Prayers.

Message to attend the King.

A MESSAGE from his Majesty, by Sir John Eyton, Usher of the Black Rod;

Mr. Speaker,

His Majesty commands this honourable House to attend Him forthwith, in His House of Peers.

The King's Speech reported.

Mr. Speaker reports from His Majesty, That he went up, with the House, to attend the King: And that His Majesty was ready to begin His Speech: But the House being discomposed, by the Pressing in of Company, and so great a Noise, that his Majesty could not be heard; to prevent Mistakes, His Majesty had delivered His Speech in Writing, to be communicated to the House.

And Mr. Speaker having read His Majesty's Speech, He did further acquaint the House, That His Majesty also declared, That He did intend the Lord Chancellor should have made a Narrative concerning the Treaties, and Manner of Proceedings with the Dutch: But he being laid up of the Gout, His Majesty had caused the Narrative to be also put in Writing: Which, being signed by his Majesty, was delivered by Mr. Secretary Bennett to Mr. Speaker; and read to the House.

Thanks for the Speech.

Resolved, &c. That the humble and hearty Thanks of this House be returned to his Majesty, for his gracious Speech, and Narrative, concerning the Dutch Affairs, which he hath been pleased to communicate to both the Houses of Parliament; and for his Majesty's great Care of the Honour and Interest of the Kingdom: And that the Concurrence of the Lords be desired in this Vote: And that Mr. Secretary Morrice is to go up to the Lords to desire the same.

Resolved, &c. That the Matter of his Majesty's Speech, and Narrative, be taken into Consideration To-morrow Morning.

That this Committee do meet on Tuesday next, at Two of the Clock in the Afternoon, in the Exchequer Chamber; and every Tuesday and Thursday at Two of the Clock, in the Place before-mentioned; and to take into Consideration all such Matters as shall or may come in Question, touching Returns, Elections and Privileges; and to proceed upon Double Returns in the first Place; and report their Proceedings to the House: And all Persons that will question Double Returns already made, are to do it, in Fourteen Days after any new Return shall be brought in: And the Committee is to have Power to receive Petitions; and to send for Witnesses, Papers, and Records, for their Information; and to make Report of any Matter which may concern Breach of Privilege: And all Members, that are returned for Two or more Places, are to make their Elections, by This-daythree-weeks, for which of the Places they will serve; provided there be no Question upon the Return for that Place: And, if any thing shall come in Question, touching the Return or Matter of Privilege of any Member of this Committee, such Member is to withdraw from the Committee, during the Time the Matter which concerns himself is in Debate.

Grand Committees.
