Prayers.

Irish Army and Adventurers.

COLONEL Sydney reports from the Committee, to whom the Act for planting Ireland is referred, The Opinion of that Committee upon the Proposals of the Army in Ireland: Which was read; and were as followeth;

ORDERED, That it be reported to the Parliament, as the Opinion of this Committee, upon Consideration of the Proposals of the Army in Ireland,

I. That the Counties of Lymerick, Tipperary, and Waterford, in the Province of Munster; Westmeath, King's County, Queen's County, and Eastmeath, excepting the Baronies of Duleeke and Slane, in the Province of Leimster; Downe, Antrim, and Armagh, in the Province of Ulster; be speedily set forth, for the Satisfaction of the Adventurers and Soldiers of the present Army there, for their Service from the 5th Day of June 1649.

II. That the respective Proportions due unto every Officer and Soldier, shall be measured out unto them, according to the Number of Acres, and not allotted unto them, according to the yearly Value.

III. That the private Soldiers, Troopers, and Noncommissionated Officers, shall have Land allotted unto them for their Arrears, at the same Rates, and with the same Advantages, as the Adventurers out of the said Counties; all Lieutenants of Horse and Foot, Cornets, Ensigns, Quarter-masters of Horse and Foot, shall have Lands allotted unto them at the Rates of Two Thirds of what is allowed the Adventurers; and all Captains, and other Officers above the Degree of Captains, shall have half the Proportion that is allowed unto the Adventurers: Provided always, that those Officers and Soldiers only shall have the Benefit of these Concessions, who are of the present Army, and for the Arrears of Pay grown due unto them since the 5th Day of June 1649; and that they shall not have Power of selling or alienating above one Moiety thereof, for the Space of Three Years, after the Time of taking it into Possession; and that all Acts of Sale, or Alienation of the same, be made null and void.

IV. In case the Moiety of the Ten Counties, allotted unto the Soldiers, should not be sufficient to satisfy all the Arrears of the Army that have accrued and grown due since the 5th of June 1649, the Remainder thereof shall be satisfied unto them out of the other Counties of Ireland, not excepted by this Act, at the same Rates, and with the same Advantages, as is allowed unto those that have their Payment out of the Ten forementioned Counties.

V. And if any Officer, or other Person, have pitched upon any particular Parcel of Land within that Part of the said Counties allotted for the Satisfaction of the Soldiers, for which he shall desire to contract for the Payment of his Arrears; the Commissioners for setting out of Lands there, shall have Power to grant unto the said Persons the said Lands without Lot; provided always, it be under the Rate of Eight Years Purchase, as it was lett, or worth to be lett, according to the Return of the Surveyors in the Year 1640.

VI. That if any private Soldier of Horse or Foot shall desire to have an Allowance in gross for his Arrears, the Commissioners shall be, and are hereby, enabled to set forth unto every such Person or Persons, Ten Acres of Land for every Year that a Foot Soldier hath served, and Twenty for every Year that a Trooper hath served since the 5th of June 1649, in lieu of all Demands for their Service there, without Power of Alienation thereof, or any Part thereof, for the Space of Ten Years.

VII. That such Officers and Soldiers, who now remain in the Service of Ireland, or the Heirs of such as died there, who had the Security of the late King's Lands for the Payment of their Arrears, in the late Act passed for Sale of them, and, by reason of their Absence, lost the Benefit thereof, shall be satisfied the said Arrears out of Lands in Ireland, at the same Rates, and by the same Rates, as the Arrears of the present Army, for their Service since the 5th of June 1649, are by this Act appointed to be satisfied.

And the House took the same into Consideration by Parts: And thereupon it was

And the Question being put, That that Question be now put;

It passed in the Affirmative.

And the main Question being put; it was

Ordered, That the Reports for Satisfaction of the Losses of the Inhabitants of Gloucester be referred to the Committee to whom the Act for planting Ireland was referred, to consider of them; and how Satisfaction may be made, out of Rebels Lands and Estates in Ireland, to the said Inhabitants.

Ordered, That Reports for the Satisfaction of the Losses of the Inhabitants of Cheshire, be referred to the Committee to whom the Act for planting Ireland was referred, to consider of them; and how Satisfaction may be made, out of Rebels Lands and Estates in Ireland, to the said Inhabitants.

Clement's, &c. Petition.

The humble Petition of Grigory Clement, Maurice Thompson, George Pryor, Robert South, Thomas Smith, Robert Earl of Warwick, Captain Robert Moulton, Thomas Vincent, Farre, Ferris, Robert Thompson, and Wm. Pennoyer, was this Day read.

Ordered, That this Petition be referred to the Committee to whom the Bill for planting Ireland is committed, to consider of Satisfaction to be given unto the Petitioners out of Lands in Ireland, in this Bill.

Letters to be read.

Resolved, That the Letters from Foreign States, or their Publick Ministers, and likewise the Letter to be sent to Venice, be read To-morrow Morning, the first Business.

Salt-Petre.

Resolved, That the Act for Salt-Petre be reported on Thursday next, the first Business.
