Mr. Perceval presented to the House, pursuant to their Orders,-Return of all Officers of the Royal Artillery holding Brevet Rank higher than their Regimental Commissions, who have been allowed, under the General Order of 25th April 1826, to retire upon Unattached Commissions upon Half Pay of the effective rank, above what they held regimentally; stating their Names, Rank, when they obtained their first Commission as Second Lieutenant, and when allowed to retire; how long they served in each rank, and whether since their last retirement to Half Pay they have been brought on the strength of the Army; and in what regiment or corps; since the return dated Deputy Adjutant General's Office, Woolwich, 17th March 1828.

Widows' Pensions. No. 594.

Return of the Rates of Allowances, as Pensions, to the Widows of Officers in the Civil and Military Branches of the Ordnance, in the years 1792 and 1829, in classes; stating the dates of any increase or decrease of such Rates between those years, and under what authority.

A Return of the total amount of Allowances, as Pensions, paid to the Widows of Officers in the Civil and Military Branches of the Ordnance, in the several years 1792, 1802, 1812, 1822 and 1829.

Royal Military Academy. No. 595.

An Account of the number of Officers and Professors of the Royal Military Academy at Woolwich; showing the amount of the Salary and Allowances to each Officer in the year 1829, together with the Expense for the establishment of Servants; and also, of the charge for the Company of Gentlemen Cadets, including Pay and Allowances, Clothing and Contingencies of every kind, in the year 1829, and the total expense of each year since 1816 inclusive.

A Return of the number of Cadets in the Royal Military Academy at Woolwich on 1st January 1816, the number admitted and educated therein in each year since 1816, and the number admitted from thence into the Engineers and Artillery in each year, and of the number now remaining at the Academy.

Account, of the Expense incurred in Buildings and Repairs necessary for the Officers, and Professors, and Cadets at the Woolwich Academy, on the average of the years from 1816 to 1830.

Artillery Sappers and Miners. No. 596.

A Return of the number of each class of Non-commissioned Officers and Privates of the Artillery Sappers and Miners, and others belonging to, and pensioned by, the Ordnance Department; stating the rate of Pension of each Class, the aggregate amount of their Pensions in 1829, and the amount of charge for paying the same, and by whom such expense is paid.

Small Arms Manufactory (Enfield.) No. 597.

An Account of all Expenses incurred in the erection of the Royal Manufactory of Small Arms at Enfield, and for the extension and improvement of the same, from 1st January 1812 to the present time; including all sums paid and payable for the rent of land, or purchase of land, or for right of water, and particularizing the same; also, including the cost incurred in turning the River Lea, at Enfield Lock; and also, including the cost of all machinery, and implements of every description, used in such Establishment:-also, an Account of all Sums paid for Superannuation and Retired Allowances or Pensions to persons who have been on the said Establishment, in each year, from 1st January 1812 to 31st December 1829, and of such as are now in existence.

Ordered, That the said Accounts and Returns do lie upon the Table; and be printed.

Gwyn's Estate Bill, deferred.

Ordered, That the ingrossed Bill from the Lords, intituled, An Act for establishing, and carrying into execution, the Trusts created by the last Will and Testament of John Gwyn, late of the City of Londonderry, Merchant, deceased, and for incorporating the Trustees therein named, and for other purposes, be read a second time upon Monday next.

Meltham Inclosure Bill, reported.

Sir Robert Wilson reported from the Committee on the Bill to amend an Act of his late Majesty, intituled, An Act for inclosing Lands in the Manor of Meltham, in the Parish of Almondbury, in the West Riding of the County of York; That they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Report on Mildmay's Divorce Bill, considered.

The House proceeded to take into further consideration the Report from the Committee of the whole House, on the ingrossed Bill from the Lords, intituled, An Act to dissolve the Marriage of Captain Edward Saint John Mildmay with Marianne Catherine his now Wife, and to enable him to marry again, and for other purposes therein mentioned: -And the Amendments made by the Committee to the Bill, being read a second time, were agreed to by the House.

Spirit Duties Bill, deferred.

Ordered, That the Order of the day, for the House to resolve itself into a Committee of the whole House, upon the Bill to impose additional Duties of Excise on Spirits, be now read; and the same being read;

Resolved, That this House will, upon Monday next, resolve itself into the said Committee.

West India Spirits Bill, deferred.

