PUBLIC RECORD OFFICE, LONDON

Material relating to property-holding in London is to be found in PRO in the records concerning lands in the Crown's hands (Crown estate and Duchy of Lancaster, lands of dissolved religious houses, and escheats and forfeitures); in records, mostly judicial, relating to the properties of private citizens (enrolled deeds, fines, recoveries, Chancery decrees, eyres, inquisitions, and judicial proceedings); in records, such as Chancery Rolls and State Papers, that cover both categories; and in some of the records of taxation. All these are at present (1983) in Chancery Lane. Not all the classes noted below as containing, or likely to contain, relevant material could be fully searched, nor was it feasible to search other classes that might possibly contain such material. This survey does not supersede the PRO Guide to the contents of the Public Record Office, vols. i–ii (1963), but it directs attention to the most important classes or groups containing London material, and in some cases supplements existing PRO indexes to these. The varied nature of PRO records, and in particular the existence of the valuable but artificial Special Collections classes, means that description by strict categories is not possible. PRO records relating to the estates of dissolved religious houses are described partly in this section (438, 441) and partly under the headings of individual houses (70–274); occasional or stray records relating to other archives or institutions are described under those headings. The classes described here are explained in further detail in PRO Guide, and in most cases are listed and/or indexed in search room class lists and List and Index Society volumes: see HMSO Sectional List 24.

436. PRO: royal properties in London

At various times the king or queen and other members of the royal family held properties in London for use as residences or wardrobes, but there was no extensive long-term Crown holding within the city. The Tower and its liberty lay outside: for these see History of the King's Works, ed. H. M. Colvin, ii (1963), iv (1982), and 439 below.

A few accounts survive for specific properties; the entries in History of the King's Works noted below refer to further building and repair accounts not listed in detail here. It was not possible to search all likely records for references to royal holdings. There are references in the main series of Household and Wardrobe accounts (single accounts (E101), listed in PRO Handbook 7, List of documents relating to the Household and Wardrobe, John to Edward I (1964), and PRO Lists and Indexes XXXV, List of Exchequer Accounts Various; enrolled accounts (E361), 1258– 1547, listed in PRO Lists and Indexes XI, List of foreign accounts enrolled on the Great Rolls of the Exchequer), but these classes were not searched. More distant members of the royal family also held London properties, often granted by the Crown from forfeited lands, but accounts relating to these do not usually survive in the public records; some may however be included in 437. a. King's wardrobe. This was in Lombard Street in the early 14C: E101/ 388/4, a/c of repairs 1338. In the 1360s a new wardrobe was built in 18: History of the King's Works ii (1963), 980–1.

b. Prince's wardrobe, Old Jewry (95, 142; used by the Prince of Wales, 14C and 15C). 437. PRO: escheats, forfeitures, etc., private estates

At various times the Crown acquired the city properties of private individuals, as a result or escheat or forfeiture, temporary or permanent. Properties were not usually kept for long, but were returned to the original holder or his heirs or were granted to a third party. In addition, inquisitions and returns were made concerning properties which might have been liable to escheat or forfeiture but which did not in the event pass to the Crown. Not all the records relating to these subjects were fully searched, but those that were, and other areas of interest, are outlined below. Rentals, surveys, and accounts relating to alien priories, religious houses, and vacant sees are noted under those headings, 70–274.

a. Deeds. Title deeds retained in PRO relating to forfeited properties are included in the index to PRO deeds, 441.

b. Inquisitions (post mortem, ad quod damnum, miscellaneous). These relate both to feudal tenures and to forfeitures, and survive in Chancery (C132–145) and Exchequer (E149–50) classes: see PRO Guide i, 27–8, 59–60, and class lists. A substantial part of these classes is calendared and printed: see HMSO Sectional List 24 for details of HMSO etc. publications, also Abstracts of inquisitions post mortem relating to the city of London 1485–1603, ed. G. S. Fry, S. J. Madge, and E. A. Fry (British Record Soc. 15, 26, 36, 1896–1908).

