Prayers.

Army Arrears.

COLONEL Downes reports from the Committee of the Army, in pursuance of an Order of the 17th of February 1651, touching the Arrears of the Army, between the 20th of May 1650, and the 20th of October 1651, upon Proposals made by the Officers of the Army; viz.

IN Pursuance of an Order of Parliament of the 17th of February last, this Committee, having considered of the Papers thereby referred to them, and had several Conferences with the Officers of the Army, on the Behalf of themselves, and the Soldiers, upon the Proposals contained in those Papers; have made with the said Officers the Agreement hereafter expressed; which they humbly offer to the Parliament for their Approbation, if they think fit; that is to say, in full of all Arrears due to the Officers and Soldiers that served in Scotland, from the 20th of May 1650, to the 20th of October 1651.

The Private Soldiers, and non-commissioned Officers of Horse and Dragoons, shall have Twelve Weeks Pay.

The commissioned Officers of Horse and Dragoons, Sixteen Weeks Pay.

The Officers and Gentlemen of the Life Guards, Six Weeks Pay.

The Private Soldiers, and non-commissioned Officers of Foot, Nine Weeks Pay.

The commissioned Officers of Foot, Twelve Weeks Pay.

The Train of Artillery, the commissioned Officers excepted, Nine Weeks Pay.

The Commission Officers of the Train of Artillery, Twelve Weeks Pay.

Which said several Sums will, by Estimation, amount to the Sum of One hundred and Fifty thousand Pounds, or thereabouts.

Army Arrears.

And, to the Intent, that the Widows and Children of such Officers and Soldiers as died, or were slain in the Service aforesaid, before the 20th of October 1651, and such Officers and Soldiers as, before that time, left the Service with Leave, or were entertained after the said 20th of May 1650, may have what is due unto them, proportionably, according to this Agreement with the rest of the Army for such time as they were in Service, this Committee, with the Officers aforesaid, have likewise agreed;

The Officers of Horse and Dragoons in Commission, that were in Service, and allowed upon the Musters aforesaid, or any of them, as followeth; viz.

The Officers and Gentlemen of the Life-Guard, that were in Service, and allowed on the Musters following, or any of them, as followeth; viz.

The non-commissioned Officers and Soldiers of Foot, and Train of Artillery, that were in Service as aforesaid, and allowed upon the Musters following, or any of them, as followeth; viz.

And to the commissioned Officers of Foot, and Train of Artillery, that were in Service as aforesaid, upon the said Musters, as followeth; viz.

Which said several Sums of Money the Officers desire may be paid unto them on or before the 30th of June next: But this Committee, having examined the several Receipts, ordered by the Parliament to be disposed for the Use of the Army, do find (according to the nearest Estimate they can make) that it will be about Eight Months, before a Sum sufficient to discharge the said Arrears will be received: And therefore, forasmuch as the whole Arrears, due to the said Forces hath been occasioned altogether by the Monies not coming into the Treasuries appointed for their Payment, this Committee do humbly offer it to the Parliament, if they think sit;

1. That the Sum of 100,000l. charged upon the Receipt of the Excise, by Order of Parliament, of the 6th of August last, for the Use of the Army, together with the Sum of 9,600l. * * * since satisfied of the latter; 484,000l. charged upon the Security of Bishops Lands, by the Sale of those Lands; 25,000l. Part of the Remainder of the 200,000l. charged by the like Order of Parliament of the said 6th of August last, for the Use aforesaid, upon the Feefarms; and the Sum of 15,400l. Part of the Remainder of 83,396l. 2s. 6d. charged, by the like Order and Use, as aforesaid, upon the Receipts of Goldsmiths-hall; may be set apart and appointed for the Discharge of the said Arrears: And that neither the said Sum 109,600l. or any Part thereof, nor the said Sum of 25,000 l. and 15,400 l. may be disposed or paid out towards the present or growing Charge of the Army, or otherwise howsoever, until the said Arrears be fully satisfied.

2. In regard there hath been, in this Agreement, Respect had to all the Provisions sent to the Army in Scotland, and Free-Quarter taken by them there, and afterwards in England, till after the Reducement of Worcester: And for that the General Officers, of the Army, and several other Commission-Officers thereof, have, by Tickets under their Hands, engaged to satisfy the Countries, through which they marched from Scotland to Worcester, and wherin they quartered at the Siege thereof, for all FreeQuarter and Provisions taken by them in their said March, after they entered England, and during the Time of the Siege aforesaid; that therefore this Committee may be impowered, out of any the Arrears of the Assessments appointed for the Use of the Army, before the 25th of December 1650, and charged, by Warrant from this Committee, to be paid or brought into the Treasury, for that Use, before the Passing of the late Act of General Pardon and Oblivion, to pay and satisfy for the said Provisions and Free Quarter, taken by the said Officers and Soldiers in their March, and at the Siege aforesaid.

3. Forasmuch as several of the Officers and Soldiers of the Army were wounded in the Service in Scotland, and, by means thereof, inforced to remove into England, and provide for themselves there, or where else they quartered, at their own Charge, as several others also, in respect of Sickness, were likewise inforced to do; and, by means thereof, were not only deprived of receiving any Benefit by the Provisions sent to the Army, or by Free-Quarter, but were also put to extraordinary Charge and Expences; that therefore this Committee may, if the Parliament think fit, be impowered, out of the said 150,000l. to pay and allow, to the Officers and Soldiers, wounded and sick, as aforesaid, so much above the afore-mentioned Sums, which they are to receive in lieu of their Arrears, as to the said Committee shall seem equal and just, proportionably, according to the Time they neither had Provisions nor FreeQuarter, but did maintain themselves at their own Charge: Provided, that such Allowance, together with what they are to receive for their Arrears, as aforesaid, do not exceed the Pay due to them for the Service aforesaid.

