A Message was sent to the House of Commons, by Sir William Beversham and Sir Edward Lowe;
To deliver them these Bills following, and desire their Concurrence thereunto:
1. The Bill for confirming the Agreement concerning the Execution and Return of Writs within the Seven Hundreds of Cyrencester.
2. The Bill for Sale of certain Lands, lately belonging to Laurance Squibb.
3. To let them know, that this House hath passed the Bill for Naturalization of Alice Rushout.

The Earl of Dorset reported, "That the Committee for the Bill for naturalizing of Peter Reneu do think the said Bill fit to be engrossed, with some Additions."
Which were read Twice, and Agreed to; and thereupon ORDERED, That the said Bill be engrossed, with the said Additions.

Address to the King, concerning The Netherlands.
Next, the House took into Consideration the Address to be presented to His Majesty, brought from the House of Commons on Saturday last, for the Preservation of The Spanish Netherlands.
And, after Debate thereof, it is ORDERED, That this House doth agree with the House of Commons, that an Address shall be presented to His Majesty, for the Preservation of The Spanish Netherlands.
Conference to be had with H. C. about it.
It is further ORDERED, That the Lord Treasurer, Lord Privy Seal, Marquis of Winton, Lord Steward, Vicecomes Fauconberg, and Bishop of Rochester, are appointed to meet this Afternoon, in the Prince's Lodgings, to prepare and consider what is fit to be offered at a Conference to be had with the House of Commons, upon the Debate had this Day in the House, concerning the Address sent up by the House of Commons to be made to His Majesty, for the Preservation of The Spanish Netherlands; whose Lordships are to make Report thereof unto this House To-morrow Morning.
New Buildings in London, to prevent the Increase of, Bill.
The Lord Viscount Newport reported, "That the Committee for the Bill for restraining of new Buildings have met, and do find Difficulties in their Proceedings, in which they desire the Directions of this House, before they can make any further Progress therein; which are, That divers Persons do offer Provisos, which the Committee conceive will make the Bill ineffectual."
It is ORDERED, That this Business shall be taken into Consideration on Friday Morning next.
ORDERED, That the Committee for Privileges do meet on Thursday next.
ORDERED, That those Businesses as were appointed for this Day are to come in Course To-morrow, if there be Time.
Sir Scroope Howe versus E. of Rutland, for Waver of Privilege.
Upon reading the Petition of Sir Scroope Howe Knight; shewing, "That he being married to the Lady Anne Manners, Daughter to John Earl of Rutland, before such Time as the Settlements and Marriage Portion agreed on between the said Earl of Rutland and John Lord Roos his Son of the one Part, and the Petitioner and his Father John Howe Esquire on the other Part, were by Conveyances and Payments finished; and that the Petitioner's said Father being still ready to perform what is agreed to on his Part; and that the Earl of Rutland, delaying to pay the said Marriage Portion so agreed on, cannot be sued, sitting the Parliament, by the said Petitioner, by reason of Privilege (the said Earl being a Peer of this Realm); and therefore prays, that he and his Father may be permitted to prefer their Bill in Chancery against the said Earl of Rutland, that he may answer thereunto, in order to examine their Witnesses, in perpetuam Rei Memoriam, only to prove the said Agreements:"
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Earl of Rutland shall have Notice given him by the Petitioner of the said Petition, whereof the said Earl may have a Copy; and his Lordship is hereby desired to give his Answer as soon as may be to this House, whether he will give Way that such a Bill may be preferred in Chancery as is prayed in the said Petition.
The Marquis of Worcester is added to the Committees for Privileges and Petitions; and the Marquis of Worcester, the Lord Stourton, and Lord Lovelace, are added to the Committee for Sir Edward Hungerford's Bill.
Such Committees as are appointed to meet this Afternoon are put off till To-morrow in the Afternoon.