Escheators' Files (E153; not searched) contain some similar inquisitions: see PRO Guide i, 58. See also CLRO, Escheat Rolls (5).

c. Rentals and accounts. The earliest surviving accounts for escheats are recorded by county in the Pipe Rolls (E372), from the mid 12C. Most of the relevant rolls (to 1219) have been published by Record Commission and Pipe Roll Society; see also The great roll of the pipe for the 26th year of King Henry III, A.D. 1242, ed. H. L. Cannon (New Haven, Conn., 1918). Some extracts relating to London debts, 1244–53, are printed in London Eyre 1244, pp. xxvii–xxxii. From the mid 13C escheats were accounted for separately by escheators (PRO Guide i, 77). The main series of Escheators' Accounts (E136), mid 13C to 17C, is arranged by county; London a/cs form a separate group from 1348. The bundles are listed in PRO class list. The accounts contain information about estates currently in the escheators' hands, and the London a/cs relate closely to CLRO Escheat Rolls (5). The class as a whole was not searched, nor were the escheators' enrolled a/cs (listed in PRO, Lists and Indexes XI: List of foreign accounts enrolled on the Great Rolls of the Exchequer, 282–4), but both contain valuable material.

In addition to these accounts a large number of individual rentals and a/cs were made by receivers and others, for the estates of individuals (often of nobles) temporarily held by the Crown. Rentals are in E142, E164, E315, LR2/262, SC11 and SC12 (listed in PRO, Lists and Indexes XXV: List of Rentals and Surveys); a/cs are in SC6 (listed in PRO, Lists and Indexes V, VIII, XXXIV, and Supplementary II: Lists of Ministers' Accounts). These classes were searched and the following index compiled: reference to the appropriate List will identify the person in question and the approximate date. Included in the index are a/cs for the estates of unidentified persons or bodies, some of which may relate to religious houses. Also included in the index are references to enrolled Ministers' Accounts, Territorial, and Sheriffs' Seizures, taken from PRO, Lists and Indexes XI: List of foreign accounts enrolled on the Great Rolls of the Exchequer, 172–3, 247–9; the rolls were not searched.

438. PRO: former monastic and chantry properties

For a period in the mid 16C the Crown held a large number of properties in London, the result of the dissolution of religious houses and chantry foundations. The great majority of these properties had been sold by 1570, but income was still received from a few until the mid 17C. During the Interregnum the remaining lands and rents were surveyed and sold. They were resumed at the Restoration. Records of these estates include title deeds, rentals and accounts for revenues, particulars for Crown grants and leases, some deeds of grants and leases. There are parliamentary surveys of the mid 17C (439). The title deeds for these estates, and from some other sources, are described and indexed under 441. Rentals and accounts for the estates of dissolved religious houses up to 1547, and leases granted by those houses (E303), are listed under individual houses, 70–274.

The properties and parishes covered in this section can be identified by reference to the descriptions of the estates of religious houses (70–274) and of chantry estates of London parish churches (275–381). The accounts continued to be arranged under the headings of individual houses or chantries; the particulars for and deeds of grants and leases are arranged by grantee, but with reference to the former holder. The guides, calendars, lists, and indexes referred to are PRO class lists, etc., available in the search room, identifiable by reference to the class card-catalogue.

Several 16C and 17C MSS relating to surveys and sales of Crown lands are now in CUL and Bodl: they are described in this section (below, f, g) since some at least may be strays from official records in the 17C.

a. Grants and leases: particulars. London lands were often granted in large parcels, comprising properties in many different parishes from the estates of many religious houses or chantries. The particulars for each grant provide valuable details (location, tenant, rent, term, net value p.a., etc.) of the properties to be sold or leased. Most of the groups of particulars are listed or indexed in some way.

b. Grants. Crown grants were enrolled on the Patent Rolls (C66) and are calendared and printed in Letters and Papers of Henry VIII and Calendar of Patent Rolls from 1547; the surviving deeds noted here have a much more limited coverage. See also 449a.

c. Leases. In general, Crown leases are less fully listed than grants; where the calendars or indexes to particulars for leases (E310 and E147, described under a, above) indicate that property in a particular parish or area was leased, it may be worth searching the unlisted classes for further information. Leases granted by religious houses before the Dissolution (E303) are noted under individual houses, 70–274.

