Prayers.

Letter read.

A LETTER from James Baker, from Shaston, of the Thirtieth of July 1659, was this Day read.

Regulating the Law.

Ordered, That, on this Day Sevennight, the House do take into Consideration the Regulation of the Law, and Courts of Justice.

Militia Commissioners.

Ordered, That Major Christofer Martyn be, and is hereby, nominated and appointed a Commissioner for the Militis for the County of Devon: And he is hereby authorized and impowered to act as one of the Commissioners, accordingly, as fully, to all Intents and Purposes, as if he had been nominated in the Act for settling the Militia in England and Wales.

Ordered, That John Nutt Esquire be, and is hereby, nominated and appointed a Commissioner for the Militia for the County and City of Canterbury: And he is hereby authorized and impowered to act as a Commissioner accordingly, as fully, to all Intents and Purposes, as if he had been nominated in the Act for settling the Militia in England and Wales.

Lancaster County Palatine.

An Act for continuing of the Jurisdiction and Privileges of the Duchy and County Palatine of Lancaster, was this Day read the First time.

The Question being put, That this Bill be now read the Second time;

The House was divided.

The Yeas went forth.

So it passed with the Negative.

Lancaster Assize.

Ordered, That Mr. Garland do bring in a Bill for holding an Assize for the County of Lancaster, Tomorrow Morning.

London Militia.

Major General Skippon acquaints the House, that the Commissioners for the Militia of London have agreed on Marke Coe for Serjeant-Major to Colonel John Mew, of the Blue Regiment; and Robert Smith for a Captain in the same Regiment, in place of George Hudson: Which Names were read; and, upon the Question, agreed unto.

Nottingham Court of Record.

The humble Petition of divers of the Inhabitants of the Counties of Nottingham and Derby, against setting up a Court of Record, and a Court of Equity, in the County of Nottingham, by the Steward of the Honour of Peverell, was this Day read.

Ordered, That this Petition be referred to the Committee for Colchester; and that Mr. Hutchinson and my Lord St. John be added to that Committee: And that the Committee have Power to send for Persons, Papers, Records, and what else may conduce to the Business.

Lancaster, &c. Regalities.

Ordered, That Mr. Say be desired to bring in a Bill for taking away the Regalities and County Palatines of Lancaster, Chester, the Isle of Ely, and other Places.

Militia Commissioners.

Ordered, That Colonel Henry Bradshawe and Major Wm. Fallowes be Two of the Commissioners for the Militia for the County Palatine of Chester: And that they have the same Powers and Authorities to act as is given by the Act for settling of the Militia in England and Wales, to the Commissioners in the said Act named.

Ordered, That Sir John Wrey and Mr. Oliver St. John be Two of the Commissioners for the Militia for the County of Norffolk: And that they have the same Powers and Authorities to act as is given by the Act for settling of the Militia in England and Wales, to the Commissioners in the said Act named.

Ordered, That Mr. Richard Cutts be one of the Commissioners for the Militia in the County of Essex: And that he have the same Powers and Authorities to act, as is given by the Act for settling of the Militia in England and Wales, to the Commissioners in the said Act named.

Ordered, That Mr. Errisby of Fulham, Mr. Henry March of North-End, Mr. Francis Dyson of Brompton, Mr. Chalkwell of Hammersmith, and Mr. Henry Simball, be Commissioners for the Militia in the County of Middlesex: And that they have the same Powers and Authorities to act as is given by the Act for settling of the Militia in England and Wales, to the Commissioners in the said Act named.

Army Appointments.

Sir Arthur Hesilrig reports from the Commissioners for nominating of Commission Officers, That the Persons hereafter named be nominated, and humbly presented to the Parliament for their Approbation, for the several Commands following; viz.

