A Message was brought from the House of Commons, by Sir Walter Earle; who brought up an Ordinance for raising Money in the County of Dorsett, for Maintenance of the Forces of that County, wherein their Lordships Concurrence is desired.

And being read Twice, and afterwards the Third Time;

And the Question being put, "Whether to agree to this Ordinance now read?"

It was Resolved in the Affirmative.

Ordered, That the Duke of Richmond, the Marquis of Hertford, and the Earl of Lindsey, shall have Passes, for themselves, Servants, and Followers, Coaches and Horses, and Sumpters, to go to the Isle of Wight, to attend His Majesty during the Treaty; and to return without Interruption.

Ordinance for the D. of Buck's Creditors to be paid out of his Estate.

Upon reading the Petition of several Tradesmen, Creditors of the Duke of Bucks, and the late Lord Francis Villiers deceased; shewing, "They have credited the said Duke and Lord with several Commodities and Necessaries, according to every of their respective Trades, for which there are several Sums of Money due and owing to them; desire that they may receive their just Debts, out of the Estates of the said Duke and Lord:"

It is Ordered, That an Ordinance be brought in, for this Purpose.

Ordinance to settle the Wilts Militia.

The Ordinance for settling the Militia in the County of Wilts, was read the Third Time.

And the Question being put, "Whether to agree to this Ordinance now read?"

Ordinance to raise Money for Forces in Worcester.

The Ordinance for raising Monies in the County of Worcester, for maintaining of a Troop of Horse, was read the Third Time.

Ordinance to raise Money for Forces in Surry:

The Lord North reported from the Committee, the Ordinance concerning raising Monies for Maintenance of a Troop of Horse, in the County of Surrey, as fit to pass, with Alterations.

The Alterations were read.

And the House was adjourned into a Committee during Pleasure, to consider of the said Alterations.

The House being resumed;

The said Ordinance, with the Alterations, was read the Third Time.

And the Question being put, "Whether to agree to this Ordinance, with these Alterations now read?"

It was Resolved in the Affirmative.

Protest against it.

Memorandum, That the Earl of Lyncolne, (fn. 1) before the putting the aforesaid Question, desired Leave to enter his Dissent, if the Question be carried in the Affirmative: Which being granted, he did accordingly enter his Dissent, by subscribing his Name.

The Order for Payment of Three Hundred Pounds to Lieutenant Colonel John Lylburne, was read.

And the Question being put, "Whether to agree to the Order now read?"

Ordinance to settle the Militia of Dorsetshire.

"Whereas, by an Ordinance of Parliament, bearing Date the 24th of July last, Algernon Earl of Northumberland, William Earl of Salisbury, Thomas Lord Bruce, Charles Lord Cranborne, Denzill Hollis, Sir Anthony Astley Cooper Baronet, Sir Thomas Trenchard, Sir Walter Erle, Knights, Francis Hollis, John Browne, Thomas Erle, John Fitz-James, Robert Coker, John Bingham, Thomas Moore, John Trenchard, Dennis Bond, Henry Henly, Edward Hooper, Francis Chettle, William Sydenham, Robert Butler, Gyles Greene, Richard Brodrepp, Richard Rose, Thomas Ceely, George Skutt Senior, and John Whiteway, Esquires, are appointed Commissioners for the Militia in the County of Dorsett, with Power and Authority to put the same into a Defence, and to raise Forces, Horse and Foot, and them to muster, array, and weapon, and to lead, conduct, and employ, in such Manner, and to such Ends and Purposes, as in and by the said Ordinance is limited and declared: The Lords and Commons in Parliament assembled do now further ordain, and be it Ordained, That the Committee for the said County, heretofore, by Ordinance of Parliament bearing Date the 20th Day of March, Anno Domini 1647, authorized to raise Monies, for and towards the Forces under the Command of Sir Thomas Fairefax Knight, or any Four of them, shall have full Power and Authority, and are hereby authorized, within the said County, to raise and levy, by an equal and indifferent Proportion, such Sum and Sums of Money as they shall think fit, for and towards the Raising, Maintaining, and Employing of such Forces, for the Defence of the said County, as in and by the said Ordinance of the 24th of July are mentioned and intended, not exceeding the Sum of Five Hundred Pounds per Mensem, to be reckoned from the said Four and Twentieth Day of July, and so to be continued for the Space of Six Months next ensuing; and shall be, and are hereby, authorized to do and execute the same, by all such Ways and Means, and in as full and ample Manner, in all respects, as, in and by the said former Ordinance of the 20th of March, 1647, the said Committee of the said County of Dorsett is authorized and enabled to do, for the raising and levying of the Money thereby appointed to be raised or levied as aforesaid: And it is further Ordained, That the said Committee, or such Treasurer or Treasurers as by them shall be appointed, shall from Time to Time pay, or cause to be paid, all and every the Sum and Sums of Money which by virtue of this Ordinance shall be so raised or levied as aforesaid, unto such Person or Persons as the aforesaid Commissioners for the Militia of the said County, or any Four of them, shall by Writing under their Hands nominate and appoint to receive the same; which being so paid and received, they the said Commissioners, or any Four of them, shall, by their Order and Appointment, cause the same to be laid out and disposed of, to and for such Use and Purpose as in and by this Ordinance is before mentioned and intended, and not otherwise."

Order to revoke the one for restraining the King in Carisbrooke Castle.

