Tuesday, 27th December, 1659.

Prayers.

Excise, &c.

COLONEL White reports from the Committee of Inspections, That the Duty of Excise and Customs will determine on Saturday next, unless this House please longer to continue the same.

Ordered, That a Bill be forthwith brought in for the Continuing of the Excise and Customs for so long time as the Parliament shall think fit: And that Colonel White do bring in a Bill accordingly.

A Bill for the further Continuance of the Customs and Excise was this Day read the First time.

Resolved, &c. That this Bill be now read the Second time.

The said Bill was this Day read the Second time, accordingly; and, upon the Question, committed, viz. unto Colonel White, Mr. Weaver, Alderman Atlain, Mr. Robinson, Mr. Millington, Colonel Thompson, Sir Henry Vane, Mr. Garland, Mr. Say, Mr. Scott, Mr. Solicitor Reynolds, or any Three of them: And are to meet, in the Speaker's Chamber, forthwith.

A Member to be liberated from Prison.

Ordered, That Lieutenant Heythorne, and all other Person and Persons, who do keep Mr. James Challoner, a Member of this House, in Prison or Restraint, be and are hereby required and enjoined to set him at Liberty, that he may attend the Service of the Parliament; and to deliver unto him all Writings, Evidences, Papers of Accompts, and Monies whatsoever, which were seized in the Custody of the said Mr. Challoner.

Capt. Rose.

Ordered, That Captain Rose be and is hereby required to go to his Charge in the lsle of Man.

Lieutenant Hawthorne.

Ordered, That it be referred to the Commissioners for the Management of the Forces of the Army, forthwith to send for, and bring, Lieutenant Hawthorne, in Custody, as a Delinquent, to the Bar of this House.

Liberation of Squibb.

Resolved, That Mr. Squibb be set at Liberty from his Restraint and Imprisonment in the Isle of Mann: And all and every Person and Persons, in whose Custody he is, be and are hereby required and enjoined to set him at Liberty accordingly.

Army.

Ordered, That no Forces shall be raised but by Authority of this present Parliament: And that all such Forces as have been, or shall be, raised, without Authority of Parliament, be forthwith disbanded: Provided, That this Note extend not to any the Forces raised by General Monck.

Ordered, That the Commissioners for Management of the Forces of the Army be and are hereby impowered to remand all Arms and Ammunition, which hath been delivered out of any of the Publick Stores of this Nation, which are in the Hands of Persons who are not in Obedience to the Parliament; and cause them to be brought back again to the Publick Stores.

Liberation of Saunders &c.

Ordered, That Colonel Saunders and Major Barton, now Prisoners at Coventry, be forthwith set at Liberty: And all Person and Persons, who keep them under Restraint, be and are hereby required to set them at Liberty accordingly.

Army.

Ordered, That all the Regiments of Horse and Foot in the Northern Counties do forthwith repair unto such Quarters as shall be appointed by the Commissioners for Management of the Army; and observe such Orders and Directions as the said Commissioners shall, from time to time, give forth.

Thanks to Gen. Monck, &c.

Ordered, That it be referred to a Committee to prepare Letters of Thanks and Acknowlegement of the Fidelity and good Service of General Monck, Vice-Admiral Lawson, and the Commissioners at Portsmouth: And that Mr. Speaker do sign and Seal the said Letters with the Seal of the Parliament: Viz. Mr. Scott, Mr. Weaver, Colonel Martin.

Customs, &c.

Colonel White reports, Amendments to the Bill for Continuing of the Customs and Excise: Which were twice read.

And the Question being put, To agree unto an additional Clause touching the Argiere Duty, reported by the said Committee;

It passed with the Negative.

The rest of the Amendments, being put to the Question, were agreed unto.

The Question being propounded, That the Blank in the First Folio, Line the Sixth, be filled up with these Words; viz. "Three Months;"

And the Question being put, That this Question be now put;

It passed with the Negative.

And the Question being propounded, That the Time be until the Twenty-fifth of March;

And the Question being put, That this Question be now put;

It passed with the Negative.

Resolved, That the Time be the First Day of March 1659.

And the Question being put, That Alderman Ireton be one of the Commissioners for the Customs;

It passed with the Negative.

Resolved, That Wm. Harrington be one of the Commissioners for the Customs.

The Question being put, That Richard Downes be one of the Commissioners for the Customs;

It passed with the Negative.

The Question being put, That John White be one of the Commissioners for the Customs;

The House was divided.
The Yeas went forth.

So it was Resolved, That John White be one of the Commissioners for the Customs.

The Question being put, That Richard Baker be one of the Commissioners of the Customs;

It passed with the Negative.

Resolved, That Alderman Atkins be one of the Commissioners for the Excise.

Resolved, That Thomas Bulstrode be one of the Commissioners for the Excise.

Resolved, That John Pargiter be one of the Commissioners for the Excise.

Resolved, That Benjamin Goodwyn be one of the Commissioners for the Excise.

Resolved, That Thomas Lenthall be one of the Commissioners for the Excise.

Resolved, That James Wainewright be one of the Commissioners for the Customs.

Resolved, That Mr. Geo. Foxcroft be one of the Commissioners for the Customs.

The Question being propounded, That Alderman Love, Sheriff of London, be one of the Commissioners for the Customs;

And the Question being put, That that Question be now put;

It passed with the Affirmative.

And the main Question being put; It was

Resolved, That Alderman Love, Sheriff of London, be one of the Commissioners for the Customs.

Resolved, That the former Salaries be continued unto the said respective Commissioners.

Resolved, That the Commissioners of Appeals be continued.

And the said Act so amended, being put to the Question, was agreed unto; and ordered to be forthwith printed and published.

Attendance of Members.

Resolved, That Mr. Speaker be desired to write Letters to the several Members of this House, to give their Attendance on the Service of this House forthwith.