Ordered, That the Order of the day, for the House to resolve itself into a Committee of the whole House, upon the Bill to impose an additional Duty of Customs on Spirits, the produce of the British Possessions in America, be now read; and the same being read;

Resolved, That this House will, upon Monday next, resolve itself into the said Committee.

County Rates (Ireland) Bill, passed.

Ordered, That the Order of the day, for the third reading of the ingrossed Bill to regulate the Applotment of County Rates and Cesses in Ireland in certain cases, be now read; and the same being read:-The Bill was read the third time; and an Amendment was made to the Bill.

Report Ways and Means.

Sir Alexander Grant reported from the Committee of the whole House, to whom it was referred to consider further of Ways and Means for raising the Supply granted to His Majesty, the Resolution which they had directed him to report to the House; and the same was read, and agreed to by the House; and is as followeth;

Consolidated Fund.

Resolved, That, towards raising the Supply to be granted to His Majesty, there be granted a further sum of One million five hundred thousand pounds out of the Sur plus of the Consolidated Fund of Great Britain and Ireland.

Ordered, That a Bill be brought in upon the said Resolution: And that Sir Alexander Grant, Mr. Chancellor of the Exchequer, Lord Granville Somerset, Lord Eliot, Mr. George Bankes, Mr. Attorney General, Mr. Solicitor General, Mr. George Dawson, and Mr. Planta, do prepare, and bring it in.

Report Supply (2 July.)

Sir Alexander Grant reported from the Committee of the whole House, to whom it was referred to consider further of the Supply granted to His Majesty, the Resolutions which, upon Friday last, they had directed him to report to the House; and the same were read, and agreed to by the House; and are as followeth;

Pensions, &c.

1. Resolved, That there be granted to His Majesty the sum of Two hundred thousand pounds towards satisfying such Annuities, Pensions or other Payments as would have been payable out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland, or out of the Civil List, in case the demise of his late Majesty had not taken place before the 10th day of October 1830.

Miscellaneous Services (Ireland), &c.

2. Resolved, That a sum, not exceeding One million one hundred and twenty-six thousand five hundred and fifty-four pounds eighteen shillings and one halfpenny, be granted to His Majesty on account, towards defraying the Charges of Miscellaneous Services in Ireland, Army Extraordinaries, Commissariat, Rideau Canal, Civil Contingencies, and Repairs and Improvements at Windsor Castle, being the sum required for the above-mentioned Services, for nine months of the year 1830.

Militia, &c.

3. Resolved, That a sum, not exceeding Two hundred and seventy thousand six hundred and ninety pounds fourteen shillings and one halfpenny, be granted to His Majesty, for defraying the charge of the Disembodied Militias of Great Britain and Ireland, and for the Out Pensions of the Regular Militia of Great Britain, and reduced Allowances and Out Pensions for the Yeomanry, for the year 1830.

Ordered, That a Bill be brought in upon the last of the said Resolutions: And that Sir Alexander Grant, Mr. Chancellor of the Exchequer, Lord Granville Somerset, Lord Eliot, Mr. George Bankes, Mr. Attorney General, Mr. Solicitor General, Mr. George Dawson, and Mr. Planta, do prepare, and bring it in.

Report on Beer and Cider Duties Acts, further considered.

Ordered, That the Order of the day, for taking into further consideration the Report from the Committee of the whole House, to whom it was referred to consider of the Acts 12 Car. 2, c. 23, a Grant of certain Impositions upon Beer, Ale and other Liquors, for the increase of his Majesty's Revenue during his Life; 12 Car. 2, c. 24, for taking away the Court of Wards and Liveries, and Tenures in capite, and by Knights' Service and Purveyance, and for settling a Revenue upon his Majesty in lieu thereof; 5 & 6 Anne, c. 2 & 4, for continuing the Duties upon Malt, Mum, Cider and Perry; and, 6 Geo. 4, c. 37, to provide for the future assimilation of the Duties of Excise upon Sweets or Made Wines, upon Mead and Metheglin, upon Vinegar and upon Cider and Perry, in Great Britain and Ireland, and to continue the Duty of Excise on Sweets or Made Wines in Great Britain, be now read; and the same being read:-The House proceeded to take the Report into further consideration; and the Resolutions of the Committee, being read a second time, were agreed to by the House.

Ordered, That a Bill be brought in upon the said Resolutions: And that Sir Alexander Grant, Mr. Chancellor of the Exchequer, and Mr. George Dawson, do prepare, and bring it in.

