Leave of Absence.

ORDERED, That Mr. Richard Cooke have the Leave of this House to go into the Country.

Soldiers to exercise Trades.

A Bill for enabling the Officers and Soldiers, who have faithfully served his Majesty, and his Royal Father, to exercise Trades, was read the Second time.

Resolved, &c. That the Bill be committed to Sir Tho. Tompkins, Sir John Birkenhead, Sir Edw. Masters, Sir Row. Berkley, Mr. Heath, Mr. Knight, Lord Richardson, Mr. Jay, Colonel Arundell, Sir John Shaw, Mr. Pryn, Sir Robert Holt, Sir Clifford Clifton, Mr. Rigby, Lord St. John, Sir John Bramston, Sir Abraham Cullen, Mr. Waller, Mr. Finch, Mr. Street, Sir Lanc. Lake, Sir Tho. Allan, Mr. Knight, Mr. Roberts, Mr. Garraway, Mr. Turgis, Mr. Westphaling, Sir Rich. Braham, Sir John Rouse, Mr. Jones, Sir John Marloe, Sir Rich. Oateley, Dr. Rushton, Mr. Buller: And all that come to the Committee are to have Voices: And they are to meet To-morrow at Two of the Clock in the Afternoon: And to send for Persons, Papers, and Records.

Ordered, That his Majesty be humbly moved, That he would be pleased to appoint a Day of Humiliation to deplore the Sins of the Nation, and implore God's Mercy for Diversion of his Judgments, and particularly of this unseasonable Weather; and to pray his Blessing on the Proceedings of the Parliament.

Ordered, That the Concurrence of the Lords be desired to this Order:

And Mr. Waller is to carry up the Order to the Lords for their Concurrence.

Damage Cleere.

The Lord Ancram reports from the Committee to which the Bill for the taking away Damage Cleere was committed, That the Committee had agreed some Amendments to be made to the Bill: Which he read, with the Coherence, in his Place; and after delivered the same in at the Clerk's Table: And the Amendments were once read.

The first Amendment was read the Second time.

Ordered, That these Words, "in Actions where Damages are recoverable," be inserted, instead of "Suits, Actions," in the first Amendment.

Resolved, &c. That the Amendment, thus altered, be agreed.

The rest of the Amendments were read the Second time; and, upon the Question, severally agreed to.

Resolved, &c. That the Bill, with the Amendments agreed to, be ingrossed.

Cardigan Election.

Sir Job Charleton reports from the Committee of Elections, That the Committee in the Cause between Sir Charles Cottrell and Sir Francis Lloyd, had examined the Matter; and were clearly satisfied, and of Opinion, That Sir Charles Cottrell had the Majority of Voices, and was duly elected for the Town of Cardigan.

Resolved, That this House doth agree with the Committee, That Sir Charles Cottrell was duly elected for the said Town of Cardigan, and ought to sit.

Excise.

Ordered, That the Bill touching the Arrears of Excise, be reported To-morrow Morning.

D. of Yorke's Revenue.

An ingrossed Bill for settling the Profits of the Post Office, and Power of granting Wine Licences, on his Royal Highness the Duke of Yorke, and the Heirs Males of his Body, was read.

A Proviso on the Behalf of the Haberdashers, and such as had served Apprenticeships to the Trade of a Vintner, was read the First time.

The Question being put, That the Proviso be read the Second time;

The House was divided.

The Yeas went out.

And so it passed in the Negative.

A Proviso on the Behalf of the Mayor and Burgesses of the Town of Saint Albans was twice read; and, on the Question, agreed.

Resolved, That the said Proviso be made Part of the Bill.

Another Proviso, on the Behalf of the Two Universities, was read:

Resolved, That the said Proviso be agreed to; and made Part of the Bill.

Resolved, That the said Bill do pass: And that the Title shall be, An Act * * * *

Ordered, That Mr. Seymour do carry the Bill to the Lords for their Concurrence: And do put the Lords in mind of the Bill for Advance of Trade; and desire them to expedite it.

Loyalist Officers.

Ordered, That the Lord Bruce his Report of the additional Bill concerning the indigent loyal Officers, be heard To-morrow Morning the first Business.

Militia.

The House did then resolve into a Committee of the whole House, to proceed in the further Consideration of the additional Bill for the better ordering the Forces of the several Counties of this Kingdom.

Mr. Speaker left the Chair.

Mr. Milward took the Chair of the Committee.

Mr. Speaker again took the Chair.

Mr. Milward reports from the Committee, That the Committee had sat, and made some further Progress in the Bill; and desired, that, Wednesday next, the House would again resolve into a Committee of the whole House, to proceed in the further Consideration of the Bill.

Resolved, That this House doth agree with the Committee, That they will, on Wednesday Morning next, resolve into a Committee of the whole House, to proceed in the further Consideration of the said Bill.

Supply Bill.

Resolved, That the Bill of Subsidies be proceeded in To-morrow Morning; and be the first and only Business.

Poor Relief.

Ordered, That the Committee to which the additional Bill for Relief of the Poor is committed, be revived; and do sit this Afternoon, at the Place formerly appointed.

Committees.

Ordered, That all Committees, which should have sat on Friday last, be revived; and do sit this Afternoon, at Two of the Clock, in the Places formerly appointed.
