Acknowledging her letter of the 18th with a copy of this King's letter to her, though her answer to him has not yet come, which is important to enable him to reply to the King or his Councillors should they speak to him on the subject, though he does not believe they will, seeing that for one claim they can produce he can produce endless ones, as he did some time ago when asked to write about the 14 ships detained at Nieuport. Neither the King nor his Councillors took so high a tone then, and the release of those ships seems to have made them all the bolder. Thinks some measure should be taken at once to lower their pride and counteract their extravagant statutes lately made. Suggests again the prohibition of the export of hops from the Low Countries, or of madder without a licence; also the import of woollen cloths, woven as they generally are here; and a duty of one gold florin might be imposed on each cloth of the right sort; which would be good revenge. As to the King's threat of further measures if the placard be not revoked, cannot think what he can do to treat the Emperor's subjects worse; for if he knew of any other country in which his subjects could exchange their goods, he would send them thither to trade even though his own revenue suffered by it. He would find other marts, to avoid the retaliations to which English merchants will be subjected in the Emperor's countries. Two months ago the Privy Council were deliberating about sending out two ships to discover a passage between Iceland and Greenland, where it was thought the great cold would cause a good sale for woollen cloths; and with this view he retained here for some time an experienced pilot from Seville; with whom, however, he could not agree as to terms, and the undertaking has been abandoned.
Some days ago the clothmakers and cloth merchants here came before the Council against the shearmen to get the statute repealed which forbids the exportation of cloths of more than 3l. value unless dressed (accousté), alleging that the shearmen dressed them so ill that the people of the Low Countries would no longer buy English cloth; at least there was not a piece of dressed cloth from here that did not sell there for two ducats less than if it were not dressed, and besides the loss of these 2 ducats they lost other two in getting them ready. The majority of the Councillors seem to be in favour of the repeal of the statute, but Chapuys fears the King will not consent, just because it will benefit the people of those countries; and therefore English merchants would be glad of a proclamation in Flanders against the importation of English woollen cloth, to see whether the King would not then grant their request.
Wrote of the King's determination, on hearing of this conspiracy, to go North in person. Having lately heard that the affair threatened to grow worse, he has now issued orders for stores of provisions and intends going thither in pomp, followed by at least 5,000 horse. Several lords and gentlemen have been summoned. His object in going with so large a train seems to be to gain a reputation in parts of his kingdom that he has never yet visited, and that the money spent may remain in the country, as the people of the North complain that the King has seized the rentals, not only of the abbeys but of the principal lords like Northumberland; so that the money which formerly circulated in the North now comes up to London.
Hears that, this Queen some days ago being rather sad, the King wished to know the cause, and she said it was owing to a rumour that he was going to take back Anne of Cleves. The King told her she was wrong to think such things, and even if he were in a position to marry he had no mind to take back Anne; which is very probable, as his love never returns for a woman he has once abandoned. Yet many thought that he would be reconciled to her for fear of the king of France making war on him at the solicitation of the duke of Cleves and the king of Scotland. London, 26 May 1541.

