Report of the Conference on the Commissioners of Great Seal, Bill.

The Earl of Rochester gave the House an Account, from the Committee, of the Amendments in Difference between the Two Houses, in the Bill to enable the Commissioners of the Great Seal to execute the Place of the Lord Chancellor or Lord Keeper: "That the Amendments insisted on by the Commons, 70 Line, are not agreed to; and it is not agreed to leave out the Proviso in the 81 Line.

"These Amendments relate to the giving a single Commissioner Power to apply the Great Seal in as full a Manner as if he were Chancellor; as also touching the Precedency of a single Commissioner."

To which the House agreed; and ORDERED, To declare this at a Free Conference.

The Lord North reported from the Committee, the Address intended to be presented to His Majesty against the French Papists.

Which was read; and, after Debate, was agreed to, with an Amendment.

Address against French Papists coming to Whitehall, &c. and to oblige them to leave the Kingdom.

"We Your Majesty's most dutiful and loyal Subjects, the Lords Spiritual and Temporal in Parliament assembled, do, in most humble Manner, represent to Your Majesty the great and apparent Dangers in which Your Royal Person and Government may be involved, by the French Papists that live in and about London and Westm. during this War with France; and likewise by the Resort of Papists, or reputed Papists, to Whitehall, St. James's, or St. James's Parke.

"We do therefore pray Your Majesty, to issue out Your Royal Proclamation, requiring all French Papists, their Wives and Families, they being likewise Papists, that are not Householders nor Merchants, to leave the Kingdom within the Space of Six Weeks; and all others within the Space of Six Months, that are Householders or Merchants, under the Pain of being prosecuted as Alien Enemies, according to Law, in case they shall be found within the Kingdom after the Time limited by Your Majesty for their Departure."

ORDERED, That this Address be humbly presented to His Majesty by the Lords with White Staves.

Message to H. C. for a Free Conference on Commissioners of Great Seal, Bill.

A Message was sent to the House of Commons, by Sir Miles Cooke and Mr. Metwin:

To desire a present Free Conference, in the Painted Chamber, concerning the Amendments in the Bill touching the Commissioners of the Great Seal.

The same Lords who reported the last Conference, are appointed to manage this Free Conference.

The Messengers return with this Answer:

Answer.

That the Commons will give a present Free Conference, as is desired.

Miscarriages in Ireland.

The Earl of Bridgewater reported, "That the Committee for discovering the Miscarriages of the Affairs of Ireland met; but, not having obtained a Sight of the Minutes of the Committee for Irish Affairs to the First of May last, their Lordships cannot therefore at present proceed further in discovering the Miscarriages of Ireland."

The House was adjourned during Pleasure, and the Lords went to the Free Conference; which ended, the House was resumed.

Report of the Conference on the Commissioners of Great Seal, Bill.

The Earl of Rochester reported, "That the Lords that were Managers of this Free Conference had performed the Commands of the House; and the Commons had carried the Bill and the Papers with them."

Message from H. C. that they agree to the Amendments in it.

A Message was brought from the House of Commons, by Sir William Poultney and others:

To acquaint their Lordships, that the Commons do agree with their Lordships in the Amendments in the Bill to enable the Commissioners of the Great Seal to execute the Place of Lord Chancellor or Lord Keeper.

Message from thence, with a Bill.

A Message was brought from the House of Commons, by Mr. Bickerstaff and others:

Who brought up a Bill, intituled, "An Act for erecting a Court of Conscience at Newcastle upon Tyne;" to which they desire the Concurrence of this House.

L. Coventry, Leave to be absent.

ORDERED, that the Lord Coventry hath Leave to go into the Country for some Time; and he will leave his Proxy.

Intercepted Letters from Ireland.

ORDERED, That the Earl of Shrewsbury is desired to move His Majesty. "That the Letters and Papers intercepted, coming from Ireland, may be sent to this House."

L. C. Baron Atkins versus Commissioners of the Great Seal.

The House being moved, on Behalf of Sir Rob't Atkins Lord Chief Baron of the Exchequer, "That the Cursitors may be ordered to attend the Lords Committees for Privileges, upon his Complaint against the Lords Commissioners of the Great Seal:"

It is ORDERED, That Abraham Nelson, George Davis, Abraham Skynner, Edmond Eyre, Augustine Brewster, John Pagett, William Fish, John Hussey, John Shorthose, Osbaston Newman, Stephen Terrey, John Woodword, Thomas Shorthose, and Samuell Lincolne, Cursitors, be, and are hereby, required to attend the said Committee on Tuesday next, at Four of the Clock in the Afternoon.

Tanned Leather Bill.

The House being moved, "That the Committee may be revived, concerning the Curriers Bill:"

It is ORDERED, That the said Committee do meet on Tuesday next, at Nine of the Clock in the Forenoon: And it is further ORDERED, That all Parties have Notice hereof, to the End they attend at the Time aforesaid.

Windham versus Windham.

Upon reading the Petition and Appeal of Edmond Windham Esquire, complaining of a Decree made by the Lord Chancellor Jefferyes, 22° Novembris, 3° Jacobi, for and on the Behalf of the Lady Windham; and praying, that the said Decree may be set aside:

It is ORDERED, That the said Lady Anne Windham may have a Copy of the said Appeal; and be, and is hereby, required to put in her Answer thereunto in Writing, on Friday the Fifth of July next, at Ten of the Clock in the Forenoon; whereof the said Edmond Windham is to cause timely Notice to be given to the said Lady Anne, to the End she answer accordingly.

Arnold versus Arnold, Smith, & al.

Upon reading the Petition of Richard Arnold Gentleman; praying a Day of Hearing of his Appeal depending in this House:

It is ORDERED, That this House will hear the said Cause, by Counsel on both Sides, at the Bar, on Saturday the 29th Instant, at Ten of the Clock in the Forenoon; whereof the Petitioner is to cause Notice to be given to the Defendants, to the End they may attend accordingly.
