Prisoners Relief.
A BILL for Relief of poor Prisoners, and Prevention of Gaol Sicknesses, was read . . . First time.
Ordered, That the Bill be read a Second time on Monday next.
Atheism, &c.
Ordered, That the Committees for the Bills against Atheism and Profaneness, and against Duelling, and the Bills touching Prisoners and Certiorari's, be joined.
Navy Debt.
A Petition of several Inhabitants of Plimouth, touching Monies owing to them for Provision for the Navy, was read.
Loyal Officers.
Mr. Mallet reports from the Committee to which the Matter touching the indigent loyal Officers was committed, That the Committee had examined the several Accompts of Mr. Buckley, Receiver for the County of Anglesey; Sir George Middleton, Receiver for the County of Lancaster; Mr. Palmes, Receiver for the County of Rutland; Mr. Grills, Receiver for the County of Cornwall; and had drawn up several Reports, in Writing, thereupon: Which he read; and after, delivered the same in at the Clerk's Table.
The Report of the Accompt of Mr. Buckley, for the County of Anglesey, being read;
Resolved, &c. That Mr. Buckley be discharged from the Custody of the Serjeant at Arms, paying the Charges at Law, and Fees due to the Serjeant at Arms.
Resolved, &c. That this House agree with the Committee, That the Lord Treasurer be desired to cause the Sum of Four hundred and One Pounds Seven Shillings and Four-pence to be paid to the Treasurer, for the Money assigned to the indigent loyal Officers: And Sir Phillip Warwick is to impart the Desires of the House to the Lord Treasurer.
The Report touching the Accompt of Sir George Middleton, for the County of Lancaster, was read.
Resolved, &c. That Sir George Middleton do remain in Custody of the Serjeant at Arms, till he has cleared his Accompt of the Two thousand Ninety-two . . . ., and paid the Charges at Law, and the Fees due to the Serjeant at Arms.
A Debate being about Nine hundred Ninety-eight Pounds more; which, by Direction of one Ogle, the head Collector, was received by one Wall, as was informed;
Resolved, &c. That the Serjeant at Arms do send a Messenger into the Country, to seize the said Ogle and Wall; and carry them into Custody before the High Sheriffs of the County of Lancaster: Before whom they are to give an Account, in whose Hands the Nine hundred Ninety-eight Pounds, or any Part of it, does rest: And that such Person in whose Hands the said Nine hundred Ninety-eight Pounds, or any Part of it, shall be found resting, be brought up in Custody, to answer the same.
The Accompt of Mr. Palmes, for the County of Rutland, was read;
Resolved, &c. That Mr. Palmes be discharged from the Custody of the Serjeant at Arms, paying his Fees.
Ordered, That the High Sheriff do send for the Collectors; and examine, Where the Arrear of Fifty-two Pounds, or thereabouts, uncollected, is chargeable; and to give Direction for the Collecting and Returning thereof.
The Report of Mr. Grills, for the County of Cornwall, was read.
Resolved, &c. That Mr. Grills, paying or securing the Arrear in his Hands to the Treasurer, be discharged, paying the Serjeant at Arms his Fees; and have Leave to go into the Country.
Resolved, &c. That this House doth agree with the Committee, That, as to the Two thousand Three hundred and Thirty-one Pounds Eighteen Shillings and Twopence, charged, by Mr. Grills' Accompt, to be in Arrear in several Hundreds of the said County of Cornwall, or in the Hands of the respective head Collectors hereafter named; viz.
And that it be referred to Sir Walter Moyle Knight, Colonel Wm. Godolphin, Walter Vincent, John Connock, Edw. Herle, and Francis Colmady, Esquires, and Thomas Piper Gentleman, or any Three of them, to examine and state the Particulars; and in whose Hands any of the said Monies are; and of the whole Matter to make Certificate, in Writing under their Hands and Seals, to this House, within Twenty Days after the Receipt of this Order, by the said Referrees, or any One of them: Who are speedily required to communicate the same to the rest; and to execute this Order with all possible Expedition, that the Accompts thereof may be made, and perfected; and the Monies, by the Acts of Parliament given and intended for that Purpose, may be employed, and discharged, accordingly.
Impeachment of Ld. Mordant.
The ingrossed Articles of Impeachment again the Lord Viscount Mordant were read.
And some Amendments, upon the Question, agreed, and made thereto, at the Table;
The Question being put, That the Articles of Impeachment against the Lord Viscount Mordant be agreed to;
It was resolved in the Affirmative.
Ordered, That Mr. Prynn, Mr. Swynfen, Sir Robert Atkins, do withdraw, and search the Records; and see, What Method hath been formerly used in Impeachments from this House.
Supply Bill.
Mr. Scowen reports from the Committee appointed to consider of the Abatement to be made to the City of London of their Proportion of the Assessment on them in the last Act, That the Committee had agreed upon a Report: Which he read; and after, delivered the same in at the Clerk's Table.
Which Report being twice read; and the Particulars, upon the Question, agreed;
Resolved, &c. That the Blanks in the Bill for the City of London be filled up, according to the Report.
A Debate being, touching the Assessment for the City of Chester;
Resolved, &c. That Seventy Pounds Seven Shillings and Eight-pence only be assessed on the City of Chester.
Adjournment.
