the Parliament of Great Britain, at such Time and Place as should be so appointed by Us, and should be the Two Houses of the First Parliament of Great Britain; and We, having taken into Our Royal Consideration the present Circumstances of Affairs, do judge it to be for the Good of Our Kingdoms, that the Lords of Parliament of England, and the Commons of the present Parliament of England, should be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England. And We do, pursuant to the said Articles of Union, hereby declare, under Our Great Seal of England, that it is expedient, that the Lords of Parliament of England, and Commons of the present Parliament of England, which now stands prorogued to the Thirtieth Day of this Instant April, should be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England; and the Lords of Parliament of England, and Commons of the present Parliament of England, are accordingly to be the Members of the respective Houses of the First Parliament of Great Britain, for and on the Part of England.
