Prayers.

Army.

A LETTER from General George Monck, from St. Albans, of the 28th of January 1659; and Two Lists therein inclosed; were read.

Resolved, That the Parliament doth agree with the Distribution of the Soldiers into Quarters, according to these Lists.

Resolved, That it be referred to the Commissioners of the Army, to see the Soldiers forthwith distributed into their Quarters, accordingly.

Resolved, That Ten Pounds a Day be allowed towards the Maintaining of a Table for the Commissioners of the Army, to begin when General Monck cometh to Town; and to continue until the First Day of March next.

Resolved, That the said Ten Pounds a Day be paid out of the Contingencies of the Council of State: And that the Council of State do give Order for the Payment thereof, accordingly.

Letter, &c. read.

A Letter from Mr. Scott and Mr. Robinson, of the 29th of January, at Midnight, 1659: And a Copy of the Congratulation and Address of the Sheriffs and Gentlemen of Bucks to General Monck; and also a Copy of a Paper inclosed, to invite the Gentlemen of Buckinghamshire to meet at Alisbury; were read.

Elections.

Ordered, That the Committee for Qualifications do meet this Afternoon, and perfect the Qualifications; and report them To-morrow Morning, the first Business; nothing to intervene; that the Parliament may proceed to the Filling up of the House.

Attendance of Members.

Ordered, That the Judges, Members of Parliament, and all other the Members of the Parliament, who ought to attend the Service of the Parliament do give their Attendance in the House To-morrow Morning.

Ordered, That the Members of Parliament, who were ordered to attend the Parliament To-morrow, do attend the Parliament on Tuesday Sevennight.

Army Committee.

Ordered, That the Committee for the Army and Treasurers at War, do meet together this Afternoon; and take care to provide Monies towards the Pay of such of the Soldiery as shall be drawn out of this Town to the Quarters appointed for them.

Army Appointment.

Dr. Thomas Clergis was this Day propounded to be Commissary-General of the Musters.

Army Pay.

Ordered, That the Soldiers, both Horse and Foot, that shall be drawn out of Town, shall have a Month's Pay, upon a new Muster to be made.

Revenue Arrears.

Colonel White reports from the Commissioners for bringing in the Arrears of the Revenue, The State of the Charge and Discharge of Martin Noell Esquire, upon his Two late Farms; the one, of the Custom of Coals exported; the other, of Excise of certain Commodities, Natives, and imported.

The said Martin Noell, having been treated with, in pursuance of the Order of Parliament abovementioned, allegeth, in Bar of the Balance adjudged, the Damage by him sustained by the precedent Farmer's concurrent Term, within the District of this Farm; for which he demands an Allowance of 7,890£. ultra the 2,500£. already allowed upon his Account, by Default	7,890	-	-
The said Mr. Noell further demands, An Allowance of 26,250£. in Consideration of his Damages sustained by his Non-enjoyment of a Contract made with him for the Farm of the Customs and Excise, in Scotland; which were lett to him for 12,500£. per Annum, in Consideration of his hard Bargain in his former Contract for England: And the Non-confirmation thereof, on the State's Part, he allegeth, was to his Damage, as above	26,250	-	-

Upon the whole Matter, we find, by the best Information we can get, That his Estate is dispersed abroad, in Foreign Parts: And that his Security is weak, and their Estates not visible: Which was read.

The humble Petition of Martin Noell was read.

Ordered, That, upon the whole Matter, this Report be referred back to the said Commissioners, to do therein what they shall find to be most advantageous for the Service of the Commonwealth: And that they report their Proceedings therein to the Parliament, on Thursday next; with their Opinion therein upon the whole Matter.

The humble Proposal made by Martin Noell Esquire, was read.

Ordered, That this Proposal be referred back to the said Commissioners for bringing in the Arrears of the Revenue; to consider thereof; and to present their Opinion therein to the Parliament, forthwith.
