Walrond's Bill.

The Earl of Stamford reported from the Committee, the Bill, intituled, "An Act to enable Humphry Walrond Gentleman to sell Part of his Estate, for the making Provision for his Eldest Son, and Elizabeth his Daughter (who are Lunatics), and Payment of his Debts, and raising Portions for his other Children," as fit to pass, with some Amendments.

Which were read Twice, and agreed to; and the Bill ordered to be engrossed, with the said Amendments.

Hull Work-houses, &c. Bill.

The Lord Howard of Escrick reported from the Committee, the Bill, intituled, "An Act for erecting Workhouses and Houses of Correction, in the Town of Kingston upon Hull, for the Employment and Maintenance of the Poor there," as fit to pass, without any Amendment.

Hodie 3^a vice lecta est Billa, intituled, "An Act for erecting Work-houses and Houses of Correction in the Town of Kingston upon Hull, for the Employment and Maintenance of the Poor there."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

ORDERED, That the Commons have Notice, the Lords have agreed to the said Bill, without any Amendment.

Goudet & al. Order for Witnesses:

Upon reading the Petition of John Goudet, David Barrau, Stephen Seignoret, Reney Baudowin, Nicholas Santiny, and Peter Diharce, Merchants, and John Pearse Gentleman; praying, "That they may have Orders for "Witnesses upon their Trials."

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Petitioners may have Orders for Witnesses, as desired.

Seignoret, Order for Papers.

Upon reading the Petition of Stephen Seignoret Merchant; praying, "That a Report, and some other Papers, transmitted to the Treasury by the Commissioners of the Customs, relating to Compositions made by the Petitioner for Importation of French Silks, may be laid before this House:"

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That one of the Clerks of the Treasury at Whitehall do attend, at the Trial of Stephen Seignoret, with the said Report and Papers, on Thursday next, at Eleven of the Clock.

Longueville, Counsel assigned.

Upon reading the Petition of Peter Longueville; praying, "That Sir Bartholomew Shore and Mr. Northy may be permitted to be Counsel for the Petitioner, upon his Trial:"

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That Sir Bartholomew Shore and Mr. Northy shall be permitted to be Counsel for the Petitioner at his Trial, as desired.

Impeachments, Report about Proceedings upon.

Upon Report made by the Earl of Stamford, from the Lords Committees appointed to consider of the Method of receiving Impeachments:

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Consideration of the Message brought Yesterday from the House of Commons, desiring a convenient Place may be appointed for the Managers of the Impeachments against John Goudet and others, as is usual, shall be, and is hereby, referred to the Lords Committees appointed to consider of the Method of receiving Impeachments; who are to meet To-morrow, at Ten of the Clock in the Forenoon; and, having inspected the Journals, are to report what they find hath been done in like Cases.

A Message was sent to the House of Commons, by Sir Miles Cooke and Sir John Hoskyns:

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the House shall be put into a Committee upon the Bill, intituled, "An Act for naturalizing Hillary Reneu and others," on Friday the Tenth Day of this instant June, at Eleven of the Clock, the First Business.

Merchants against the Bill for improving the Trade to Russia:

After hearing this Day several Merchants, upon their Petition, against the Bill, intituled, "An Act for encouraging and improving the Trade to Russia;" as also Counsel for the Russia Company, for the said Bill.

Proposals from the Russia Company.

A Proposal was offered, from the Company, by the Lord Lawarr:

Which was read, as follows; (videlicet,)

"The Russia Company, being ambitious to answer your Lordships Expectations, in furthering and promoting the Tobacco Contract that some Merchants have lately made with the Emperor of Russia, do humbly offer to your Lordships these following Proposals:

"First, The Russia Company will readily, whensoever it is demanded, give a general License to those Persons that have subscribed, or shall hereafter subscribe to, or be otherwise concerned in, the abovementioned Tobacco Contract, to transport to Archangell, at any Time hereafter, what Quantity of Tobacco they shall think sit; the said Tobacco Subscribers, and all Persons that are or may be concerned therein, paying only to the Russia Company, for the said License, the small Sum of Five Hundred Pounds, and One Per Cent. according to the Custom-house Book of Rates, for all the Goods they shall import from Archangell to England, as now is paid upon all Russia Goods from The Narve by Unfreemen.

"Secondly, The Russia Company do humbly propose, that Two or Three of the Managers of the Tobacco Trade may be obliged to enter the Goods they import from Archengell, with the Treasurer of the Russia Company; making Oath, before a Justice of Peace, that the Goods so entered are the Produce only of their Tobacco, and of no other Trade or Traffic whatsoever.

"Thirdly, If any particular Merchant of them, or others, desires to be admitted into the Freedom of the Company for the Trade in general; in such Case, they shall be admitted for the usual Fine of £. 50.

The Russia Company have directed me to assure your Lordships, that they do oblige themselves, to all Intents and Purposes, to perform the foregoing Proposals, whensoever the Subscribers to the aforesaid Tobacco Contract shall desire it; they not doubting in the least but that your Lordships great Wisdom and Justice will protect them in their Franchises and Privileges, that have been established by Act of Parliament, and enjoyed by them for about One Hundred and Forty Years last past, without any just Complaint.

Then, the Merchants and Russia Company being called in again, the Merchants were told, by Order of the House, "That the Proposal (for what appears at present) seems reasonable; and that the House will take up the Consideration of the said Bill on Wednesday Sevennight."