Report of Arms (Ireland) Bill, considered.

Ordered, That the Order of the day, for taking into further consideration the Report from the Committee of the whole House, on the Bill to regulate the Importation of Arms, Gunpowder and Ammunition into Ireland, and the making, selling and keeping of Arms, be now read; and the same being read:-The House proceeded to take the Report into further consideration; and the Amendments made by the Committee to the Bill, being read a second time, were agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed; and read the third time upon Monday next.

Labourers Wages Bill, deferred.

The Order of the day being read, for the House to resolve itself into a Committee of the whole House, upon the Bill to amend and render more effectual the Provisions of divers Acts for securing to certain Artificers, Workmen and Labourers, in such Acts mentioned, the due Payment of their Wages in Money;

Resolved, That this House will, upon Monday next, resolve itself into the said Committee.

Insolvent Debtors (Ireland) Bill, passed.

The ingrossed Bill to continue, for a time to be limited, the Acts for the Relief of Insolvent Debtors in Ireland, was, according to Order, read the third time.

Resolved, That the Bill do pass: And that the Title be, An Act to continue for one year, and from thence until the end of the then next Session of Parliament, the Acts for the Relief of Insolvent Debtors in Ireland.

Ordered, That Sir Alexander Grant do carry the Bill to the Lords, and desire their concurrence.

The Order of the day being read, for the third reading of the ingrossed Bill to amend an Act of the fifty-third year of King George the Third, for the appointment of Commissioners for the regulation of the several Endowed Schools of public and private foundation in Ireland;

Treasurer of the Navy Bill, reported.

Sir Alexander Grant reported from the Committee of the whole House, on the Bill to consolidate and amend the several Acts relating to the Office of Treasurer of His Majesty's Navy, the Amendments which they had made to the Bill; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed; and read the third time upon Monday next.

Report on Refined Sugar Exportation Acts, further considered.

The House, according to Order, proceeded to take into further consideration the Report from the Committee of the whole House, to whom it was referred to consider of the Acts 9 Geo. 4, c. 93, to allow Sugar to be delivered out of Warehouse to be refined; and, 10 Geo. 4, c. 49, to continue, until the fifth day of July One thousand eight hundred and thirty, the provisions of an Act to allow Sugar to be delivered out of Warehouse to be refined; and the Resolution of the Committee, being read a second time, was agreed to by the House.

Ordered, That a Bill be brought in upon the said Resolution: And that Sir Alexander Grant, Mr. Herries, and Mr. Courtenay, do prepare, and bring it in.

Fees and Stamp Duties Abolition Bill, committed.

A Bill to abolish certain Fees and Stamp Duties chargeable on the renewal of all Appointments, Commissions, Grants, Pensions, and Patents, consequent on the demise of the Crown, was, according to Order, read a second time; and committed to a Committee of the whole House for Monday next.

Fishery Acts continuance Bill, committed.

A Bill to revive, continue, and amend several Acts relating to the Fisheries, was, according to Order, read a second time; and committed to a Committee of the whole House for Monday next.

Surrey Coal Meters Bill, reported.

Mr. Charles Pallmer reported from the Committee on the Bill to continue an Act passed in the ninth year of His present Majesty's reign, to enable His Majesty's Justices of the Peace for the County of Surrey to nominate and appoint two or more Persons to act as principal Land Coal Meters within and for the several Places therein mentioned; That they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Amendments to Glasgow and Kilmarnock Roads Bill, agreed to.

A Petition of Inhabitants of the borough and hundred of Cricklade, in the county of Wilts, was presented, and read; praying, That some punishment for that of death may be substituted in all cases of Forgery.

Lord Mount Sandford's Estate Bill, deferred.

Ordered, That the ingrossed Bill from the Lords, intituled, An Act to enable the Devisees under the last Will and Testament of the Right honourable Henry Lord Mount Sandford, deceased, to make Leases of the Lands, Tenements and Hereditaments, lately in the possession of the said Henry Lord Mount Sandford, and devised by his said Will; and also, to enable the said Devisees to execute a Conveyance to the Rector of Kilkevan of a certain Piece of Ground situate in the Parish of Kilkevan, and County of Roscommon, be read a second time upon Monday next.

Warehoused Sugar Bill, presented.

Mr. Herries presented a Bill to continue an Act for allowing Sugar to be delivered out of Warehouse to be refined: And the same was read the first time; and ordered to be read a second time upon Monday next.
