M. de Halyfax Speaker pro Tempore.

Bill to take away the Court of the Marches of Wales.

The Lord Cornwallis reported at large, the Proceedings of the Committee for the Bill for taking away the Court holden before the President and Council in the Marches of Wales; and told the House, "That the Committee have made small Amendments therein, and have added a Proviso to the said Bill, which the Committee left to the Consideration of the House."

The House, understanding that His Majesty was putting on His Robes in the Prince's Lodgings, caused the House to be adjourned during Pleasure; which being done, the Lords attended upon the King.

King present.

His Majesty, being in His Royal Throne, adorned with His Regal Crown and Robes (the Peers being likewise in their Robes), gave Order to the Gentleman Usher of the Black Rod, to signify His Pleasure to the House of Commons, "That they attend Him presently."

Who being come, with their Speaker; His Majesty was pleased to make the following Speech:

His Majesty's Speech.

"My Lords and Gentlemen,

"The Time of the Year being so far advanced, and there being several Acts yet to be passed for the Safety and Settlement of the Nation, I desire you would expedite them as soon as you can; it being necessary there should shortly be a Recess, both that I may be at Liberty to pursue the Business of Ireland with all possible Vigour, and that the Members of both Houses may repair to their several Countries, to secure the Peace, and to put the Militia into some better Posture.

"I am very sensible of the Zeal and good Affection, which you, Gentlemen of the House of Commons, have shewed to the Public, in giving those Supplies you have done already. And I do not doubt but, from the same Inducements, you will be ready to give more, as the Occasions require; which, I must let you know, will be sooner perhaps than you may expect, because the necessary Expence of this Year will much exceed the Sums you have yet provided for it.

"And, that you may make the truer Judgement in that Matter, I am very willing you should see how all the Monies have been hitherto laid out; and, to that End, I have commanded those Accompts to be speedily brought to you, by which you will see how very little of the Revenue has been applied to any other Use than that of the Navy and Land Forces.

"I must remind you of making an effectual and timely Provision of the Money for The States of Holland; and I doubt not but you will take Care to see a fitting Revenue settled for Myself.

"My Lords and Gentlemen,

"I will add no more, but to recommend earnestly to you to avoid all Occasions of Dispute or Delay, at a Time that requires Union and Vigour in your Counsels, upon which the Preservation of all that is dear to us doth so much depend. And I do promise, that nothing shall ever be wanting on My Part, which may contribute towards it."

This being ended, His Majesty withdrew into the Prince's Lodgings.

Then the House was resumed.

His Majesty returned without His Robes, and sat in His Chair.

Bill to take away the Court of the Marches of Wales.

The House resumed the Debate, upon the Bill for taking away the Court of the Marches of Wales.

And, after Debate,

The Question was put, "Whether this Bill shall be re-committed?"

It was Resolved in the Negative.

Memorandum, His Majesty withdrew before the abovesaid Question was put.

Then the Amendments and Proviso were read Twice, and Agreed to by the House.

Hodie 3^a vice lecta est Billa, "An Act for taking away the Court holden before the President and Council in the Marches of Wales."

The Question being put, "Whether this Bill, with the Amendments and Proviso now read, shall pass for a Law?"

It was Resolved in the Affirmative.

Message to H. C. with it.

A Message was sent to the House of Commons, by Sir Miles Cooke and Mr. Metwin:

To deliver to them the Bill for taking away the Court in the Marches of Wales; and to let them know, that this House agrees to the said Bill, with the Amendments and Proviso.

Message from thence, with a Bill.

A Message was brought from the House of Commons, by Sir Robert Davers and others;

Who brought up a Bill, intituled, "An Act to enable Thomas Chettell Esquire, to sell Part of his Estate, for Payment of his Debts, and making Provision for his Wife and Children;" to which their Lordships Concurrence is desired.

Thanks to the King, for His Speech.

ORDERED, That the Lords with the White Staves do present the humble Thanks of this House to His Majesty, for His Gracious Speech this Day; and to desire that He will be pleased to give Order for the printing the same.

L. Ch. Baron versus Commissioners of the Great Seal, for appointing Keck to be Receiver of Writs of Dedimus Potestatem.

Whereas, in the Petition of Sir Robert Atkins, Knight of the Bath, and Chief Baron of His Majesty's Court of the Exchequer, he complaineth, "That Sir Anthony Ketck and Sir Wm. Rawlingson, Lords Commissioners of the Great Seal of England, have appointed one Samuel Keck Gentleman to be the Receiver of all the Writs of Dedimus Potestatem, and to receive the Fees due to the Judges, without the Consent of the Petitioner, which he conceives to be a Breach of his Privilege; whereupon it was the 17th of June Instant then ordered, That it was referred to the Committee for Privileges, to consider thereof:"

It was this Day moved, on the Behalf of the Lords Commissioners of the Great Seal and the Judges concerned therein, "That this House would hear the said "Complaint, by Counsel, at the Bar:"

It is thereupon ORDERED, That this House will hear Counsel for Sir Rob't Atkins Lord Chief Baron, as also Counsel for the Lords Commissioners of the Great Seal, or the Judges therein concerned, on Thursday next, at Ten of the Clock in the Forenoon, for and against the said Breach of Privilege complained of as aforesaid.

Popham versus Bampfield.

Whereas this Day was appointed, for hearing the Cause wherein Alexander Popham is Plaintiff, and Warwick Bamfeild is Defendant:

It is ORDERED, That this House will hear the said Cause, by Counsel on both Sides, at the Bar, on Monday next.