In the reign of Edward VI the Crown received rent from a large number of unsold monastic and chantry properties, and also 'fee-farm rents' or rents reserved on properties already sold. The number of rents diminished as further properties were sold, mostly without any rents reserved; by the 17C the number of properties from which any kind of rent was due was much smaller. 440. PRO: Duchy of Lancaster

Several properties in the city were, at various times, in the possession of the duchy, although the bulk of its London holdings lay in the Strand outside the city. London properties were a minute part of the whole estate, and references to them in the unindexed series of duchy records are difficult to identify. In general, duchy records of the 13C and 14C refer to properties in 20, 59, 88, 99, 137, New Temple; those of the 15C to properties in 67, 141, Blanchappleton; those of the 16C to properties in 51; and those of the 17C to properties in 51, 141, Blanchappleton, although by this time the duchy seems to have had property only in 51. There are references throughout to the duchy house in St. Paul's churchyard and to properties hired for the use of the duchy. In the 16C and 17C several pleas in the duchy court concern matters in the city (see f).

From the 16C onwards numerous abstracts from, and guides to, the records have been compiled, although most of them are partial or selective in character; see the TS 'Guide to Lists etc. of Duchy of Lancaster records' in PRO. The principal guide to the records is Lists and Indexes XIV and Supplementary Lists and Indexes V, vol. 1. For some of the London properties, including short-term interests in wardrobes, and the honour court held in Walbrook, see R. Somerville, History of the Duchy of Lancaster i, 1265–1603 (1953). Only records known or suspected to contain information on city properties are mentioned below.

The London a/cs for the period 1485–1547 listed in Lists and Indexes XXXIV, Ministers Accounts, do not cover duchy property in city, receipts from which, if there were any, may appear in the receivers a/cs for Essex etc. in DL29/bundles 60–3/1129–83. 441. PRO: deeds

There are in PRO many thousands of medieval and early modern deeds, in a large number of classes. The aim here is to provide a single index to London deeds (to c. 1670) in the various classes. The index is based on the lists and shelf guides (including some List and Index Society volumes) in PRO, and on searches in a limited number of unlisted or partly listed classes (a few classes which were extensive but unlisted could not be searched). References taken from this index should be checked against the lists, where they exist, for dates and any further details. The deeds fall into three main groups, with some miscellanea:

Ancient deeds (11C/12C to 16C), including Chancery, Exchequer, Pipe Office, and Duchy of Lancaster: C146–8, DL25–7, E40–3, E210– 13, E326–9, E354–5, and LR14–15. Mostly title deeds etc. from the archives of dissolved religious houses, retained by the Crown after the lands in question were disposed of. In few cases, if any, were original deeds handed over to the purchaser or grantee. This class relates closely to the records of individual religious houses described under 70–274, but since the original archive groups have mostly been broken up through rearrangement it can only be described and indexed as a whole. The divisions (by government departments, etc.) of the Ancient Deeds are explained in PRO Guide i, 14, 57, 73, 82–3, 91, 111, 185. Parts of the principal classes are calendared and printed in Catalogue of Ancient Deeds (6 vols., 1890–1915), covering C146/1–8060, E40/1– 13672, E210/1–1330, and E326/1–4232. The remaining deeds are listed in shelf guides.

Modern Deeds (17C and later): E44, E214, E330, LR16. Apparently from various sources, including forfeited lands; only E214 is adequately listed. C149, a similar class (63 boxes, unlisted) was not searched.

Exhibits from Court of Chancery, Six Clerks Office, Court of Wards and Liveries (mostly 16C and later): C103–11, C113–15, C171, WARD 2. Unclaimed deeds deposited as exhibits in court. The bundles are listed in shelf guides: all with London refs. were then searched for details.