4. That Sir John Wollaston, Knight, and the rest of the Treasurers at War, who are appointed to receive the Sums charged upon the Fee-farms, Excise, and Goldsmithshall, as aforesaid, may be desired to advance, upon the Credit of the 150,000l. charged upon the Securities, as aforesaid, so much Money as shall be necessarily required over and above what the Receipts aforesaid will, from time to time, furnish, for the Payment and Satisfaction of all such Arrears, as for the Service, and according to the Proportions aforesaid, shall be due to such Officers and Soldiers, as either are or shall be appointed for Ireland, as the said Treasurers shall, for that Purpose, receive Directions, by Warrant from this Committee.

He likewise reports a Paper containing the Officers first Demands for Satisfaction of the Arrears due to them for their Service in Scotland; referred by the Parliament to the Consideration of the Committee: And the Agreement with the Officers for the said Arrears, as it hath been made with the Committee; viz.

The Officers first Demands, for Satisfaction of the Arrears due to them for their Service in Scotland, referred by the Parliament to the Consideration of this Committee, were;

For the private Soldiers, and non-commissioned Officers of Horse, Fifteen Weeks Pay.

For the private Soldiers, and non-commissioned Officers of Foot, Ten Weeks Pay.

For the Commission-Officers of Horse, Twenty Weeks Pay.

For the Commission-Officers of Foot, Thirteen Weeks Pay.

Two Thirds of the Arrears of the Life-Guard.

All which, by Estimation, did amount to 180,000l.

The Agreement with the Officers for the said Arrears, as it hath been made with this Committee, and is now presented to the Parliament, is;

For the private Soldiers, and non-commissioned Officers of Horse, Twelve Weeks Pay.

For the private Soldiers, and non-commissioned Officers of Foot, Nine Weeks Pay.

For the Commission-Officers of Horse, Sixteen Weeks Pay.

For the Commission-Officers of Foot, Twelve Weeks Pay.

For the Life-Guard, Six Weeks Pay.

All which, by Estimation, doth amount unto 150,000l.

Resolved, That this House doth agree with the Committee in this whole Report.

Colonel Downes also reports an Act for the Ascertaining and Directing the Payment of the Sum of 150,000l. upon several Receipts, for Satisfaction of the Arrears of the Army in Scotland, from the 20th of May 1650, till the 20th of October 1651: Which was this Day read the First and Second time.

And the Question being put, That this Act be ingrossed;

It passed with the Negative.

And the said Act, being put to the Question, passed.

He also reports from the Committee of the Army:

Officers Widows.

IN pursuance of an Order of Parliament, of the 30 September last, whereby this Committee are appointed to consider of the Cases of such Widows and Orphans of such Persons as shall be certified, by the Lord General, to have died in the Service of the Parliament at Worcester, and to consider how some Provision may be made for them; this Committee, besides such Widows whose Cases they have already reported to the Parliament, have been certified, by his Excellency the Lord General, That Richard Kellam, Thomas Hopkins, John Hall, and John Twyford, all of them late in Colonel Riche's Regiment, were slain in the late Service at Worcester: And this Committee do therefore humbly offer to the Parliament, if they shall think fit, That the Widow of Richard Kellam may have Thirty Pounds; the Widow of Thomas Hopkins Thirty Pounds; the Widow of John Hall Forty Pounds; and the Widow of John Twyford, Twenty Pounds; for their present Subsistence: And that the Treasurers at War may be directed, upon the Warrant of this Committee, to pay the above-mentioned Sums to the Widows aforesaid, out of such Monies as are or shall come to their Hands, for the general Composition of North-Wales:

Which was this Day read.

Resolved, by the Parliament, That the Widow of Richard Kellam have the Sum of Thirty Pounds; and the Widow of Thomas Hopkins have the Sum of Thirty Pounds; and that the Widow of John Hall have the Sum of Forty Pounds; and that the Widow of John Twyford have the Sum of Twenty Pounds; paid unto them for their present Subsistence, the said Richard Kellam, Thomas Hopkins, John Hall, and John Twyford, having been slain in the late Service at Worcester:" And that the Committee of the Army do issue their Warrant to the Treasurers at War, to pay the said several Sums to the respective Widows aforesaid out of such Monies as are or shall come into their Hands, for the general Composition of North-Wales.

A Prisoner discharged.

The humble Petition of Josiah Prymatt, Prisoner in the Fleet, was this Day read.

Resolved, by the Parliament, upon the humble Submission of Josiah Prymatt, now Prisoner in the Fleet, That the said Josiah Prymatt be discharged of his Imprisonment; and be pardoned that Part of his Fine which is due to the State; and that there be no further Prosecution for that Part of his Fine: And all Officers and Ministers therein concerned, are to take Notice hereof: And that Mr. Speaker do issue a Warrant to the Warden of the Fleet, to discharge him out of Prison, accordingly.

Fens.

Ordered, That the Debate touching the Fens be taken up on Friday Morning next; the first Business; nothing to intervene.

Belzeez Manor.

An Act for discharging the Manor of Belzeez, in the County of Middlesex, of several Rents issuing out of the said Manor, was this Day read the First and Second time.

And the Question being put, That this Act be ingrossed;

It passed with the Negative.

And the said Act, being put to the Question, passed.

State of the Navy.

Ordered, That the State of the Navy be taken into Consideration on Tuesday Morning next, the first Business.

Highways.

An Act for Amendment of the Highways was this Day read the First time.
