The Earl of Dartmouth, one of His Majesty's principal Secretaries of State, attends.
Jamaica.
The draught of a Commission appointing Sir Basil Keith, knight, to be Governor of Jamaica, having been prepared pursuant to order, was approved and a representation to his Majesty thereupon was signed.
Plantations General.

The Secretary laid before the Board a certificate under the hand and seal of Henry, Count Reuss, Advocate of the Society of Unitas Fratrum, of the names of such Pastors of that Society as are authorized to grant certificates to such members of that Church as scruple taking an oath or bearing arms.
Virginia.
Their Lordships took into consideration the Order of His Majesty in Council of the 14th of August, 1772, respecting the establishment of a new Colony on the Ohio, and a grant of a certain district of land there to Messrs. Walpole, Wharton and others, mentioned in the minutes of the 2nd of November last, and made some progress therein.
Ordered, that notice be given to the said persons, or to their agent, to attend the Board on Monday next, when the said Order of reference is to be taken into further consideration.

Massachusetts.
Read a petition of Mr. Life, agent for the grantees of certain Townships in the Province of Massachusets Bay laid out by the General Court in February, 1763, praying to have a copy of the report made by this Board upon the memorial of the said grantees in July, 1764.
Ordered, that a copy thereof be delivered to Mr. Life pursuant to his request.
Trade, Russia.
Read a letter from Samuel Swallow, Esquire, His Majesty's
Consul in Russia, to the Board, dated 23rd January/3rd

Virginia.
Their Lordships took into further consideration the order of reference respecting the establishment of a new government upon the Ohio, and Mr. Wharton, one of the proponants for a grant of land there and agent for the proprietors in general, attending, their Lordships had some discourse with him thereupon.

Ordered, that the draught of a representation to His Majesty, containing propositions respecting the establishment of the said government, and the grant of lands proposed to be made to Messrs. Walpole, Wharton and others, be prepared.
Grenada.
Read a letter from William Leyborne, Esquire, Governor of the Southern Charibbee Islands, to the Board, dated January 10th, 1773, in answer to one from their Lordships, relative to a clause proposed to be inserted in all future draughts of Commissions to Governors with regard to the custody of idiots and lunaticks.

Their Lordships took into consideration the several papers and proceedings respecting the complaint exhibited by Peter Livius, Esquire, against the Governor of New Hampshire, and it was ordered, that the draught of a representation to His Majesty thereupon should be prepared.
Massachusetts.

The draught of a report to the Lords of the Committee of Council for Plantation affairs upon a letter from Governor Hutchinson respecting some doubts that had occurred in cases where the Governor and Council act together as a Court for proving Wills and administrations and deciding controversies concerning marriage and divorce, having been prepared pursuant to order, was approved and signed.

Their Lordships read and considered the draught of a representation to His Majesty containing propositions in respect to the establishment of a government on the Ohio, and a grant of part of the lands within the said Government to Messrs. Walpole, Wharton, Franklin and others.
New Hampshire.

The Earl of Dartmouth, by the King's command, communicated to the Board copy of a letter to his Lordship from the Governor of New Hampshire touching the complaint exhibited against him by Mr. Livius, and the said copy was read.
Dominica.
Their Lordships approved of the assignment of a lease of lands in Dominica from Louis Lambert Morandais to Martin Roger Bellair and Francis Roger Bellair.
Plantations General.

Read an Order of His Majesty in Council on the 7th day of April, 1773, directing this Board to propose such alterations as they judge proper to be made in the Commissions and instructions to Governors in the Plantations respecting grants of land, and forbidding all Governors in the meantime from making any further grants, except in the cases therein mentioned.
Barbados.
Their Lordships read and considered six Acts passed in Barbados in December, 1771, and January, June and September, 1772, together with Mr. Jackson's report thereupon.
New York.
The Earl of Dartmouth having acquainted the Board that Henry Cruger, Esquire, one of the Council of New York, had resigned his seat in the said Council, it was ordered, that the draught of a representation to His Majesty should be prepared, recommending Mr. John Harris Cruger, junior, to supply the vacancy.
New Hampshire.
Their Lordships read and considered the draught of a representation to His Majesty upon an Act passed in the Province of New Hampshire in April, 1771, to dissolve the marriage of Greenwood Carpenter of Swanzey in this Province with Sarah Leathers.

Plantations General.
Their Lordships took into consideration the difficulty that has occurred in several of His Majesty's Colonies from the doubt which has been entertained whether Treasurer's Notes, Bills, Certificates or Debentures issued to the creditors of the publick by the Treasurers in the said Colonies are a legal tender to the said Treasurers in discharge of publick taxes, it was agreed to bring the matter before Parliament, and Mr. Gascoyne was desired to move the House of Commons for leave to bring in a Bill for such an amendment and explanation of the Act of the 4th of his present Majesty relative to paper Bills of Credit, as should remove the difficulty.
Leeward Islands, North Carolina, Georgia.

Leeward Islands.
Read an Order of the King in Council, dated April 7, 1773, disallowing an Act passed in Antigua in June, 1771, for determining differences by arbitration; and directing this Board to prepare and lay before His Majesty a draught of an additional instruction to the Governor of the Leeward Islands, empowering him to give his assent to a new Law for the same general purposes, with an exception in cases of fraud, corruption or misbehaviour of the arbitrators.
The draught of an additional instruction to Sir Ralph Payne, conformable to the said Order, having been prepared, was approved and ordered to be transcribed, and the draught of a representation to His Majesty thereupon to be prepared.

The draught of a representation to His Majesty, recommending Mr. John Harris Cruger, junior, to be one of the Council of New York having been prepared pursuant to order, was agreed to, transcribed and signed.

Africa.

The Earl of Dartmouth, one of His Majesty's principal Secretaries of State, attends, and signifies to the Board His Majesty's commands, that they do, pursuant to an Address of the House of Commons to His Majesty on Monday last, lay before that House copies of all letters, memorials or representations presented to the Board, complaining of the conduct of the Committee of the Company of Merchants trading to Africa, or their servants; with the proceedings of the said Lords Commissioners upon such complaints, if any such have been made, since the year 1768.
The Secretary having laid before the Board all such papers in this Office as come within the description of those mentioned in the said Address, it was ordered, that they should be copied with all possible dispatch.
Leeward Islands.
The draught of a representation to His Majesty with the draught of an additional instruction to the Governor of the Leeward Islands, respecting an Act for determining differences by arbitration, having been prepared pursuant to order, was approved, transcribed and signed.

Plantations General.
Duplicates of letters and papers received by the Earl of Dartmouth from the Governors and other Officers in His Majesty's Colonies and Plantations in America, relative to publick proceedings in the said Colonies for some time passed, were communicated to the Board, and the said letters and papers were read and ordered to be bound up under the several heads to which they belong.