The index also covers: Cartae Antiquae and Miscellaneae, medieval deeds now bound into volumes (DL36, E315/29–54); Chancery miscellanea, transcripts of deeds and evidences (C47/9); conventual leases (E118). 443. PRO: Chancery rolls

There are several series of Chancery rolls, representing the main administrative output of central government up to the 16C, and an important part of it thereafter. These include contemporary enrolments of charters and inspeximuses (Charter Rolls, C53), letters patent (C66) and close (C54), and writs relating to expenditure (Liberate Rolls, C62), all issued under the Great Seal; enrolments of earlier charters of varying dates and authenticity (Cartae Antiquae Rolls, C52); and enrolled records of payments for grants and privileges (Fine Rolls, C60). These contain much valuable material for London property-holding. All are published for most of the period of their existence or for most of the period covered by this survey, in transcripts or calendars, with indexes. 444. PRO: State Papers

From the 16C much business formerly executed by the Chancellor came to be handled by the King's Secretary or Secretary of State. The result of this was the formation of the class of State Papers, of which the State Papers, Domestic (SPI, SP10–18, 25–27, 29–30, etc.; published in calendar form), contain a substantial amount of material relating to London property-holding. See PRO Guide ii, 1–6; HMSO Sectional List 24.

The records of the principal London eyres do not survive in PRO, but are described here as being of public origin.

447. PRO: Chancery decree rolls

These rolls (C78) contain the enrolled decrees of the court, c. 1534 to early 18C, settling cases (genuine or otherwise) concerning land and other matters. SSRC project no. HG. 113/19/1 listed and indexed contents of rolls 1–45, and listed samples from rolls 46–1250 (of 2257 rolls). The lists are available in PRO, IHR, ESRC office, and through BL (Lending Division). 448. PRO: fines and recoveries

Property conveyance by means of a final concord in the Court of Common Pleas was not a common practice for London holdings before the 16C. For feet of fines (CP25), 1196–1569, see A calendar of feet of fines for London and Middlesex, ed. W. J. Hardy and W. Page (1892–3). For later feet of fines, see PRO class lists and calendars. The corresponding concords (CP24) and notes of fines (CP26) add little further information.

The city had its own procedure for common recovery in the Court of Husting (2c); recoveries in the royal Court of Common Pleas (enrolled in CP40 to 1582; CP43 thereafter) are therefore not very frequent. These classes were not searched; recoveries are indexed by term, by parties' names with a note of property and county, from 1515, in IND/17180–9. For enrolments of other deeds in CP40, 43, see 449f, g.

449. PRO: enrolled deeds

Enrolment of private deeds on the great rolls of Chancery, Exchequer, King's Bench and Common Pleas began in the 13C (PRO Guide i, 16). It may never have been very common for private London deeds up to the 16C, owing to the simplicity of land tenure in London and the popularity of enrolment in the Court of Husting. During the early modern period, and always for some kinds of deeds, such enrolment seems to have been more popular. The availability of other means of securing title, however, means that there is probably only a limited amount of London material in the enrolments, some of which is accessible only with great difficulty. Access to the information in the enrolments is through various guides, lists, catalogues, and indexes, some nearly contemporary with the enrolments. Some of these guides etc. are available in the search rooms (identification numbers not given because liable to change: see class cardcatalogue); others, all with IND-numbers, have to be called up (see TS Catalogue of Index Volumes). These guides were not fully searched, nor was any of the unlisted material; the following descriptions indicate the means of access, where available, to the enrolled deeds in each class, and, where possible, the kind or amount of information likely to be yielded.

a. Chancery, Close Rolls (C54). See PRO Guide i, 16–18. For royal letters close, see 443. The dorse of the Close Rolls was probably the most popular place, among those listed in this section, for enrolment of private deeds: such enrolments are numerous, but identification of deeds relating to specific places is difficult. In general they are listed or calendared, in chronological groups, and not indexed: for guides etc. to these and other enrolments (Crown grants, sales during the Interregnum, trust deeds, etc.), see TS Catalogue of Index Volumes.

b. Exchequer, King's Remembrancer, Memoranda Rolls (E159). See PRO Guide i, 61. Lists in repertory rolls and agenda books: IND/7031– 72. There is an index to enrolled deeds, 1272–1307 (5, ?10, 12, 43, 46, 75, ?96, 111, 129, 150, 151, unspec.).

452. PRO: taxation and other returns

E179 (subsidy rolls, etc.) includes returns for lay and clerical subsidies, the poll tax (1377–81), and the hearth tax (1662–74), and subsidies and censuses of aliens. The most valuable of these returns for this study are those with a wide incidence and topographical arrangement; the hearth tax of 1666 is particularly useful. For a list of printed texts see J. M.
