PRAYERS.

Accounts from Chamber of London, presented.

The House being informed that Mr. Scott, from the Office of the Chamberlain of the City of London, attended at the door, he was called in; and at the bar presented to the House, pursuant to the directions of several Acts of Parliament,-An Account of the Produce of the several Duties appropriated to the Orphans Fund, for the year ending 5th July 1829.

A Statement of the Surplus arising from the Orphans Fund, together with the application of the same in the year ending the 4th August 1829, towards the extinction of the Debt.

A Statement of the several sums which have been charged upon the Orphans Fund by various Acts of Parliament for effecting sundry Public Works remaining due on the 4th August 1829.

An Account of Monies received and paid by the Chamberlain of the City of London, in pursuance of the several Acts of Parliament of the 4th Geo. 4, c. 50, 7th Geo. 4, c. 40, and 10th Geo. 4, c. 136, for rebuilding London Bridge, and for improving and making suitable Approaches thereto, from the 31st December 1828 exclusive, to the 31st December 1829, inclusive.

An Account of Monies received and paid by the Chamberlain of the City of London, in pursuance of an Act of Parliament of the 54th year of his late Majesty George the Third, for altering, amending and enlarging the powers of three Acts of his late Majesty, for improving the Navigation of the River Thames, &c. westward of London Bridge, within the Liberties of the City of London, and for further improving the said Navigation, for one year, to the 29th September 1829.

A Statement of Monies received and paid by the Chamberlain of the City of London (on account of the expense of Paving, Lighting, &c. the said City and Liberties), in pursuance of an Act of Parliament of the 11th year of his late Majesty George the Third, intituled, "An Act for consolidating, extending and rendering more effectual the Powers granted by several Acts for making, enlarging, amending and cleansing the Vaults, Drains and Sewers within the City of London, and Liberties thereof; and for paving, cleansing and enlightening the Streets, Lanes, &c. within the said City and Liberties, &c.;" from the 29th September 1828 exclusive, to the 29th September 1829 inclusive.

A Statement of Monies received and paid by the Chamberlain of the City of London (on account of the Expense of maintaining, repairing and cleansing the Sewers, &c. of the said City and Liberties), in pursuance of an Act of Parliament of the 11th year of his late Majesty George the Third, intituled, "An Act for consolidating, extending and rendering more effectual the Powers granted by several Acts for making, enlarging, amending and cleansing the Vaults, Drains and Sewers within the City of London and Liberties thereof, and for paving, cleansing and enlightening the Streets, Lanes, &c. within the said City and Liberties;" from the 29th September 1828 exclusive, to the 29th September 1829 inclusive.

An Account of Monies received and paid by the Chamberlain of the City of London, for lighting, watching, cleansing and repairing Blackfriars Bridge, pursuant to an Act of Parliament made in the seventh year of his late Majesty George the Third, for completing the said Bridge; and also of an Act of the 52d year of the reign of his said Majesty, for increasing the Fund for lighting, watching, cleansing and repairing the said Bridge; from the 29th September 1828 exclusive, to the 29th September 1829 inclusive.

An Account of Monies received and paid by the Chamberlain of the City of London, in pursuance of an Act of the 39th year of his late Majesty George the Third, intituled, "An Act for rendering more commodious and for better regulating the Port of London," being advanced out of the general Tonnage Duties, for the purpose of defraying the Costs and Charges of maintaining, repairing, altering and renewing the Mooring Chains in the River Thames, &c.; and also for paying the Salaries of the several Harbour Masters and their Assistants, from the 31st December 1828 exclusive, to the 31st December 1829 inclusive.

An Account of Monies received and paid by the Chamberlain of the City of London, in pursuance of an Act of the 39th Geo. 3, "for rendering more commodious and for better regulating the Port of London," in relation to the Canal in the Isle of Dogs, from the 31st December 1828 to the 13th August 1829, the period at which the said Canal was sold to the West India Dock Company, under the authority of the Act of the 10th Geo. 4, c. 130.

An Account of Monies received and paid by the Chamberlain of the City of London, in relation to the Market established for the Sale of Coals, in pursuance of an Act of Parliament of the 47th Geo. 3, intituled, "An Act for repealing the several Acts for regulating the Vend and Delivery of Coals within the Cities of London and Westminster and Liberties thereof, and in certain parts of the Counties of Middlesex, Surrey, Kent and Essex, &c.: from the 31st December 1828 exclusive, to the 31st December 1829 inclusive.

A Statement of Monies received and paid by the Chamberlain of the City of London, on account of the Metage and Inspection of Coals, by the principal Land Sea Coal Meters, in pursuance of an Act of Parliament of the 47th Geo. 3, intituled, "An Act for repealing the several Acts for regulating the Vend and Delivery of Coals within the Cities of London and Westminster and Liberties thereof, and in certain parts of the Counties of Middlesex, Surrey, Kent, and Essex, &c." from the 31st December 1828 exclusive, to the 31st December 1829 inclusive:-And then he withdrew.

