Creditors to recover Debts of Executors, &c. Bill.
The Lord Privy Seal reported, "That the Committee have considered of the Bill to enable Creditors to recover their Debts of the Executors of Administrators of Executors de son Tort demesne, and have made some Amendments therein."
Which, being read Twice, were Agreed to; and the Bill ordered to be engrossed, with the said Amendments.
Winsteed Manor Bill.
The Lord Viscount Hallyfax reported, "That the Committee have considered of the Bill concerning the Manor of Winsteed; and are of Opinion, that the same pass, without any Amendments."
Then,
Hodie 3a vice lecta est Billa, "An Act for discharging the Manor of Winsteed, in the County of Yorke, from a Settlement in Taille, and charging other Manors and Lands in the County of Lyncolne, of a greater Value, with the same Uses."
The Question being put, "Whether this Bill shall pass?"
It was Resolved in the Affirmative.
Serjeant versus Serjeant.
The House being moved, on the Behalf of William Serjeant, who is to have a Hearing, by Counsel, at the Bar, upon his Petition depending in this House, "That he may have Counsel assigned him for that Purpose:"
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That Mr. Paul Bowes, Mr. George Bradbury, Mr. William Hancock, be, and are hereby, assigned to be of Counsel for the said William Serjeant, to plead at the Bar of this House at such Times as the Lords shall appoint for that Purpose.
E. Carlisle, Privilege. Powell, his Secretary, to be released.
Upon Information given to this House, "That Rowland Powell, owned by the Earl of Carlile to be his menial Servant as Secretary, is arrested, and now detained Prisoner in the Press Yard belonging to Newgate, now sitting the Parliament, contrary to the Privilege of Parliament:"
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Rowland Powell be immediately discharged from his present Imprisonment; and this shall be a sufficient Warrant on that Behalf.
To the Sheriffs of London and Midd. and to the Keeper of the Prison of Newgate, his Deputy and Deputies, and every of them.
Kent, Foster, et al. sent for, for arresting him.
Upon Complaint made to this House, and Oath made at the Bar, "That Rowland Powell, owned by the Earl of Carlile to be his menial Servant, as Secretary, is arrested, now sitting the Parliament, contrary to the Privilege of Parliament, at the Suit of Mr. Kent, by the Prosecution of Thomas Foster Attorney at Law, and Mr. Hardisty Under Sheriff for the County of Midd."
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Mr. Kent, Mr. Hardisty, and Thomas Foster, be, and are hereby, required to appear at the Bar of this House To-morrow, being the 12th Instant, at Ten of the Clock in the Forenoon, to answer to the said Complaint; and hereof they may not fail; And it is further ORDERED, That the said Rowland Powell shall also appear at the Bar of this House To-morrow, at Ten of the Clock in the Forenoon.
Prisoners in The Fleet, Complaint of Abuses.
Upon reading the Petition of divers Persons, Prisoners in the Prison of The Fleete in London, complaining of many Grievances they suffer under, contrary to Acts of Parliament made for their Relief, and praying their said Grievances set forth in their Petition may be relieved by this House:
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition be, and is hereby, referred to the Lords Committees appointed to consider of the State of the Security of the Prisoners in the Prisons of The King's Bench and Fleete, &c. to be by their Lordships considered of, before they make Report unto the House.
Serjeant versus Serjeant.
ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Cause which was appointed to be heard To-morrow Morning, upon the Petition of William Serjeant and Jane his Wife, and the Answers of Jane Serjeant Widow and Henry Parker, be, and is hereby, put off to Saturday the 16th of this Instant March, at Ten of the Clock in the Forenoon; whereof as well the Petitioners as the said Defendants are to take Notice, and attend with their Counsel accordingly.
Servants and Apprentices Bill.
ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Lord Chief Baron of the Court of Exchequer and Mr. Baron Thurland be, and are hereby, appointed to assist the Lords Committees appointed to consider of a Bill for the well-governing of Servants and Apprentices, on Wednesday next, at Three of the Clock in the Afternoon, in the Prince's Lodgings; and at such other Times as their Lordships shall appoint to meet thereupon.
ORDERED, That on Wednesday Morning next this House will take into Consideration His Majesty' Speech, and what to do upon it.
Poll Bill, and for prohibiting French Commodities.
The House was adjourned into a Committee, to take into Consideration the Bill for raising Money by a Poll.
The House being resumed;
The Lord Privy Seal reported, "That the Committee have made some Progress in the Poll Bill; but desire the House would appoint another Day to proceed therein."
And the House appointed To-morrow Morning for that Purpose.
