Prayers.

Durham Franchise.

A BILL ingrossed, impowering the County and City of Durham to elect and send Knights and Burgesses to serve in Parliament, was this Day read the Third time; and, upon the Question, passed.

That Mr. Ellison do carry it to the Lords.

Resolved, That the Title of the said Bill be, An Act to enable the County of Durham to send Knights, and the City of Durham to send Burgesses, to serve in Parliament.

Haberdashers Company.

A Bill for incorporating of the Master and Wardens of the Company of Haberdashers, London, to be Governors of the Free School and Alms-houses in Newport, in the County of Salop, of the Foundation of Wm. Adams, and for settling of Lands and Possessions on them for Maintenance thereof, and other charitable Uses, was this Day read the Second time; and, upon the Question, committed unto Sir Walter Earle, Mr. Mynors, Sir Anthony Irby, Mr. Lowther, Sir Solomon Swale, Mr. Streete, Sir Henage Finch, Mr. Tompkins, Lord Angier, Mr. Pierrepont, Mr. Bamfeild, Mr. Swinfin, Col. King, Serjeant Hales, Mr. Ellison, Mr. Skipwith, Sir Roger Bradshaw, Serjeant Glyn, Sir John Northcot, Mr. Shawe, Sir Norton Knatchbull, Mr. Chafe, Mr. Powell, Mr. Whitmore, Sir Gilbert Gerrard, Mr. Charlton, Mr. Mountague, and the Knights and Burgesses of Shropshire: And are to meet at Two of Clock this Afternoon, in the Speaker's Chamber: And Mr. Charlton is to take care hereof.

Dunkirk.

Whereas by an Order of the late Council of State, dated 20th April 1660, Order was taken for paying, at the Receipt of Exchequer, by the Moiety of the Excise of Beer, Ale, Perry, Cyder, and Metheglin, to Edward Backwell, Alderman of the City of London, the Sum of Four thousand Eight hundred Pounds, to be by him remitted to Dunkirk, for the Pay of the Forces of that Garison; upon which Order there was paid, towards the said Sum of Four thousand Eight hundred Pounds, the Sum of Three thousand Seven hundred Seventy-four Pounds Seventeen Shillings and a Peny, and no more, according to a Certificate under the Hand of Sir Robert Pye, Auditor of the Receipt of Exchequer, dated the Tenth of July last; and so there remains unpaid, to complete the same, the Sum of One Thousand Twenty-five Pounds Two Shillings Eleven-pence: And whereas by another Order of the said Council of State, dated 17th May 1660, Order is taken for the paying, at the said Receipt, to the said Alderman Edward Backwell, for the Use aforesaid, the further Sum of Four thousand Eight hundred Pounds; of which the said Sir Robert Pye, by his Certificate, dated the Tenth of July last, certifies no Part to be paid:

Ordered, That the said Residue of the first Four thousand Eight hundred Pounds, viz. One thousand Twenty-five Pounds Two Shillings Eleven-pence, and the said second Four thousand Eight hundred Pounds, both amounting to Five thousand Eight hundred Twenty-five Pounds Two Shillings Eleven-pence, be charged upon the Moiety of the Excise of Beer and Ale, &c. and be forthwith paid, by the Commissioners of Excise for the Time being, to Edward Backwell, Alderman of the City of London: And this Order, together with Alderman Edward Backwell his Acquittance, testifying the Receipt thereof, shall be, to the said Commissioners of Excise, a sufficient Warrant and Discharge.

Confirming Marriages.

A Bill for making good of Marriages, contracted between the Day of by any Justice of Peace, was this Day read the First and Second time; and, upon the Question, committed to Mr. Tompkins, Mr. Pryn, Sir Walter Earle, Serjeant Hales, Mr. Swinfin, Mr. Bampfeild, Sir Anthony Cope, Mr. Lowther, Sir Lancelot Lake, Sir Tho. Dacres, Mr. Shaw, Mr. Briscoe, Sir Tho. Middleton, Mr. Rainsford, Mr. Bulkley, Mr. Boderda, Col. West, Dr. Mylls, Mr. Buller, Mr. Stockdale, Serjeant Glyn, Sir Solomon Swale, Sir Tho. College Leases.

A Bill for Confirmation of Leases and Grants made by Masters, Heads, and Fellows, and Deans, and Cannons of Colleges, or Collegiate Churches, and the Masters and Fellows of Eaton and Winchester, and Masters and Governors of divers Hospitals, was this Day read the First and Second time; and, upon the Question, committed to the same Committee to whom the Bill touching Marriages is committed: And that Mr. Streete, Mr. Charlton, Sir Anthony Irby Mr. Allen, Serjeant Hales, Mr. Grove, Mr. Hall, Mr. Ellyot, Lord Herbert, Col. Gerrard, Mr. Huxley, Lord Bruce, Mr. Connyers, Sir Gilbert Gerrard, and the Members that serve for the Universities, and for Winchester, be added to that Committee.

Reducing Interest.

A Bill for reducing the Loan of Money to Six Pounds per Cent. was this Day read the Second time; and, upon the Question, committed to Mr. Stephens, Sir Walter Earle, Sir Gilbert Gerrard, Mr. Knight, Mr. Spry, Lord Falkland, Lord Herbert, Sir Geo. Helston Election.

Sir Edward Turner makes Report from the Committee for Privileges and Elections, upon the Returns for the Borough of Helston in the County of Cornwall; that they have considered of the Returns for the said Borough; and find, that by Two several Indentures, signed by the Mayor, they find returned, Tho. Robinson, and Mr. Godolphin, Esquires; and by a Third, signed by the Sheriff, they find Sir Peter Kelligrew returned; and that they are of Opinion Mr. Robinson and Mr. Godolphin, being returned by the proper Officer, ought to sit, till the Merits of the Election be determined.

Resolved, That this House doth agree with the Committee, that Mr. Robinson and Mr. Godolphin are duly returned; and ought to sit, until the Merits of the Cause, upon the Election, shall be determined.

Excise.

The House was this Day resolved into a Grand Committee upon the Bill for Excise, according to former Order in that Behalf.