Captain Lieutenant Richard Barker to be Captain of that Company of Foot in the Regiment of Colonel Wm. Sydenham; which was late under the Command of Captain Wagstaffe:

That Lieutenant Benjamin Southwood be Captain Lieutenant to Colonel Sydenham:

That Lieutenant Edward Nutt may be Lieutenant to the Lieutenant Colonel in the same Regiment:

That Lieutenant Thomas Rowe be Lieutenant to the Major:

That Lieutenant David Francis be Lieutenant to Captain Hunt in the same Regiment.

Which Names were read; and, upon the Question, approved.

Sir Henry Vane reports from the Council of State, A Letter from Colonel Okey from Bristoll, of the 30th of July 1659:

And a Letter from Gloucester, of the 30th of July, from Mr. Thomas Pury, and others:

And a Letter from Colonel West, from Preston, of the 29th of July 1659: Which were read.

Delinquents Estates.

Major Salwey reports, a Bill nominating and appointing Commissioners to put in Execution all the Powers heretofore given to any Committee or Commissioners for compounding with Delinquents: Which was this Day read the First and Second time.

Mr. Robinson reports, an Instruction to be given to the Commissioners in the said Bill named: Which was also read the First and Second time.

Ordered, That the said Bill and Instruction be committed unto the Committee of Inspections.

Militia Commissioners.

Ordered, That Sir Arthur Hesilrig Baronet, Sir Henry Vane Knight, Hen. Rawling Alderman, Mr. John Tomson, Mr. James Turner, William Cutter, Edward Kirton, Thomas Betson, and Wm. Wilkinson, be added Commissioners for the Militia for the Town of Newcastle: And that the said Commissioners be, and are hereby, authorized to act as fully and amply, and that they have and execute the same Powers and Authorities, as any other the Commissioners, nominated in the Act for settling the Militia in England and Wales, have by the said Act.

Plundered Ministers.

Ordered, That the Committee for plundered Ministers sit only One Day in every Week, viz. every Thursday in every Week, until this House take further Order.

Public Revenue.

Ordered, That it be referred to the Committee of Inspections (upon Certificate of the Commissioners for bringing in the Revenue, that the Farmers of the Excise and Customs are Arrear with their Rents, notwithstanding any former Order) That they do, and are hereby authorized and impowered to take in any of the Farms of the Excise and Customs; and to manage them for the best Advantage and Service of this Commonwealth.

Smith's Petition.

The humble Petition of Elizabeth Smith, Widow, was this Day read.

Ordered, That this Petition be referred to the Commissioners in Ireland; and to Lieutenant-General Ludlow; to examine the Business, and to do the Petitioner Justice.

Ordered, That it be referred to the Council of State, to give unto Elizabeth Smith, Widow, the Sum of Ten Pounds, for her present Relief, and towards her Charge in going over to Ireland.

Militia Commissions.

The House being informed, that some Officers for the Militia in London and Westminster were at the Door;

They were called in: And being come . . the Bar, Mr. Speaker acquainted them with the great Trust reposed in them, and that the Parliament expected Faithfulness from them to the Parliament and Commonwealth: And thereupon Mr. Speaker delivered them their Commissions; viz.

To Serjeant-Major Mark Coe, his Commission to be Serjeant-Major to Colonel John Mew, of the Blue Regiment, for the Militia of London:

To Captain Robert Smith, his Commission to be Captain of a Company in the same Regiment:

To Colonel Sylvenus Taylor, his Commission to be Colonel of a Regiment of Foot of the Militia of Westminster:

To Lieutenant-Colonel James Harrington, his Commission to be Lieutenant-Colonel of the same Regiment:

To Serjeant-Major Noah Baneks, his Commission to be Serjeant-Major of the same Regiment:

To Captain Henry West, his Commission to be Captain of a Company in this Regiment:

To Captain George Talby, his Commission to be Captain of a Company in this Regiment:

To Captain Peter Lynsey, his Commission to be Captain of a Company in this Regiment:

To Captain-Lieutenant John Man, his Commission to be Captain-Lieutenant of this Regiment:
