Hinxman's Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act to enable Joseph Hinxman, of North Hinton, in the County of Southampton, Esquire, to sell some Estates in Andover, in the said County; and for the settling other Estates, in Christ-church Twyneham, in the said County, of a better Value, to the same Uses."

ORDERED, That the Consideration of the said Bill be committed to the Lords present this Day.

Their Lordships, or any Five of them, to meet the next Day the House sits after Christmas, at Ten a Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and to adjourn as they please.

State of the Nation, with regard to Scotland:

The House, pursuant to the Order of the Sixth Instant, was adjourned during Pleasure, and put into a Committee to consider of the State of the Nation, in Reference to Scotland; and of proper Heads for a Bill, or Bills, pursuant to the Agreement of the House, with the Opinion of the Committee.

After Debate, the House was resumed.

And the Earl of Sunderland reported,

Heads for Bills to prevent the ill Effects of Laws lately passed there.

"1. That it is the Opinion of this Committee, That One proper Head for a Bill, or Bills, to prevent the ill Effects of the Acts of Parliament lately passed in Scotland, is to empower Her Majesty to nominate and appoint Commissioners on the Part of England, to treat of a perfect and entire Union with Scotland, with such Commissioners as shall be appointed on the Part of Scotland, so as such Power be not executed till an Act of Parliament for that Purpose be first passed in Scotland.

"2. That it is the Opinion of this Committee, That another proper Head for the said Bill, or Bills, is, That, from and after a Day to be appointed, no Subject of Scotland (except such as are now settled Inhabitants in England or Ireland, or any of Her Majesty's Plantations, and shall so continue, or such as are now employed in Her Majesty's Fleet or Army) shall have any of the Freedoms or Privileges of Englishmen, until such Time as a perfect and entire Union be settled between the Two Kingdoms, or the Succession to the Crown of Scotland shall be declared and settled, by Act of Parliament in Scotland, in the same Manner the same is settled in England.

"3. That it is the Opinion of this Committee, That another proper Head for a Bill, or Bills, is, That, from and after Day to be appointed, no Cattle nor Sheep be brought from Scotland into England or Ireland, under Pain of Forfeiture of the same, until such Time as a perfect and entire Union be settled between the Kingdoms, or the Succession to the Crown of Scotland, shall be declared and settled by Act of Parliament in Scotland, in the same Manner the same is settled in England.

"4. That it is the Opinion of this Committee, That another proper Head for the said Bill, or Bills, is, That the Lord High Admiral of England, or the Commissioners of the Admiralty for the Time being, be required to give Instructions to the Commanders of all Her Majesty's Ships, to seize on all Scotch Ships trading with Her Majesty's Enemies; and that a certain Number of Ships be appointed, to cruize in proper Stations for that Purpose.

"5. That it is the Opinion of this Committee, That another proper Head for the said Bill, or Bills, is, That some further Provision be made, to prevent the exporting of Wool from England or Ireland to Scotland."

To which the House agreed; and ordered as follows:

"It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Judges do prepare and bring in a Bill, with all convenient Speed, upon the Three first Heads agreed to this Day in Reference to Scotland; and also another Bill, upon the Two other Heads agreed to, relating to the same Matter.

"It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That this House shall be put into a Committee again, to consider further of the State of the Nation, in Reference to Scotland, on Friday the Fifteenth Day of this Instant December, at Twelve a Clock."
