The First Business was, reading the Commission following:

Sir R. Atkins, C. Baron, Commission to be Speaker.

"William and Mary, by the Grace of GOD, King and Queen of England, Scotland, France, and Ireland, Defenders of the Faith, to Our Trusty and Wellbeloved Sir Robert Atkins, Knight of the Order of the Bath, and Chief Baron of Our Court of Exchequer, Greeting: Know ye, that We, trusting in your approved Fidelity, Wisdom, and Discretion; and to the End such Matters and Business as to the Place and Room usually supplied by the Lord Chancellor or Lord Keeper of the Great Seal of England in Our Upper House of Parliament may be in all Things executed as appertaineth in the said House of this present Parliament now to be holden at Westminster, the Twentieth Day of this Instant Merch, amongst the Lords Spiritual and Temporal there assembled, as by the said Lord Chancellor or Lord Keeper hath been accustomed; We have named and appointed, and by these Presents do constitute, name, and authorize you, from Day to Day, and from Time to Time, hereafter, during Our Pleasure, to use, occupy, and supply, the said Room and Place of the said Lord Chancellor or Lord Keeper, in Our said Upper House of Parliament, amongst the said Lords Spiritual and Temporal there to be assembled, and then and there to do and execute all such Things as the said Lord Chancellor or Lord Keeper of the Great Seal should or might in that Behalf do, if he were there personally present, using and supplying the same Room: Wherefore We will and command you, the said Sir Robert Atkins, to attend and execute the Premises with Effect; and these Our Letters Patents shall be your sufficient Warrant and Discharge for the same in every Behalf. In Witness whereof, We have made these Our Letters to be made Patent.

Witness Ourselves, at Westminster, the Eighteenth Day of March, in the Second Year of Our Reign.

After the Reading whereof, the Speaker took his Place upon the Woolsack.

PRAYERS.

King present.

His Majesty ascended His Throne, being adorned with His Royal Crown, and cloathed with His Robes of State; and then commanded the Gentleman Usher of the Black Rod to give the Commons Notice, "That it was His Pleasure, that they attend Him presently."

The Commons being come; His Majesty commanded the Speaker to make this short Speech; (videlicet,)

Commons direcrent to choose a Speaker.

"Gentlemen; and you the Knights, Citizens, and Burgesses of the House of Commons;

"His Majesty commands you to repair to the usual Place where the House of Commons sit; and that you there proceed to the Choice of a Speaker. And His Majesty further commands, that you be ready to present your Speaker to him, for His Majesty's Approbation here, To-morrow Morning."

Then His Majesty withdrew; and the Commons went to their House.

Lords take the Oaths.

Then these Lords following took the Oaths, and subscribed the Declaration, pursuant to the Statute in that Behalf made:

Ld. Keveton introduced;

This Day Peregrine Osborne Baron of Keveton was introduced, between the Lord Delawar and the Lord Grey of Ruthin; the Herald going before. He presented his Writ of Summons on his Knee to the Speaker, and he gave it to the Clerk, who read it as followeth:

"Gulielmus & Maria, Dei Gratia, Angliæ, Scotiæ, Franciæ, & Hiberniæ Rex & Regina, Fidei Defensores, &c. Prædilecto & Fideli Nostro Peregrino Osborne Kiveton Chr. Salotem: Cum nuper, de Avisamento & Assensu Concilii Nostri, pro quibusdam arduis & urgentibus Negotiis, Nos, Statum & Defensionem Regni Nostri Angliæ & Ecclesiæ Anglicanæ concernen. quoddam Parliamentum Nostrum apud Civitatem Nostram Westm. Vicesimo Die instantis Martii, teneri ordinaverimus, & ibidem, cum Prælatis, Magnatibus, & Proceribus dicti Regni Nostri Colloquium habere & Tractatum; vobis, sub Fide & Ligeantia quibus Nobis tenemini, firmiter injungend. mandamus, quod, consideratis dictorum Negotiorum Arduitate & Periculis imminentibus, cessante Excusatione quacunque, ad dictum Parliamentum Nostrum personaliter intersitis, Nobiscum, ac cum Prælatis, Magnatibus, & Proceribus prædictis, super dictis Negotiis tractatur. vestrumque Consilium impensur. Et hoc, sicut Nos & Honorem Nostrum, ac Salvationem & Defensionem Regni & Ecclesiæ præd. Expeditionemque dictorum Negotiorum diligitis, nullatenus omittatis.

Testibus Nobis ipsis, apud Wesm. XIIII Die Martii, Anno Regni Nostri Secundo.

and takes the Oaths.

And then he was placed on the Barons Bench in his Father's Barony; and then came to the Clerk's Table, and took the Oaths, and made the Declaration, pursuant to the Statutes in that Behalf made.
