Prayers.

Approbation of Ministers.

COLONEL Harley reports from the Committee for Religion, A Bill for Approbation of Ministers, before they be admitted to any publick Benefice: Which was this Day read the First and Second time; and, upon the Question, committed to the same Committee that brought in the Bill: And that Mr. Pryn, Sir Robert Goodwin, Mr. Attorney-General, Mr. Serjeant Glyn, Colonel Morley, Sir Gilbert Gerrard, Mr. Foxwist, Serjeant Maynard, Sir Edward Partridge, Sir Wm. Lewis, Colonel Dove, Mr. Whitehead, Mr. Ansley, Mr. Weaver, Lord St. John, Sir Walter Earle, Sir Wm. Waller, Colonel Lee, Sir John Pelham, Sir Harbottle Grimston, Sir Wm. Lewis, Mr. Doyley, Mr. Justice Hill, Sir John Bourchier, Mr. Bulkley, Mr. Grove, Sir Dudley North, Mr. Wingate, be added to that Committee: And that the said Committee have Power to consider of the Fees of the Register; and present their Opinion therein to the Parliament; and also, to consider of the Ministers doing their Duty: And that the Committee do bring in the Bill, with all convenient Speed.

Religion.

Colonel Harley also reports from the Committee, The Consession of Faith presented from the Assembly of Divines by Dr. Burgesse, and others of the Assembly, the 25th of September 1646: Which was read.

Resolved, That this House doth agree to this Publick Consession of Faith, contained in all the Chapters, except the 30th and 31th Chapters.

Ordered, That it be referred to the Committee that brought in this Confession of Faith, to bring in an Act, declaring and owning this to be the Publick Confession of Faith of the Church of England.

Ordered, That the 30th Chapter of Church-Censures, and the 31th Chapter of Synods and Councils, be referred back to the same Committee that brought in the Confession of Faith; to consider thereof; and to confer with such Persons thereupon as they shall think fit; and present their Opinion therein to the Parliament.

Navy Appointments.

Mr. Ansley reports from the Council of State, That the Lord General Monck be commissionated one of the Generals of the Fleet, for the next Summer's Expedition: And that Colonel Edward Mountague be one other of the Generals of the Fleet, for the next Summer's Expedition.

Resolved, That this House doth agree with the Council of State, That the Lord General Monck be commissionated one of the Generals of the Fleet, for the next Summer's Expedition.

Resolved, That the House doth agree with the Council of State, That Colonel Edward Mountague be one other of the Generals of the Fleet, for the next Summer's Expedition: And that a Commission be prepared, and granted, to him, accordingly.

Commissioners of Assessments.

Resolved, That William Androse, of Bridgewater, be a Commissioner for the Assessments in the County of Somersett, instead of Thomas Andrewes, mentioned by Mistake, as a Commissioner for the said County, in the Act of Assessments: And that the said Thomas Andrewes do forbear to act, by virtue of the said Act. And the said William Androse is hereby impowered and authorized to sit and act as a Commissioner for the Assessments, as fully, to all Intents and Purposes, as if he had been rightly named in the said Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Sir Gilbert Gerrard, Baronet, Sir Wm. Waller, Sir Anthony Irby, Sir Wm. Plater, Sir William Wheeler, Knights, Wm. Bell, Henry Peck, and Gabriell Beck, Esquires, be, and are hereby, nominated and appointed Commissioners for the Assessment for the City of Westminster: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Captain Wm. Meredith, Richard Evans, of Collenny, William Deere of Lantwit-Major, Nicholas, Robin, Miles Mathew of Blaengwarne, Edward Jones of St. Michaelston, and Wm. Watkins, be, and are hereby, nominated and appointed Commissioners for the Assessment for the County of Glamorgan: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Sir William Roberts Knight, William Warren, of Wapping, Esquire, John Limbrey, and William Northey, of Stepney, Esquires, be, and are hereby, nominated and appointed Commissioners for the Assessment for the County of Middlesex: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of (fn. 1) Ten thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Morgan Jones, Hugh Powell, James Penry, Rowland Lloyd, William Bowen, and Thomas Powell, be, and are hereby, nominated and appointed Commissioners for the Assessment for the County of Brecknock: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Robert Pemberton, Robert Ivory, Robert Newe, Richard Jennyns, and William Foxwist, be, and are hereby, nominated and appointed Commissioners for the Assessment for the Borough of St. Albans: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That James Lewis junior, John Vaughan junior, Thomas Evans, Thomas Lloyd of Bronwyth, William Lloyd, Richard Jones, Reynold Jenkyns, Esquire, David Lloyd, of Allt yr Odyn, Thomas Powell, Howell Phillips, and Thomas Jenkin, Gentlemen, be, and are hereby, nominated and appointed Commissioners for the Assessment for the County of Cardigan: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland.