Ordered, That the said Accounts do lie upon the Table.

Galway Dock and Canal Bill, committed.

A Bill for making and maintaining a navigable Cut or Canal from Lough Corrib to the Bay of Galway, and for the Improvement of the Harbour of Galway, was read a second time; and committed to Mr. Daly, &c.: And they are to meet this Afternoon, in the Speaker's Chamber.

Liverpool Improvement Bill, reported.

General Gascoyne reported from the Committee on the Bill for the better Paving and Sewerage of the Town of Liverpool, in the County Palatine of Lancaster, and for settling the Boundaries between the said Town and the Township of Kirkdale, and parts of the Townships of Everton and West Derby; That they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Liverpool Docks Bill, passed.

An ingrossed Bill for extending and amending the several Acts relating to the Docks and Harbour of Liverpool, was read the third time; and several Amendments were made to the Bill.

Resolved, That the Bill do pass.

Ordered, That General Gascoyne do carry the Bill to the Lords, and desire their concurrence.

Petition against Shoreham Bridge Bill.

A Petition of Hugh Fuller, Esquire, of Portslade, in the county of Sussex, was presented, and read; taking notice of the Bill for more effectually repairing and improving the Road from Brighton to Shoreham, for building a Bridge over the River Adur at New Shoreham, and for making a Road to Lancing, and a Branch Road thereupon, all in the County of Sussex; and praying, That he may be heard by himself, his counsel or agents against certain parts thereof.

Ordered, That the said Petition be referred to the Committee on the Bill; and that the Petitioner be heard by himself, his counsel or agents upon his Petition, if he think fit.

Ordered, That counsel be admitted to be heard in favour of the Bill, against the said Petition.

A Petition of Inhabitants of Little Hampton, in the county of Sussex, and of the neighbourhood, was also presented, and read; taking notice of the said Bill; and praying, That the same may pass into a law.

Dorchester Writ.

Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown, to make out a new Writ for the electing of a Burgess to serve in this present Parliament for the Borough of Dorchester, in the room of the Honourable Anthony William Ashley Cooper, who, since his election for the said Borough, hath accepted the office of Steward of His Majesty's Manor of East Hendred, in the County of Berks.

Warrington and Newton Railway Bill, reported.

Lord Stanley reported from the Committee on the Bill to enable the Company of Proprietors of the Warrington and Newton Railway to extend the Line of the said Railway, and for repealing, explaining, altering, amending and enlarging some of the Powers and Provisions of the Act relating thereto; That the Standing Orders relative to Bills for making Railways, had been complied with; and that they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Report was brought up, and read.

Ordered, That the Report do lie upon the Table.

Edenfield and Little Bolton Roads Bill, reported.

Lord Stanley reported from the Committee on the Bill for more effectually repairing and improving the Road from or near Edenfield Chapel to Little Bolton, and the Road leading from and out of the said Road at Booth Pits to or near Bury Bridge, in the County Palatine of Lancaster, and for making and maintaining three several Branches of Road communicating therewith; and to whom the Petition of the Proprietors of the Canal Navigation from Manchester to Bolton and to Bury was referred; That the Standing Orders relative to Turnpike Bills, had been complied with, and that no person appeared on behalf of the said Petition; and that they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be in grossed.

Bolton and Blackburn Roads Bill, reported.

Lord Stanley reported from the Committee on the Bill for more effectually repairing and improving the Road from Bolton-in-the-Moors to Blackburn, in the County Palatine of Lancaster, with two Branches of Road therefrom; and for making and maintaining a Branch of Road to or near the Village of Lower Darwen; That the Standing Orders relative to Turnpike Bills, had been complied with; and that they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Axmouth Harbour Bill, reported.

Mr. Bastard reported from the Committee on the Bill for maintaining and governing the Harbour of Axmouth, and works connected therewith, in the Parish of Axmouth, in the County of Devon; That they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Clifton Bridge Bill, reported.

Sir William Guise reported from the Committee on the Bill for building a Bridge over the River Avon, from Clifton, in the County of Gloucester, to the opposite side of the River, in the County of Somerset, and for making convenient Roads and Approaches to communicate therewith; That they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Sunderland Harbour Bill, reported and re-committed.

Mr. William Russell reported from the Committee on the Bill to amend and enlarge the Powers and Provisions of several Acts relating to the Improvement and Preservation of the River Wear, and of the Port and Haven of Sunderland, in the County Palatine of Durham; That they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Report was brought up, and read.

And the House being informed that other Amendments are necessary to be made to the Bill;

Ordered, That the Bill be re-committed to the former Committee: And that they have leave to sit and proceed, and to make their Report To-morrow.

New River Company Bill, committed.

A Bill to amend an Act of the twelfth year of King George the Second, for improving the Navigation of the River Lea, and for enabling the Governor and Company of the New River the better to supply the Cities of London and Westminster, and the Liberties and Suburbs thereof, with good and wholesome Water, was read a second time; and committed to Mr. Byng, &c.: And they are to meet this Afternoon, in the Speaker's Chamber.

