Lords take the Oaths.
The Lords following took the Oaths, and made and subscribed the Declaration, pursuant to the Statute:
Charles Duke of St. Albans.
Evelyn Earl of Kingston.
John Earl of Marlborough.
William Lord North.
State of the Fleet, Heads for an Address upon.
Upon Report made by the Earl of Rochester, from the Lords Committees appointed to consider of the State of the Fleet; and Debate thereupon:
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Lords Committees do draw an Address, to be presented to His Majesty, upon the following Heads; (videlicet,)
"1. That the King will be pleased to declare, That all such Seamen as are out upon Recalls, shall have their Recalls paid them upon their Return to His Majesty's Service.
"2. That such able Seamen as are not out on Recalls, and shall voluntarily come in and enter themselves in His Majesty's Service within . . . . . . . . shall have Six Weeks Pay Gratis, as Bounty-money.
"3. That a Flag Officer be sent down, to take Care of the speedy Manning of the Fleet, and from Time to Time give an Account thereof to His Majesty; and that His Majesty will be pleased to use such other Methods as He shall think proper for the speedy fitting out the Fleet."