Penniston Baronet, Thomas Cobb Esquire, Miles Fleetwood Esquire Edward Clerk Esquire, George Crook Esquire, Compton Read Esquire, Robert Dormer Esquire, Vincent Barry Esquire, George Greenwood Esquire, and Arthur Jones Esquire, be, and are hereby, nominated and appointed Commissioners for the Assessment, for the County of Oxford: And that they, and every of them, be, and are hereby impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That the Bailiffs for the Time being, Francis Bacon Esquire, Recorder, Richard Browne Gentleman, and William Skippon Gentleman, be, and are hereby nominated and appointed Commissioners for the Assessment for the Borough of Alborough: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That John Southerby Esquire, Recorder, John Clarke Esquire, George Moody Alderman, Thomas Chapline, Jasper Shepheard, Gentlemen, Thomas Barnardiston, and Francis Bacon, be, and are hereby, nominated and appointed Commissioners for the Assessment for the Corporation of Bury St. Edmonds, in the County of Suffolk: And that they, and every of them, be, and are hereby, impowered and authorized to sit and act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Robert Good and John Holt, Esquires, be, and are hereby, nominated and appointed Commissioners for the Assessments for the City of Sarum, and Close of the same: And that they, and every of them, be, and are hereby, impowered and authorized to sit and Act as Commissioners for the Assessments, as fully, to all Intents and Purposes, as if they had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds by the Month, upon England, Scotland, and Ireland, for Six Months.

Ordered, That Sir Francis Holles Baronet be, and, is hereby, nominated and appointed Commissioner for the Assessments for the Counties of Wiltes and Dorsett: And that he be, and is hereby, impowered to sit and act as Commissioner for the Assessments, as fully, to all Intents and Purposes, as if he had been named in the Act, intituled, An Act for an Assessment of One hundred thousand Pounds, by the Month, upon England, Scotland, and Ireland, for Six Months.

Friday, March 2d, 1659. Afternoon.

Invalid Soldiers, &c.

ORDERED, That the Council of State do give Order for Payment of the Two thousand Pounds to the poor Widows, Orphans, and maimed Soldiers, of Elyhouse and the Savoy Hospital.

Ordered, That Mr. Knightly, Mr. Long, Colonel John Birch, Mr. Francis Gerrard, Mr. Grove, and Colonel Dove, be added to the Committee for the maimed Soldiers and Widows.

Expunging Votes.

Mr. Pryn reports from the Committee to whom it was referred to consider, What Votes were fit to be expunged, That the Votes of January 27. 1647, Pages 1089, 1090, 1091, 1092, 1093, 1094, for discharging Mr. Denzill Hollis, and others, of the House; Saturday, January 29th 1647, Pages 1116, 1117, 1118; the Votes for accusing Mr. Hollis, and others, of High-Treason; which Votes of January 27th being repealed June 8th, and 9th, 1648, thereupon the House, on Tuesday, December 12. 1648, Pages 440, 441, 442; the Votes of the House, for repealing those Votes of June 8th and 9th; and that the Votes of January 27th for the Discharge of Mr. Holles, and others, of the House; should stand.