"Ordered, by the Lords and Commons assembled in Parliament, That the Two Orders of both Houses, of Primo Januarii, 1647, concerning the present Safety and Security of the King's Person within Carisbrooke Castle, so far as they carry any Restraint of the King's Person within Carrisbrooke Castle, be, and are hereby, revoked and made void."

Ld. Adm. to give longer Indemnity.

"Ordered, by the Lords and Commons in Parliament assembled, That the former Power granted to the Lord Admiral, for giving Indemnity to the new Mariners, be continued for the Space of Forty Days longer."

Ordinance to authorize the Commissioners to treat with the King.

"Be it Ordained, by the Lords and Commons in Parliament assembled, That Algernon Earl of Northumberland, Phillip Earl of Pembrooke and Mountgom'y, William Earl of Salisbury, James Earl of Midd. and William Viscount Say & Seale, Members of the House of Peers; Thomas Viscount Wenman, Denzill Holles, and William Pierpont, Esquires, Sir Harbottle Grimston and Sir John Potts Baronets, Sir Henry Vane Junior, Knight, John Crewe, Samuell Browne, John Glynn, and John Bulkley, Esquires, Members of the House of Commons; or any Eight or more of them, whereof Two to be Members of the House of Peers, shall have Power and Authority, and are hereby fully authorized, to treat with the King's Majesty, Personally, upon the Propositions presented formerly unto His Majesty at Hampton Court, concerning the Kingdoms of England and Ireland, and for taking away of Wards and Liveries; and shall hereby likewise have full Power and Authority to treat with His Majesty, as aforesaid, upon such other Propositions as shall be offered, either by His Majesty or both Houses of Parliament, according to such Instructions as have been given them, or as from Time to Time they shall receive from both Houses of Parliament."

Order for 1000 l. to Col. Temple.

"Ordered, by the Lords and Commons assembled in Parliament, That the Sum of One Thousand Pounds be paid unto Colonel Edmond Temple, or his Assignee, upon Accompt, in Part of the Arrears due unto him upon his Entertainment in the Service of the Parliament, out of such Delinquents Estates, Real and Personal, not yet sequestered, as the said Colonel Temple shall nominate and discover unto the Committee of Lords and Commons for Advance of Monies usually sitting at Habberdash'rs Hall; and the said Committee are hereby authorized and required to proceed upon such Discoveries made, and to examine the Delinquencies of the Persons so discovered, and to take speedy and effectual Course that the Estates of such Delinquents so discovered may be seized and sequestered; and that out of the same the said Sum of One Thousand Pounds be forthwith paid unto the said Colonel Edmond Temple, or his Assignee, as aforesaid."

Order for 5000 l. to Sir R. Darley.

Ordered, by the Lords and Commons in Parliament assembled, That the Sum of Five Thousand Pounds be allowed and paid unto Sir Richard Darley, of Buttercrambe, in the County of Yorke, Knight, his Executors, Administrators, or Assigns, in full Satisfaction of the great Losses and Damages he hath sustained, for his Service and constant good Affection to the Parliament and Kingdom: It is further Ordered, by the Authority aforesaid, That Two Thousand Five Hundred Pounds, the One Moiety of the said Five Thousand Pounds, be paid out of the Rents and Profits arising, and to be made, of the Estate Real and Personal of Sir Charles Cavendish, Brother to the Earl of Newcastle; and that the remaining Two Thousand Five Hundred Pounds be paid out of the growing Profits of the Sequestrations in the County of Yorke, next after the former Engagements upon those Sequestrations first satisfied: And the respective Committees, Sequestrators, and Treasurers, in the several Counties where any of the Estate of the said Sir Charles Cavendish lies, are hereby authorized and required to pay the Rents, Revenues, and Profits, of the said Estate, unto the said Sir Richard Darley, his Executors, Administrators, and Assigns, until the said Sum of Two Thousand Five Hundred Pounds be fully paid and satisfied; and the Committees, Sequestrators, and Treasurers, in the County of Yorke, are hereby authorized and required to pay unto the said Sir Edward Darley, his Executors, Administrators, or Assigns, the said Sum of Two Thousand Five Hundred Pounds, out of the Rents and Profits of the said Sequestrations as aforesaid; and the Acquittance or Acquittances of the said Sir Richard Darley, his Executors, Administrators, or Assigns, shall be from Time to Time a sufficient Discharge to the said respective Committees, Sequestrators, and Treasurers, for Payment of the said respective Sums accordingly."

E. of Cleveland to have Liberty for Three Months.

Ordered, by the Lords and Commons in Parliament assembled, That the Earl of Cleveland, now a Prisoner in The Tower of London, and sick, shall have his Liberty for the Recovery of his Health, for Three Months next after his going forth, giving good Security to the Lieutenant of the said Tower of London, to render himself a true Prisoner unto him at the End of the said Three Months, and passing his Parole that he will act nothing against the Parliament in the mean Time."

Order for 300 l. to Col. Lilburn.

Ordered, by the Lords and Commons in Parliament assembled, That the Sum of Three Hundred Pounds be forthwith paid unto Lieutenant Colonel John Lilburne, or his Assignee, upon Accompt, in Part of his Arrears, by the Treasurers at Gouldsmiths Hall, out of Sir Charles Keymish's Fine, in Course, next after the Monies already charged upon the said Fine; and the Acquittance of the said Lieutenant Colonel John Lilburne, or his Assignee, shall be a sufficient Warrant and Discharge to the Treasurers at Gouldsmiths Hall, for Payment of the said Sum of Three Hundred Pounds accordingly."