John Ousborne, Henry's servant, has delivered his letters of the 17th inst. requesting leave to carry hence certain harness. Although the export of such things is prohibited she did not like to refuse such a friend as Henry; but, as the Emperor's subjects make daily complaints that they are injured by certain statutes in England, which seem indirectly to prohibit their trade there, as she wrote in her last, she has deferred granting this request pending Henry's reply (i.e., to her last letters). What has here happened since he wrote last, on the 22nd, gives matter to write. To begin with, a case more worthy of compassion than of long letters, the countess of Saalberi, mother of Cardinal Pol and the late lord Montaigue, was yesterday morning, about 7 o'clock, beheaded in a corner of the Tower, in presence of so few people that until evening the truth was still doubted. It was the more difficult to believe as she had been long prisoner, was of noble lineage, above 80 years old, and had been punished by the loss of one son and banishment of the other, and the total ruin of her house. Further reflections upon this. The manner of proceeding in her case and that of a lord who was executed at the same time (who is not yet named, but is presumed to be lord Leonard de Clidas, formerly the King's lieutenant in Ireland) seems to argue that those here are afraid to put to death publicly those whom they execute in secret. It may be added that yesterday all the heads which were fixed upon the bridge of the river which passes by this town were taken down; in order that the people may forget those whose heads kept their memory fresh, if it were not that this will people the place with new, for Marillac hears from a good place that, before St. John's tide, they reckon to empty the Tower of the prisoners now there for treason.
The talk of going to the North continues, and provisions are already being sent; which are the greater as the company will be 4,000 or 5,000 horse, as well because the King wishes to go with more magnificence (as he has not yet been there) as to be secure against any seditious designs. They will be gentlemen of these quarters of King (Kent), whom he trusts most. The 50 gentlemen of the house will each have tent and war equipment, as also will several other young lords; so that it will be rather like following a camp than going to the chase.
As instructed in last packet of the 20th, will write to no one of affairs here. Would not have done it in the past had he known Francis's pleasure, but was only written to to address all he wrote to Francis, not that he should not write to others. Will write affairs concerning war or peace to Mons. de Vendosme, as long as he is in Picardy, and in his absence a word to M. du Bies, to prevent them thinking better or worse in the absence of news. Is not spoken to about the Cauchoide nor about the conversation he wrote last in cipher.

Describes how, in the Legate's name, he warned Granvelle as to the danger of the article on toleration. Granvelle replied that transubstantiation was too subtle a matter for the common people, to whom it was sufficient to believe that Christ's body was in the Eucharist, and that if this difficulty were taken away other articles would easily be conciliated, except that of Confession, “atque optime sperare, in comitiis Pontificium Primatum communi Principum consensu confirmandum, seque in id summa contentione incumbere, atque rem a se impetratum iri,” which done, as he was informed by the English ambassadors, the King of England would permit the Emperor to undertake his reconciliation with the Pope, and if he returned to the Church the Lutherans would probably be compliant. * * * Ratisbon, 29 May 1541.

The Venetians still firm not to assist any other power against the Emperor. Sends summary of news from the Levant. The Pope was talking of renewing the league of Julius II. with the Swiss, and had sent to the Venetians, pointing out how easily the Emperor now might become master of all Italy. The Pope, having been requested by the Viceroy of Naples to disarm, has sent Capo di Ferro to France to hasten the marriage of his granddaughter, (fn. 1) and to procure a defensive league between himself, France, and Venice. As to invasion of Hungary by the Turk, he will not go beyond Adrianople because he has no great army. Venice, 29 May 1541.

The controversy with France touching the Couswade and Cowbrid[ge] being still in question, they are to find out whether the Frenchmen intend to mow the said Couswade and what number of men shall be appointed thereto. If the number be small they must secretly prepare to prevent them; but if the number be so great as not to be resisted without endangering the towns and fortresses there, they shall in no wise incur any danger for such a small matter, which may be redubbed at all times.

“A declaration of the number of workmen and labourers, with their wages working beyond the sea on the King's Majesty's fortifications, anno Henrici 8 regni 33.”
The numbers are:—at Calais 133 workmen on Dyvelin Bulwark and 526 labourers, at Rysebank, 70 workmen and 211 labourers. The estimated monthly cost of provisions of these works (items given, viz., coals, chalk, brick, timber, stone from Feversham and St. Augustine at Canterbury, &c.) is 530l. 11s. 4d.
At Guisnes: — At Porton's (Pirton's?) Bulwark, 94 workmen, 200 labourers serving them, 50 labourers “bearing forth [qu. of earth?] out of the digg of the bulwark into the same bulwark” and 30 quenching line. At the Newe Bulwark 52 workmen, 180 labourers serving them, 80 bearing earth and 18 quenching line. At Whettell Bulwark 20 workmen, 58 labourers serving them, 20 bearing earth and 5 making mortar.