Resolved, That the said several Orders made against Denzill Holles Esquire, touching his Impeachment, and the Exclusion of him out of the Parliament, be discharged and obliterated.

Resolved, That the Votes and Resolves, and all Matters relating unto them, of the 25th of January 1659, touching Sir Robert Pye and Major Fincher, upon a Paper by them delivered to Mr. Speaker, be made null and void, and obliterated.

Resolved, That the Votes of the 21th of July 1659, and all Matters relating unto them, touching Reports published by Major Harley, be made null and void, and obliterated.

Publick Revenue.

Ordered, That the Committee to whom it is referred, to take into Consideration the State of the Revenue of the Commonwealth, do take into Consideration the State of the Revenue of England, Scotland, and Ireland: And that these Words be added, in the Order of the First of March instant.

Sequestrations.

Mr. Francis Bacon reports, Amendments to the Bill for repealing Two Acts for Sequestrations: Which were twice read; and, upon the Question, agreed unto.

And the said Bill, so amended, was read the Third time; and, upon the Question, passed; and ordered to be printed and published.

Loan by the City.

Sir William Lewis reports from the Committee appointed to go to the Lord Mayor, Aldermen, and Commons of the City of London, to advance the Sum of Twenty-seven thousand Pounds, upon Security of the Assessments of the said City, and the Liberties thereof, That, with much Readiness, they do chearfully comply with what is proposed by the Parliament.

A Bill for Security of Twenty-seven thousand Pounds, advanced by the Lord Mayor, Aldermen, and Commons, of the City of London, for the present Service of the State, was read the First and Second time; and, upon the Question, committed unto Sir Anthony Ashley Cooper, Mr. Pury the elder, Mr. Lechmere, Sir Wm. Lewis, Mr. Scawen; or any Two of them: Who are presently to withdraw; and bring in the Amendments forthwith.

Navy Commissions.

Resolved, That Commissions be granted, under the Great Seal, unto General George Monck, and General Edward Mountague, to be Generals, and General, jointly and severally, of the Fleet, for the next Summer's Expedition: And that the Commissioners for the Great Seal do pass Commissions to them, under the Great Seal of England, accordingly.

Resolved, That General Mountague do forthwith go to the Fleet.

Militia.

Colonel John Birch reports, Amendments to the Bill for settling the Militia: Which were twice read.

The Question being propounded, That the Words "Commissioner or" be added, before the Words" Commission Officer," in this Amendment;

And the Question being put, That that Question be now put;

The House was divided.

The Noes went forth.

So it passed with the Negative.

And the Amendments, being put to the Question, were agreed unto.

Loan by the City.

Mr. Pury reports, from the Committee appointed to withdraw, Amendments to the Bill for securing the Twenty-seven thousand Pounds advanced by the Lord Mayor, Aldermen, and Commons of the City of London: Which were twice read; and, upon the Question, agreed unto.

And the said Bill, so amended, being put to the Question, passed.

Militia Commissioners.

Ordered, That it be referred back to the Committee who brought in the Bill for the Militia, to take Names of Commissioners for the Militia: And that the Members who serve for the several Counties, Cities, and Boroughs, do present the Names of Commissioners for the Militia to the said Committee: And that they be inserted into the Bill, alphabetically, according to the respective Counties.

Resolved, That the Members of this House be enjoined to take especial Care, That, to the best of their Judgments, the Commissioners for the Militia, which they present, be Persons well-affected to the Cause of the Parliament.

Excise and Customs.

Ordered, That it be referred to the Committee that brought in the Bill for the Excise and Customs, to consider of the Two last Queries brought in by the Commissioners for the Customs: And to report their Opinion therein to the Parliament.

Irish Affairs.

Ordered, That the Letters and Publick Dispatches, out of Ireland, which were brought by Colonel Temple, and others, and are directed to Mr. Speaker, be sent to the Council of State; to consider of, and take Order therein; or present their Opinion therein to the Parliament, if they shall see Cause.