Ordered, That the Petition of Freeholders and Inhabitants of North Nibley, in the county of Gloucester, complaining of their distress, which was yesterday presented to the House, be printed.

Petition against throwing open Beer Trade.

A Petition of Licensed Victuallers resident in the parish of Brighthelmston, was presented, and read; setting forth, That the Petitioners, confidently relying that the protection of the Legislature would be continued to them in consideration of the additional duties, taxes and restraints to which they are subjected beyond the other classes of the community, have invested all their property in the premises already licensed, and in increasing the accommodation therein provided for the public; and praying, That the House will not sanction any measure which has for its object a material change in the laws and regulations which now restrict the sale of Beer by Retail.

Ordered, That the said Petition be referred to the Select Committee on the Sale of Beer.

Committee on Lord Ellenborough's Divorce Bill.

The House, according to Order, resolved itself into a Committee of the whole House, upon the ingrossed Bill from the Lords, intituled, An Act to dissolve the Marriage of the Right honourable Edward Baron Ellenborough with the Right honourable Jane Elizabeth Baroness Ellenborough his now Wife, and to enable him to marry again, and for other purposes therein mentioned; and, after some time spent therein, Mr. Speaker resumed the Chair; and Sir George Clerk reported from the Committee, That they had made a progress in the Bill; and that he was directed by the Committee to move, That they may have leave to sit again.

Resolved, That this House will, To-morrow, again resolve itself into the said Committee.

The Order of the day being read, for the House to resolve itself into a Committee of the whole House, upon the Bill to extend the Powers of Grand Juries in the execution of an Act of the fifty-eighth year of his late Majesty's reign, for establishing Fever Hospitals in Ireland;

Resolved, That this House will, To-morrow, resolve itself into the said Committee.

Petition for mitigating the severity of the Criminal Law.

A Petition of Merchants, Bankers, and other Inhabitants of the town of Wisbech, in the Isle of Ely, and county of Cambridge, was presented and read; setting forth, That the Petitioners having learned that the penal statutes relating to Forgery are likely to come under the re-consideration of the House, are earnestly desirous, both for the better protection of property, and the invariable prosecution and adequate punishment of this heinous offence, that the penalty of death may be commuted in such manner as may appear to the Legislature best adapted to effect these important ends.

Ordered, That the said Petition do lie upon the Table; and be printed.

Petition respecting Corporation Property (Ireland.)

A Petition of Thomas Flanagan, was presented, and read; setting forth, That previous to the 10th year of the reign of King Henry the Seventh, Charters have been granted, incorporating the now corporate towns of Ireland, as well franchised as disfranchised, and in that year an Act was passed by the Parliament of Ireland, ordaining, that none but persons of seven years residency or servitude within the precincts of any corporate town in Ireland, were eligible to the corporate or municipal offices; that in the 21st year of the reign of George the Second, when the Roman Catholics of Ireland were ineligible to fill the corporate offices or to vote at Elections, and there were then many small boroughs sending Members to Parliament, most of which have been disfranchised by the Act of Union, the inhabitants of which then were and now are Roman Catholics, an Act was passed authorizing nonresident Protestants to become freemen and municipal officers of any corporate town in Ireland not being a city, contrary to the Act of Henry the Seventh, and in violation of the respective Charters; in consequence of which, in course of time, the corporate privileges and immunities, consisting of tolls, customs, &c. and large tracts of ground, got into the hands of non-resident strangers, to the manifest injustice and degradation of the resident inhabitants; besides, there is no law sufficiently explicit in Ireland to bring the coporate bodies or officers to any account as to the application of their funds and immunities, or how they elect their officers, Burgesses, Aldermen, admit their freedom, nor in fact how they elect their Members to Parliament, as there is no law in Ireland similar to the law of the 32d George the Third in England, which compels the proper officers of corporations to exhibit for inspection the Corporation Books; and praying the House to repeal the Act of the 21st Geo. 2, and to extend the English Law for the exhibition of the Corporation Books to Ireland, and to appoint a Committee of Inquiry into the state of the Irish Corporation Property, or Commissioners, with powers to examine witnesses, and take proper inquisitions, with the view that the same may be properly and fairly disposed of.

Radstock Roads Bill, reported.

Mr. Dickinson reported from the Committee on the Bill for more effectually repairing and otherwise improving several Roads from Radstock to Buckland, Dinham, Kilmersdon, Babington and Hallatrow, and from Norton Down to Norton Saint Philip, in the County of Somerset; and to whom the Petition of Inhabitants of the several parishes of Bradford, Wingfield, North Bradley, Trowbridge, Westbury, Hilperton, Steeple Ashton, and Edington, situate in the hundreds of Bradford, Melksham, Worlesdown, and Westbury, in the county of Wilts, was referred; That the Standing Orders relative to Turnpike Bills, had been complied with; and that they had considered the said Petition; and had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.
